The plans were submitted as a residential permit. The interior, non - bearing partitions do not
create habitable rooms and are therefore exempt from the residential Building Permit
process. Plumbing, Electrical and Mechanical work done in conjunction with the interior,
non - bearing partitions still require permits. Please complete the enclosed "Applicant Request
to Cancel Permit" form so the permit fees can be refunded.
The Exterior Work and Change of Use will require a Commercial Building Permit. The
permit plans can be submitted for review after the Land Use Appeal period has ended. I
believe that to be 10 days from today. Check with the Brad Kilby @ 503- 718 -2434.

Debbie,
After several discussions about this project, following is the outcome:
1) Even though this permit did not require land use approval, it still should have been "attached" to the
SDR, which was not attached to the PRE, but I have corrected all of that (see PRJ2003- 00231).
2) Per Brian, a structural permit is not required for the work they are doing in the bathroom. Since there is
no structural work, a MST is not required, however we need a separate PLM, ELC and MEC for the
bathroom work. Brian has informed the applicant that they need these permits.
3) The permits were submitted as "residential" because they did not yet have approval for a change of
use. Per Brad, the approval should come through next week, then there is the appeal period.
4) We need to contact the applicant for them to submit a "request for refund" so that I can void the MST
and refund their deposit. Please contact them, and reiterate that they need the other permits, and let them
know that I cannot "transfer" the MST plan review fees to these other permits.
5) Brian has the plans.
