This development is within the 100-year floodplain. 1. SUMMARY OF THE REQUEST CASE: Sensitive Lands Review BONITA BRIDGE WIDENING SLR 95-0005 SUMMARY: A request for Sensitive Lands Review to widen an existing bridge over Fanno Creek from 30 feet to 60 feet, located on SW Bonita Road. The bridge is located within the 100-year floodplain. APPLICANTS: City of Tigard OWNER: Same 13125 SW Hall Blvd. Tigard, OR 97223 COMPREHENSIVE PLAN DESIGNATION: I-L (Light Industrial) ZONING DESIGNATION: I-L (Light Industrial) LOCATION: SW Bonita Road crossing of Fanno Creek. East of SW 76th Avenue and west of SW 74th Avenue. APPLICABLE LAW: Community Development Code Chapter 18.84. Comprehensive Plan Policies 2.1.1, 3.2.1, 3.2.2, 3.5.4, 4.2.1 STAFF RECOMMENDATION: Approval. II. SITE AND VICINITY INFORMATION A. Background Information: No other development applications have been filed with the City of Tigard. B. Site Information and Proposal Description: The area of the proposed work is east of the intersection of SW Bonita Road and SW 76th Avenue and west of the intersection of SW Bonita Road and SW 74th Avenue. The proposed work is on both sides of the bridge within the SW Bonita Road right-of- way. The area to be effected is covered with blackberry bushes. No structures are located in the area with exception of the existing bridge and roadway. The existing bridge does not meet current standards for lane and shoulder width and does not have adequate pedestrian sidewalks, with one sidewalk on the south side of the bridge. The applicant proposes to widen the existing 30 foot wide bridge to a width of 60 feet. The widening will be accomplished by removing the existing railings, curbs, sidewalk, and asphalt roadway and extending the existing structure to the north aproximately 16 feet and to the south approximately 13 feet. Three new steel pipe piles will be added at each end of each existing pile bent, and three new steel pipe piles will be added at each end of each existing abutment. The new steel pipe piles will be the same outside diameter as the piles under the existing structure. The proposal requires a sensitive lands permit as the pilings will be located within the 100-year floodplain of Fanno Creek. C. Vicinity Information: The adjacent properties to the northeast and southeast are zoned I-L (Light Industrial), property to the northwest and southwest are zoned R-12 (Residential, 12 units per acre). The surrounding area is developed with a mix of residential and industrial uses. III. APPLICABLE APPROVAL STANDARDS AND REQUEST EVALUATION A. COMMUNITY DEVELOPMENT CODE: Chapter 18.84 contains regulations for lands within 100-year floodplains that are subject to Sensitive Lands Review. Sensitive Lands Review of proposed developments in these areas is intended to implement floodplain protection measures and to protect rivers, streams and creeks by minimizing erosion, promoting bank stability, maintaining and enhancing water quality and fish and wildlife habitat, and preserving scenic quality HEARINGS OFFICER - SLR 95-0005 - BONITA BRIDGE / CITY OF TIGARD Page2 • and recreational potential. Section 18.84.015(E) requires Hearings Officer approval for a Sensitive Lands Permit within the 100-year floodplain. Chapter 18.84.040(A) states that the appropriate approval authority shall approve or approve with conditions an application request within the 100-year floodplain in subsections 18.84.015(B) and (E) based upon findings that all of the following criteria have been satisfied: 1. Land form alterations shall preserve or enhance the floodplain storage function and maintenance of the zero-foot rise floodway shall not result in any encroachments, including fill, new construction, substantial improvements, and other development unless certified by a registered professional engineer that the encroachment will not result in any increase in flood levels during the base flood discharge. The applicant's hydraulic analysis concluded that water surface elevations for existing and proposed bridge conditions indicate no change in the 100-year floodplain due to proposed changes in the bridge. 2. Land form alterations or developments within the 100-year floodplain shall be allowed only in areas designated as commercial or industrial on the comprehensive plan land use map, except that alterations or developments associated with community recreation uses, utilities, or public support facilities as defined in Chapter 18.42 of the Community Development Code shall be allowed in areas designated residential subject to applicable zoning standards. The Comprehensive Plan designation for this parcel is I-L (Light Industrial). 3. Where a land form alteration or development is permitted to occur within the floodplain it will not result in any increase in the water surface elevation of the 100-year flood. The applicant's hydraulic analysis concluded that water surface elevations for existing and proposed bridge conditions indicate no change in the 100-year floodplain due to proposed changes in the bridge. 