Background: On 2/9/06 Wolcott Plumbing applied for a plumbing permit for 100 feet
of sanitary sewer replacement at 10128 SW Lady Marion Dr. The
permit was issued on 2/10/06. Per homeowner, Karen Corrigan, they
have had two backups since the installation took place.

2) 2/8/07 approximately noon
Returned call, spoke with Mr. Iverson. He identified himself as an
engineer working for the property owners, the Corrigan's. He wanted
to know if the permit was still active and if the line work were to be
reinstalled could it be done and inspected under this permit. I told him
I would check with the inspection supervisor and get back to him.
3) 2/8/07
In researching this project a notation made by Mike Sheehan,
plumbing inspector, was found on the inspection sheet. The notation
read: Need to call back on septic pump (we require pumping receipt).
This indicated to me that this was for new sewer service and the
property owners should have been charged a sewer connection fee.
Possible explanation for this not being done at permit application was
due to the description of work the contractor listed: 100 ft sanitary
sewer replacement & right of way -. So it was not treated as a new
service. The plumbing permit was received on 2/9/06 and issued on
2/10/06. The engineering permit for the lateral work was not applied
for until 2/22/06 and it was issued on 2/23/06. So the building
department had no reason to think this was a new service until the
inspection took place.
4) 2/8/07
Explained the situation to Hap, he seemed familiar with the project,
and said he would allow the reinstallation and inspections to be done
under the original permit. He made a note on the white inspection slip:
2/8/07 — Relaying sewer for better drainage — Inspect second
installation on this permit — Hap
5) 2/8/07 late afternoon
I left a voicemail message on Mr. Iverson's cell phone that Hap
Watkins was allowing the reinstallation of the line work and inspections
to be done under the original plumbing permit. Explained that in the
process of researching the information it was noted that no sewer
connection fee had been collected and it would need to be paid prior to
any new inspections being done. I left my name and phone number for
him to call back.
6) 2/9/07 10:16 AM, Karen Corrigan left me a voicemail at x2450
I returned Karen Corrigan's voicemail at 10:31 AM, left message.
Ms. Corrigan called back at approximately 11:00 AM. I explained to
her that she would need to pay the sewer connection fee before we
could do any further inspections. She understood what the fee was for
and we discussed how to pay the fee by credit card with a payment
authorization form. She talked about what had been going on with her
situation, the contractor issues, the clean up issues, health issues, etc.
I faxed copies of the payment authorization form and a copy of the
inspection sheet from 3/1/06.
7) 2/9/07 3:59 PM
Karen Corrigan called to let me know she had faxed over the payment
authorization form for the sewer connection fee. I processed and
receipted the payment. I then issued the sewer connection permit and
case finaled it. I faxed copies of the sewer permit and the receipt to
her. I also put a copy of the permit and receipt in the mail to her. (The
mailed items would not go out in the mail until Monday, 2/12/07.
