1998 edition; and the Tualatin Valley Fire & Rescue Ordinance 99 -01 (TVFR99 -01) 1999
edition. The submitted plans are approved subject to the following.
EROSION
• Erosion control measures shall be in place prior to excavation or grading.
FIRE
• The private fire service main shall be at least 30 inches below grade.
• The private fire service main shall be flushed thoroughly before connection to the
system riser in order to remove foreign materials that might have entered the main
during the course the installation. The flow rate shall not be less than the water
demand rate of the system.
• All piping shall be inspected prior to backfill.
ACCESSIBILITY
• Accessible walkways and routes shall not exceed a running slope of 1 unit vertical in
20 units horizontal (5% slope). Cross slopes shall not exceed 1 unit vertical in 50
units horizontal (2% slope).
• Accessible parking spaces and access aisles shall be located on a surface with a slope
not to exceed 1 unit vertical in 50 units horizontal (2% slope) in all directions.

DEFERRED SUBMITTALS
• The equipment cut sheets for valves controlling the fire service line have not been
submitted and are considered a deferred submittal. The equipment shall not be
installed prior to review and approval by the City of Tigard, Building Division.
American with Disabilities Act (ADA): It shall be the responsibility of the Architect,
Engineer, Designer, Contractor, Owner and Lessee to research the applicability of the ADA
requirements for the structure. The City of Tigard reviews the plans and inspects the structure
only for compliance with Chapter 11 of the OSSC which may not include all of the
requirements of the ADA.
Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall
be maintained on the jobsite. The plans shall be available to the Building Division inspectors
throughout all phases of construction. 106.4.2 OSSC
Premises Identification: Approved numbers or addresses shall be provided for all new
buildings in such a position as to be plainly visible and legible from the street or road
fronting the property.

revised plans have been reviewed and the following issues are in need of clarification:
• The revised drawings from SLX/HBH dated 19 JUN 03 sheet C3 are in conflict with the
HBH drawings dated 07 -09 -03 sheet C7. The private side of the Fire Fighting Supply lines
are not indicated as to size and material on the HBH drawings and are arranged differently
than the SLX drawings.
• The FDC has not been indicated within 70 feet of a hydrant that is on the same side of the fire
apparatus access roadway. This requirement was noted on the March 31, 2003 letter from the
Deputy Fire Marshal.
Clarify which drawings will be used for construction and make any necessary revisions. If you have

1. The accessible parking shown on sheet Cl does not provide an accessible route from the
access aisle to the proposed structure. 1103.1 OSSC -
2. Complete the enclosed "TVF &R FIRE FLOW and HYDRANT WORKSHEET ". The
allowable area permitted and the number of hydrants required will be based on the worksheet.
3. All portions of the building are required to be within 150 feet of Fire Apparatus Access Road.
The Northwest side of the structure exceeds the distance. The Chief may modify the distance
when the building is provided with an Automatic Sprinkler System. I will be in contact with
Eric McMullen @ 503- 612 -7010 to discuss the issue. Call Eric if you have any questions.
4. The specification book makes several references to NFPA 24 for installation of the
Underground Fire Service but give no design specifics. Provide details for thrust blocking,
supply pipe burial depth, valve equipment cut sheets, etc. that are necessary for the
installation of the fire service.