4. The land form alteration or development plan includes a pedestrian/bicycle pathway in accordance with the adopted pedestrian/bicycle pathway plan, unless the construction of said HEARINGS OFFICER - SLR 95-0005 - BONITA BRIDGE / CITY OF TIGARD Page3 • • pathway is deemed by the Hearing Officer as untimely. The bridge will incorporate a shoulder suitable for bicycle traffic. SW Bonita Road is not designated as a proposed pedestrianibicycle path as contained in the Tigard Parks Master Plan. 5. The plans for the pedestrian/bicycle pathway indicate that no pathway will be below the elevation of an average annual flood. This proposal does not contain a plan for a pathway. 6. The necessary U.S. Army Corps of Engineers and State of Oregon Land Board, Division of State Lands approvals shall be obtained. The City has recieved comments from both the Army Corps of Engineers and Division of State Lands and permits were not required by either agency. 7. Where land form alterations and/or development are allowed within and adjacent to the 100-year floodplain, the City shall require the dedication of sufficient open land area within and adjacent to the floodplain in accordance with the comprehensive plan. This proposal is on public right-of-way and does not contain property which could be be dedicated for pathway purposes. Chapter 18.84.040(C) states that the Director shall approve or approve with conditions an application request for a sensitive lands permit within drainageways based upon findings that all of the following criteria has been satisfied: 1. The extent and nature of the proposed land form alteration or development will not create site disturbances to the extent greater than that required for the use. The disturbance is the minimum disturbance necessary to accomodate the bridge widening. The installation of the piling will occur from the bridge and will therefore reduce the extent of site disturbances. 2. The proposed land form alteration or development will not result in erosion, stream sedimentation, ground instability, or other adverse on-site and off-site effects or hazards to life or property. Construction will require an erosion control plan, approved by the Engineering Department, in conformance with Unified Sewerage Agency Resolution and Order 91-47. HEARINGS OFFICER - SLR 95-0005 - BONITA BRIDGE / CITY OF TIGARD Page4 • • 3. The water flow capacity of the drainageway is not decreased. The hydraulic analysis concluded that the capacity of the drainageway, as well as the flooplain will be be decreased or negatively impacted. 4. Where natural vegetation has been removed due to land form alteration or development, the areas not covered by structures or impervious surfaces will be replanted to prevent erosion in accordance with Chapter 18.100, Landscaping and Screening. The minimal amount of vegetation loss expected with construction will be hydroseeded. Erosion control measures shall also be taken during construction. The applicants construction plans shall be reviewed and approved by the Engineering Department. 5. The drainageway will be replaced by a public facility of adequate size to accommodate maximum flow in accordance with the adopted 1981 Master Drainage Plan. This requirement is not applicable as the drainageway will not be impaired by the bridge's construction. 6. The necessary U.S. Army Corps of Engineers and State of Oregon Land Board, Division of State Lands approvals shall be obtained. As discussed in the previous section, permits are not required. 7. Where landform alterations and/or development are allowed within and adjacent to the 100-year floodplain, the City shall require the dedication of sufficient open land area within and adjacent to the floodplain in accordance with the Comprehensive Plan. This area shall include portions of a suitable elevation for the construction of a pedestrian/bicycle pathway within the floodplain in accordance with the adopted pedestrian bicycle pathway plan. As discussed in the previous section, dedication is not required. B. COMPREHENSIVE PLAN POLICIES. 1. Policy 2.1.1 provides the City will assure that citizens will be provided an opportunity to participate in all phases of the planning and development review process. Policy 2.1.1 is satisfied because the applicant held a neighborhood meeting, notice of the application and public hearing on this item was provided to owners of property in the vicinity of the site and in a HEARINGS OFFICER - SLR 95-0005 - BONITA BRIDGE / CITY OF TIGARD Page5 • • newspaper of general circulation. The site has also been posted with a sign which states that a sensitive lands review application is pending for this property. 2. Policy 3.2.1 provides that the City will prohibit any development within the 100-year floodplain that would result in any rise in elevation of the 100-year floodplain. Policy 3.2.1 is satisfied because this proposal will not result in any rise in the elevation of the 100-year flooplain. 3. Policy 3.2.2 provides that the City shall prohibit development in the floodway, except if the alteration preserves or enhances the function and maintenance of the zero-foot rise floodway. Policy 3.2.2 is satisfied because this development will preserve the function and maintenance of the zero-foot rise floodway. 