Dear Sir,
We have received your letter dated October 17 2002, Addressing the number of
the guestrooms and anticipated occupant load so as we may have a better
understanding of proper occupancy classification for your project.
As per your letter, We have placed the occupant load of 10 or less for your
facility. It will be reviewed as a congregate residence with a limited occupant load
of 10, Thus you will not be required to meet all of the requirements for a R1
(apartment or hotel) but will be reviewed as a R3 (large single family residents).
If this assumption is incorrect, Please contact this office as soon as possible.

RE: Brahma Premananda Temple application
The City of Tigard Building Division has reviewed the submitted building plans for the above
referenced address in accordance with the Oregon Structural Specialty Code (OSSC), 1998
edition and the Uniform Fire Code, 1997 edition as amended by Tualatin Valley Fire & Rescue.
The following items need to be addressed and are not in compliance with the above mentioned
Codes:
A01 -A13
1) A2.1 Occupancy's are required to meet V l hr minimum construction. Current
plans don't show enough detail to be in compliance with this requirement.
Please provide additional details to assure code compliance of all walls, roof
ceiling, and entry canopy, system meet this level of protection.
2) Building is required to be in compliance with ADA. Doors LD02, LD06,
UDO3 and UDO4 need the minimum access clearances along the sides of 18 ".
3) Fire extinguishers are required 1/3000 sqft. minimum of two per floor.
Currently only one per floor is shown on plans.
4) Plans are not in compliance with Table 29 -a for the minimum of plumbing
fixtures. Provide additional details showing fixture heights and spacing in
compliance with ADA.
5) Sanitation: Walls within two feet of the front and sides of urinals and water
closets shall have a smooth hard non absorbent surface. To a height of not less
than 48 inches.
6) Note: Kitchen shows only one pair of sinks, Please check with the health
department for the minimum amount of sinks required.
7) Footing drains are shown on the civil plans and not referenced on the details
or Structural sheets.

8) Upper level framing S3: Beam size along grid line 2 is different than what is
shown on the engineering provided please correct.
9) Footing plan 51: pier footings at B6 & F6. Specifications need to be
transferred to the plans from the Engineers calc's to the footing schedule.

10) Footing plans S 1: Column details for grid line 2 are '/2 on the plans and the
balance is in the Engineers calc's. Please incorporate into the plans all
specifications, details and crossections.
11) Please detail the connections between different wall types and their locations.
Plans call for several basement wall types and retaining walls that intersect.
All of these walls have different rebar requirements, footing details, and
surfacing materials.
12) S2 details differ from engineering on pages 16 &17 please specify which
detail is applicable and where.
13) All below grade walls are required to be waterproofed please specify product
and application method.
M1 -M4
14) Kitchen Grease ducts that penetrate the ceilings; floors, roofs or walls shall be
in closed with in a rated shaft. And shown on the architectural sheets.
15) Grease ducts shall be a minimum of 16gauge steel.
16) Provide cut sheets on all HVAC equipment and weight loads. Engineer shall
review all HVAC loads for seismic and static loading on the structure.
17) M3 sheet indicates the use of gas for the roof top units. Please provide a gas
line drawing showing all connected loads in BTU's, size of pipe, gas pressure,
and total run.
18) Commercial dishwashers require a class 2 hood for steam.

19) Food prep sinks shall be indirectly connected to the drainage system by means
of an airgap or airbreak into an approved receptor.
20) Receptors shall be approved for the use and purpose and shall have shape and
capacity to prevent splashing and flooding. Receptors shall be readily
accessible for inspection and cleaning.
21) Rain drains and Storm drains, tie -in locations do not match civil drawings for
connection points and pipe size.
22) Plans show rain drains connected to overflow drains using the same riser,
UPC 1105.4 states overflow drains shall be piped to an approved point of
discharge and shall be independent of any other piping system.
23) Plans show a grease interceptor, located in lounge: interceptors shall be
readily accessible for servicing and periodic removal of accumulated grease,
scum, oil, or other floating substances.
24) Civil plans show a 2" domestic water line connected to a city main. City main
pressure is recorded at 107 psi (static) and 98 (residual). Plumbing plans show
a 3" domestic riser, reduced pressure back flow preventer and Booster pumps?
25) Plans show a sewage ejector pump and basin, Civil plans show the sewer
lateral at 213.65 approximately 40 "inches below finish floor elevation. Pump
may not be required.

26) Room LL 11 has several space conflicts between these drawings and others.
Clearances, working spaces, power panels, water riser location, sprinkler riser
location, and fire pump and booster pumps may not be required due to water
pressure at this location.
27) FDC is not allowed to be on the side of the structure see civil drawings for
proper location. Also the Ashram will be required to have sprinklers and a
separate FDC located with -in 70 feet of a fire hydrant.
28) Main entrance, canopy, is required to be protected by sprinkler system.
29) Sprinkler system should be differed submittal and designed by a sprinkler
contractor.
30) Type 1 grease hoods require fire suppression systems.
31) Submit sprinkler calculations and cut sheets.
Fire Alarms
32) Plans show visual only devices in the toilet room's UFC sec 1007.3.3.3.4
states alarms in toilet rooms shall be both visual and audible.
33) Building is being provided with access control devices. Note all door contacts
shall fail in the open posisition upon activation of the smoke or fire detection
system.
34) Provide all cut sheets on the devices in the system.
City of Tigard Engineering Comments:
Condition #11 (ODOT ROW dedication for Hall)
Condition #14 (Pay fee in -lieu of undergrounding = $880.00
Due to the items identified as noted above the plan review has been terminated, until the items
have been properly addressed. In no way should this partial review be considered as a complete
review.
Please submit revised plans showing compliance with codes.
