CITY OF TIGARD, OREGON
ORDINANCE NO. 65 -
AN ORDINANCE SETTING HEARING WITH RESPECT TO THE ANNEXATION
OF LANDS OF PATERSON, $T AL, COMKONLY KNOWN AS "WEST TIGARD ANNEXA
l TION PROPOSAL."
WHEREAS, petitions have been duly filed with the City Recorder
of Tigard for the annexation of certain lands described on the
attached sheet headed "DESCRIPTION" and by reference made a part
hereof, by which means.various owners of the lands involved have
consented to the annexation of the respeetiire lands without submit-
ting same to a vote; and
® WHEREAS, the said premises are not within the corporate
limits of any other city, and lie wholly within the County of
Washington, State of Oregon, and the whole of said area is contiguous
to the C ity of Tigard, and it appears that of the total area, more
than two-thirds of the landowners owning two-thirds or more of the
area having two-thirds or more of the assessed value of all real
property in said contiguous territory have consented to the annexa-
tion proposal; and
WHEREAS, it appears that said area may lawfully be annexed
without submitting the question to the registered voters of the
city;
NOW, THEREFORE,
THE CITY OF TIGARD ORDAINS AS FOLLOWS:
Section l: That the City Council of the City of Tigard does hereby
declare its intention to annex to the City of Tigard all lands
as bounded or otherwise described on the attached sheet headed
"DSSCRLMON" which by reference is made a part hereof, said
annexation proposal to provide that beginning with the fi;.st fiscal
year after annexation takes effect, the rate of taxation for city
purposes on the property in said area proposed to be annexed shall
be according to the following ratios:
(a) Fiscal year 1966-67 - 25% ratio of the highest
rate of taxation applicable for such year
for city purposes to other property within
the city.
(b) Fiscal year 1967-68 - 507. ratio of the highest
rate of taxation applicable for such year
for city purposes to other property within
the city.
(c) Fiscal year-1968-69 - 75% ratio of the highest
rate of taxation applicable for such year
for city purposes to other property within
the city.

(d) Beginning with the fiscal year 1969-70 and thereafter
said area shall be subject to the same rate of
taxation applicable each year for city purposes
to other property in the city.
Section 2: That the City Council of the City of Tigard does hereby
elect to dispense with submitting the said annexation
proposal to the registered voters of the City of Tigard.
Section 3: That Monday, the 12th day of July, 1965 at the hour of
8:00 o'clock P.M., Daylight Saving Time, in the City
Hall, City of Tigard, Oregon, be and the same are hereby fixed as
the date, time and place for public hearing by the City Council of
Tigard of said proposal for the annexation to the C ity of Tigard
of the area described on the attached sheet headed "DESCRIPTION"
and by reference made a part hereof, and all registered voters
w of the city may at said time and place appear and be heard on the

by publication once each week for two successive weeks, or three
pub fishings in all, prior to the date of said hearing, in the
Tigard Times, a newspaper of general circulation in the City of
Tigard, Oregon; and the City Recorder further be and she is hereby

within the City of Tigard for a like period.

Section 5: Inasmuch as it is necessary for the peace, health and
20 safety of the City of Tigard and those interested in
a the petition for the annexation of said territory, that this matt4T
be heard with the least possible delay, an emergency is hereby
declared to exist, and this ordinance shall become effective upon