4. Policy 3.5.4 provides that the City provide an interconnected pedestrian/bikepath throughout the City. Policy 3.5.4 is satisfied because this bridge will accommodate a pedestrian/bikeway system. 5. Policy 4.2.1 provides that all development within the Tigard Urban Planning Area shall comply with applicable federal, state and regional water quality standards. Policy 4.2.1 shall be satisified as construction shall comply with erosion control measures for the Tualatin River Basin. IV. AGENCY COMMENTS 1. The City of Tigard Engineering Department has reviewed the proposal and has provided the following comments: The Engineering Department has no objection to approval of the application. The CDC at 18.84.040 A. 1. requires that "land form alterations shall preserve or enhance the floodplain storage function and maintenance of the zero-foot rise floodway shall not result in any narrowing of the floodway boundary". The applicant has submitted construction plans showing that landform alterations are limited to the installation of twelve 12-3/4" diameter steel pipe pilings for the bridge. Installation will be from the bridge, eliminating the need of entry into the floodplain by construction equipment. Alterations at the HEARINGS OFFICER - SLR 95-0005 - BONITA BRIDGE / CITY OF TIGARD Page6 • 0 bridge abutments are less than 50 cubic yards and include a retaining wall to ensure slope stability. Accordingly, the zero-foot rise floodway will remain unaltered. Paragraph three of this subsection requires that land form alterations in the floodplain "will not result in any increase in the water surface elevation of the 100-year flood." The applicant has submitted an engineering study "Hydraulic Analysis of Fanno Creek at the Bonita Road Bridge to Assess Hydraulic Impacts of Proposed Bridge Widening, February 20, 1995." This study evaluated the change of the elevation of the 100-year flood in accordance with the City's Drainage Master Plan and concluded that the proposed bridge would not result in any change of the elevation of the 100-year flood. Similarly, the approval criteria of subsection c., drainageways are met: 1) Eliminating the need for equipment entry into the floodplain by installing the piles from the bridge will ensure that site disturbances are of no greater extent than required; 2) This will also ensure that erosion, stream sedimentation, ground instability, or other adverse effects will not result. Construction will require an erosion control plan, approved by the Engineering Department, in conformance with Unified Sewerage Agency Resolution and Order 91-47; 3) As previously mentioned, the submitted study shows that the capacity of the drainageway, as well as the floodplain, is not decreased; 4) Vegetation removal will be limited to blackberries. Any ground left uncovered will be restored with grass. 2. The City of Tigard Public Works Department, Building Division and Police Department have reviewed this proposal and have no objections to this proposal. 3. The U.S. Army Corps of Engineers and Division of State Lands have reviewed this proposal and have no objections to this proposal. 4. The Unified Sewerage Agency states that surface runoff, during and post construction, should be treated before it is allowed to discharge into Fanno Creek. Engineers written cerification should include his statement that the project as designed will cause no change in the water surface elevation during a 100-year storm event. 5. No additional comments have been recieved. VI. CONCLUSION AND RECOMMENDATION HEARINGS OFFICER - SLR 95-0005 - BONITA BRIDGE / CITY OF TIGARD Pagel Staff concludes that the proposed impacts to Sensitive Lands Areas comply with the applicable approval criteria for issuance of a Sensitive Lands Permit. PROPOSED PROJECT PURPOSE & DESCRIPTION Project Purpose and Need: The purpose of this project is to widen an existing three span bridge which carries Bonita Road over Fanno Creek. The existing bridge appears to be structurally adequate but is geometrically inadequate. The existing bridge does not meet current standards for lane and shoulder width and does not have adequate pedestrian sidewalks. The existing structure has one sidewalk on the south side of the bridge. The new bridge will improve traffic and pedestrian safety by providing adequate vehicular traffic lane width without a constriction at the bridge, shoulders separating the vehicular traffic lanes from the sidewalks, room for bicycle traffic on the shoulders, and adequate sidewalks on both sides of the bridge which will tie in to the existing and proposed sidewalks on the adjoining roadway. Project Description: The project consists of widening an existing three span bridge. The existing bridge is steel pile supported with cast in place concrete pile caps, sidewalks and curbs, and precast concrete panel deck with an asphalt cement concrete wearing surface. The widening will be accomplished by removing the existing railings, curbs, sidewalk, and asphalt roadway wearing surface and extending the existing structure to the north approximately 16' and to the