Dear Brad,
I have reviewed the submittal for the above named project and have the following comments:
1) FIRE APPARATUS ACCESS ROAD DISTANCE FROM BUILDING AND TURNAROUNDS: Access roads
shall be within 150 feet of all portions of the exterior wall of the first story of the building as measured by an
approved route around the exterior of the building. An approved turnaround is required if the remaining
distance to an approved intersecting roadway, as measured along the fire apparatus access road, is greater
than 150 feet. (UFC Sec. 902.2.1)
Access exceeds the 150 feet maximum standard on the Northwest side of the building. Due to the
fact the building will be provided with a full fire sprinkler system and complete fire alarm system, the
Fire District will accept the current access layout.
2) FIRE APPARATUS ACCESS ROAD EXCEPTION FOR AUTOMATIC SPRINKLER PROTECTION: When
buildings are completely protected with an approved automatic fire sprinkler system, the requirements for
fire apparatus access may be modified as approved by the Chief. (UFC Sec. 902.2.1 Exception 1)
3) FIRE APPARATUS ACCESS ROAD WIDTH AND VERTICAL CLEARANCE: Fire apparatus access roads
shall have an unobstructed width of not less than 20 feet (15 feet for one or two dwelling units and out
buildings), and an unobstructed vertical clearance of not less than 13 feet 6 inches. (UFC Sec. 902.2.2.1)
Where fire apparatus roadways are less than 28 feet wide, "NO PARKING" signs shall be installed on both
sides of the roadway and in turnarounds as needeq, Where fire apparatus roadways are more than 28 feet
wide but less than 32 feet wide, "NO PARKING" signs shall be installed on one side of the roadway and in
turnarounds as needed. Where fire apparatus roadways are 32 feet wide or more, parking is not restricted.
(UFC Sec. 902.2.4)
4) PAINTED CURBS: Where required, fire apparatus access roadway curbs shall be painted yellow and
marked "NO PARKING FIRE LANE" at each 25 feet. Lettering shall have a stroke of not less than one inch
wide by six inches high. Lettering shall be white on red or black on yellow background. (UFC Sec.
901.4.5.2)
The curbs throughout the parking lots shall be painted as fire lanes. Please contact the Fire
Marshal's Office for specific locations.
5) SURFACE AND LOAD CAPACITIES: Fire apparatus access roads shall be of an all- weather surface that is
easily distinguishable from the surrounding area and is capable of supporting not less than 12,500 pounds
point load (wheel load) and 50,000 pounds live load (gross vehicle weight). You may need to provide
documentation from a registered engineer that the design will be capable of supporting such loading.
Documentation from a registered engineer that the finished construction is in accordance with the approved
plans or the requirements of the Fire Code may be requested. (Design criteria on back) (UFC Sec. 902.2.2)
6) TURNING RADIUS: The inside turning radius and outside turning radius shall be not less than 25 feet and
45 feet respectively, measured from the same center point. (UFC Sec. 902.2.2.3)
7) COMMERCIAL BUILDINGS - REQUIRED FIRE FLOW: The required fire flow for the building shall not
exceed 3,000 gallons per minute (GPM) or the available GPM in the water delivery system at 20 psi,
whichever is less. A worksheet for calculating the required fire flow is available from the Fire Marshal's
Office. (UFC Sec. 903.3)
8) COMMERCIAL BUILDINGS - FIRE HYDRANTS: No portion of the exterior of a commercial building shall
be located more than 250 feet from a fire hydrant when measured in an approved manner around the
outside of the building and along an approved fire apparatus access roadway. Any hydrants that are left
over from the minimum number of hydrant calculations may be full filled by hydrants that are up to 500 feet
from any point of the building. The fire Prevention Ordinance has further requirements that need to be used
for acceptance and placement of fire hydrants. (UFC Sec. 903.4.2.1)
The number and distribution of fire hydrants is acceptable as submitted. The 250 feet maximum
distance is exceed on the Northwest side of the school. Due to the fact the building will be provided
with a full fire sprinkler system and complete fire alarm system, the Fire District will accept the
current hydrant layout.
9) FIRE HYDRANT DISTANCE FROM AN ACCESS ROAD: Fire hydrants shall be located not more than 15
feet from an approved fire apparatus access roadway. (UFC Sec. 903.4.2.4)
10) REFLECTIVE HYDRANT MARKERS: Fire hydrant locations shall be identified by the installation of
reflective markers. The markers shall be blue. They shall be located adjacent and to the side of the
centerline of the access road way that the fire hydrant is located on. In case that there is no center line,
then assume a centerline, and place the reflectors accordingly. (UFC Sec. 901.4.3)
11) FIRE HYDRANT /FIRE DEPARTMENT CONNECTION: A fire hydrant shall be located within 70 feet of a
fire department connection (FDC). Fire hydrants and FDC's shall be located on the same side of the fire
apparatus access roadway. (UFC Sec. 903.4.2.5) FDC locations shall be approved by the Chief. (1996
Oregon Structural Specialty Code, Sec. 904.1.1)
The location for the FDC on the submitted plans is not within 70 feet of a fire hydrant and is not
approved. If fire hydrants are plumbed from the fire line serving the building, the FDC shall be
connected inside the building on the sprinkler riser, above all control valves.
12) FIRE DEPARTMENT CONNECTIONS ON BUILDINGS: Fire department connections shall not be located
