Homeowners at 10600, 10630, 10652,

10856 SW Kable St, Tigard
Dear Neighbors:
I have spoken with some of you and have tried to reach each of you by telephone but, since
many people now have unlisted numbers, just as I do, myself, I will send a copy of this note to
each of you.
This is to let you know that I, other inspectors from the City of Tigard, and engineers from
Kleinfelder, Inc., a geotechnical engineering firm, will be taking photographs and various
measurements of the rock walls and fill at the rear of each of your properties over the next few
days. We plan to begin on Friday morning, August 9 about 9:00 a.m.
We will not need access to your homes and we hope to be as unobtrusive as possible.
Hopefully, you will not even notice that we are there and we won't inconvenience you in any
way.
Our sole interest is in the retaining walls that were added to the properties subsequent to the
completion of the subdivision phase in December 1999, and in the composition and compaction
of the fill behind those walls. The fact is that we do not have an adequate description of the
size, location, and composition of those walls and fill. The purpose of our photographs and
measurements will be to provide that description.
If you have any questions or if I can be of assistance in any way, please call me at 503 -639-
4171, Ext. 2426.
Thank you for your cooperation.
Sincerely,
Albert Shields

Re: Rockery Wall Construction with Associated Fill
Dear Mr. Hunt,
The rock retaining walls and associated fill for Lots 2, 4 -6 & 8 -10 have been reviewed
and approved per the design by Carlson Geotechnical and your agreement with them to
monitor placement of the walls and the compaction of the soils on a continuous basis.
This agreement is a condition of approval of the plan review and is included as part of
the permit document package.
Carlson Geotechnical shall submit daily field reports regarding drainage, wall base
compaction, drainage, fill compaction, and fill slopes. At the end of construction on each
lot, they must also submit a final summary report that verifies the compliance with their
design and the acceptance of all supported fill at each retaining wall. This will assure
the owners, developer and the City of Tigard that the terraced slope and its component
elements are now and will be stable in the future.
A City of Tigard Building Inspector will also make regular periodic visits once you have
commenced work. Please notify Albert Shields as you begin work on each lot. His
phone number is 503 - 718 -2426.
The fees for these permits reflect only those pertaining to issuing each permit, and do
not include any investigation or penalty fees.. This will be addressed under separate
cover by Albert Shields who does our uniform code enforcement.
It is important to note that there is still an open enforcement case at each of these lots,
and there will be no final approval by the City until those cases are resolved, and all fees
paid, lot by lot or en masse.
Sincerely, S.S4