south approximately 13'. Three new steel pipe piles will be added at each end of each existing pile bent, and three new steel pipe piles will be added at each end of each existing abutment. The new steel pipe piles will be the same outside diameter as the piles under the existing structure. New cast in place concrete pile caps and abutments will be tied in to both ends of the existing ones to extend the structure on each side. New precast concrete panels will be placed to span between the new pile caps and tied into the existing deck panels. New cast in place concrete sidewalks will be cast on each side of the widened structure. Tubular steel railings will be provided on each edge of the bridge. A cast in place concrete retaining wall will be located at the north edge of the bridge to retain the west approach fill. A new asphalt cement concrete wearing surface will be placed over the entire width of the widened bridge roadway. • • 5. PROJECT IMPACTS AND ALTERNATIVES Describe alternative sites and project designs that were considered to avoid impacts to the waterway or wetland. The existing bridge alignment is closely bounded to the Northwest, Southwest, and Southeast by existing development. Moving the structure would require extensive roadway reconstruction. Changing the horizontal alignment of the roadway and bridge would also require disturbing other sections of Fanno Creek and abandoning the existing structure. Changing the vertical alignment of the bridge would require abandoning the existing structure and the construction of an all new structure. Two railing concepts were considered for the bridge. The proposed alternative of a tubular steel railing was chosen over a concrete barrier because it presents a more open structure should floodwaters crest over the bridge (which is the case for the design 100 year flood). Various alternatives for supporting the utilities which are carried on the existing bridge were considered. An arrangement similar to-the existing which allows the conduits and pipes to hang below the deck of the bridge and partially block the bridge opening was abandoned in favor of routing conduits through the proposed sidewalks. This removes impediments to flow through the bridge opening. Hydraulic analysis (HEC-2) comparing the proposed structure to the existing structure indicates that the proposed widening will not cause a rise in the stream profile during the design 100 year flood event provided that piling similar to those existing are used to extend the structure and that no new obstructions to flow are placed in the channel near the-bridge opening. The proposed structure meets these requirements. Describe what measures you will use (before and after construction) to minimize impacts to the waterway or wetland. Construction will be scheduled so that in water work only takes place during the approved in-water window. Fill and the retaining wall footing will be protected with rip-rap to prevent scour. The use of a retaining wall at the northwest abutment of the bridge minimizes the amount of fill which might enter the channel. Reasonable precautions including installation of protective covering, silt screens, and hay bales will be taken to prevent erosion of fill and impacts to water quality during construction. GO?? • 9 HYDRAULIC ANALYSIS OF FANNO CREEK AT THE BONITA ROAD BRIDGE TO ASSESS HYDRAULIC IMPACTS OF PROPOSED BRIDGE WIDENING BACKGROUND AND PURPOSE The City of Tigard, Oregon owns the bridge located at the intersection of Bonita Road and Fanno Creek. The City desires to widen the Bonita Road Bridge from its existing 34 foot +/- width to a 61 foot +/- width to improve traffic management in the vicinity of the bridge. The widening is proposed to take place both in the upstream and downstream directions, with pile supports placed in-line with the existing pile supports. The City Drainage Master Plan noted that the bridge was a constriction to flow but the Plan did not recommend replacement of the structure due to the lack of insurable structures upstream of the bridge. The bridge is considered structurally sound. The primary purpose of this hydraulic analysis of Fanno Creek, in the vicinity of the Bonita Road Bridge, is to assess the potential impacts to the 100 year floodplain elevation of the structural changes proposed to the bridge in the design of the widening. The secondary purpose of the analysis is to provide recommended modifications to the design of the bridge widening or the Fanno Creek channel to assure the project complies with the requirement for a zero rise in the 100 year floodplain. DATA AND INFORMATION The data and information uses' in this hydraulic analysis include the following: 1. The HEC-2 program code for the 100 year flood on Fanno Creek, which was assembled by the Corps of Engineers in 1976, and updated in 1982. The program code for Creek stations corresponding to river miles (RMS) 2.01 to 3.34 were used as a starting point. 2. The Flood Insurance Study (FIS) produced by the Federal Emergency Management Agency for the City of Tigard, Oregon, and dated September 1, 1981. 3. Engineering drawings of the Bonita Road Bridge by Sverdrup Civil, Inc. Drawings include a typical section of the existing bridge (looking west), a typical section of the proposed widened bridge (looking west), and an elevation of the proposed widened bridge (looking north). Drawings are dated 1-16-95. 4. Recent surveying data (undated) which includes the following: a. Channel section approximately 180 feet north (upstream) of bridge. b. Channel section north (upstream) of bridge. c. Channel section south (downstream) of bridge. d. Channel section 100 feet south (downstream) of bridge. e. Roadway profile north (upstream) side of roadway. f. Roadway profile south (downstream) side of roadway. g. Roadway profile at centerline of roadway. 5. Tracing of the Fanno Creek Flood Insurance Work Map (1 "=400'). • 6. City of Tigard contour map of bridge vicinity (2 foot intervals, 1 "=100'). ASSUMPTIONS The hydraulic modeling of Fanno Creek in the vicinity of the Bonita Road Bridge has been conducted under the following assumptions: 1. The primary purpose of the modeling is to determine the relative difference in the 100 year floodplain elevation between the existing Bonita Road Bridge and the proposed widened bridge designs. The modeling is intended to resolve the change in the floodplain elevation caused by the proposed bridge widening. 2. The U.S. Army Corps of Engineers HEC-2 hydraulic modeling software is sufficiently sensitive to assess the proposed changes in the bridge design. 3. The original model input data is basically correct but requires revisions in the bridge vicinity, and general checking. 4. The revised survey is valid down to the water surface, below which few new point elevations were taken. Below the water surface, the creek channel bottom elevations in the original model produced for the flood study are to be considered more reliable. It is assumed these elevations have not changed significantly, and/or have changed an equivalent amount for each cross section. 5. The low chord is at elevation 135, which is 1 foot below the bottom of the bridge. This is to accommodate the effect of the pipes hanging down below the bottom of the bridge. 6. The pipe pile used to support the widened bridge will be 12 inch diameter, and will be placed in line with the existing pile. 7. The flow for the 100 year flood in Fanno Creek at Bonita Road is 4125 cubic feet per (CFS.) PROCESS The hydraulic modeling process involved obtaining all readily available printed materials which would provide information critical to the revision of the model. All of these materials were reviewed and evaluated for the value of the information to the model revision. Additional surveying information on channel cross sections and bridge/road profiles were requested and obtained. New survey data points were plotted and channel invert elevations were estimated and interpolated where insufficient data was available. To gather additional and first hand information, the modeler made a site visit to the Bonita Road Bridge. During the site visit, the hydraulic conditions present under the bridge and immediately upstream and downstream were investigated. The locations of the newly surveyed channel sections were checked to provide correlations between reality and the survey data. A search was made for local hydraulic conditions which might otherwise be unobservable from the review of the readily available printed maps, reports, and survey data. Observations were made that would later assist in assessing the reasonableness of the HEC-2 model output. Some of these observations may be useful to the City of Tigard and the Unified Sewerage Agency in their efforts to control the impacts of high flows to water quality in Fanno Creek and the Tualatin River. Those 2 observations are noted below. • When all pertinent data were assembled and reviewed, the existing validated HEC-2 model was revised with the new survey data. The new survey channel cross section data and bridge profile data was coded into the existing model. Existing code for channel sections adjacent to new sections were revised to provide the appropriate relationship between each section required by the HEC-2 modeling software. The data required to run the special bridge routine was updated with the more detailed information provided by the survey. The following general changes were made to the base (existing) condition model code between the sections at RM 2.64 and RM 2.8. All model code upstream and.downstream of the RM 2.64 and RM 2.8 sections, including those sections, have remained the same. Model Code change summary: 1. RM 2.67 section was added based on new survey data. 2. RM 2.68 section was revised based on new survey data. 3. RM 2.69 section was revised based on new survey data. 4. RM 2.70 section was added based on new survey data. 5. RM 2.71 section was deleted based on new survey data. 6. RM 2.73 section was added based on new survey data. This model was run and debugged to provide a new effective model representing the revised existing condition. New surface water elevations representing baseline conditions were provide by the revised model. Data representing the conditions produced under the proposed widened bridge were coded into the revised existing condition model to assess the relative impacts of the proposed bridge changes. This model was run to compute the expected water surface elevations under the conditions of the widened bridge. RESULTS The section of Fanno Creek modeled for the purpose of this study included river mile (RN1) 2.01 through 3.34. Summary results from the model output for each station includes station (river mile) number, floodway width, section area, and mean velocity, and water surface elevation. Data for both existing bridge and proposed widened bridge conditions are presented side by side in the table below. The stations of greatest interest are stations at RM 2.69 and RM 2.70 which represent the location of the bridge and the channel section just upstream of the bridge, respectively. Any expected change in the floodplain elevation due to altered hydraulic conditions at the bridge would be most evident in these two sections. The water surface elevations for existing and proposed bridge conditions indicate no change in the 100 year floodplain due to proposed changes in the bridge. For each of the two bridge conditions, the floodway width, section area, and mean velocity of flow remain the same. This is due to the lack of proposed floodway changes 3 • • except for those made to the bridge structure. The model indicates the structural changes to be minor enough to produce no rise (or fall) in the floodplain elevation, thereby leaving the floodway characteristics unchanged. A sensitivity analysis was conducted on the pier coefficient, orifice loss coefficient, weir coefficient, and pier effective width for the 100 year flood. The most sensitive factor for this location, bridge, and flood is the width of the piers and the orifice loss conditions. These factors should not be of concern in the widening of the bridge as long as a similar type of pile is used for the widening, the piles are placed in line (flowline) with the existing pile, and no significant changes are made to the shape, size, or roughness of the floodway under the bridge. The model is insensitive to the weir coefficient because such a small percentage of flow over the bridge is to be expected at the 100 year flood. The model sensitivity to the weir coefficient was checked primarily to assess the impact of the different guardrail proposed for the widened bridge. It appears from the results of the model that the increased roughness caused by the proposed design would not cause an increase of the floodplain elevation for floods less than or equal to the 100 year flood. However, the proposed guardrail may cause an increase in the floodplain elevation for larger flood events such as the 500 year flood. The model indicates that the largest increase in the 100 year floodplain elevation in the near vicinity of the Bonita Road Bridge is the constricted and confined creek channel 100 feet downstream of the bridge. Its effect can be seen by noting the dramatic increase in velocity at RM 2.67, and an associated increase of 1.6 feet in the water surface elevation between this section and RM 2.68, which is on the downstream side of the bridge. The additional data from the surveying of section RM 2.67 is the reason the water surface elevations at the bridge are higher in this revised model than computed in the previous version of the model for Fanno Creek. A comparison of the base flood water surface elevations between the FIS model and the revised existing condition model shows an increase in the water surface elevation in the revised version. This does not necessarily mean that the base flood water surface elevation will be higher than established in the FIS. The purpose of this model revision was to establish the base flood elevation difference between the existing bridge conditions and the widened bridge conditions, and not to establish a new base flood elevation. However, the hydraulic effect of the narrow channel is very significant in this area. Use the same or similar type of pile. 2. Place new pile in line with the existing pile. 3. Maintain the low chord of the bridge at or above the 136 FT elevation. 4. Avoid reducing the size, altering the shape, or increasing the hydraulic roughness of the floodway underneath the bridge. 5. Raise all pipes and utilities carried by the bridge so that none hang down below the low chord of the bridge structure, currently proposed at elevation •136 FT. ADDITIONAL RECOMMENDATIONS The following recommendations pertain to the Fanno Creek stream channel just downstream of the bridge, and are not part of the recommendations specific to the bridge widening. 6. If the City wishes to reduce the floodplain elevation in the vicinity of the bridge, it should consider laying back the slopes of the channel represented by RM 2.67 section. This should be in conjunction with some stream bank stabilization and possibly some stream restoration. 7. The high velocities in the RM 2.67 section, combined with a flow directional shift, are contributing to the erosion of the west bank of the creek 100 feet downstream of the bridge.
