The truss manufacturer is typically responsible for the truss connection to the exterior walls. Because the roof trusses are a deferred submittal, the connection details will be submitted when the manufacturer has completed their design. 2. There are four exterior doors- -all will have a closer, weather - stripping and'/" thresholds, and with the following hardware: a. The main entry/exit door at the west elevation will have a pull bar on the outside, a push plate on the inside, a keyed deadbolt, and a sign on the egress side stating: This Door to Remain Unlocked When Building is Occupied ". b. The employee entrance /exit at the north elevation will have a lever handle on the outside, a panic device on the inside ( "dogged" unlocked during business hours). c. The emergency exit only on the south elevation will have no hardware on the outside, and a panic device on the inside. d. The employee entrance /exit from the 2nd floor will have a lever handle on the outside, a panic device on the inside, ( "dogged" unlocked during business hours). 3 The exterior stairway will be provided with closed, sloping risers and the nosing will be fabricated in conformance with Section 1109.8.3. This detail will be included in the deferred submittal for this stair. The interior stair has an open side between the 2 " floor Waiting room and the upper flight of the stair. This will be a solid wall, 42" high. 4. A cut sheet for the two - piece masonry veneer anchor is attached. 5. The total occupant loads are as follows: 1' Floor 54; 2 Floor = 53. 6. The accessible portion of the customer service counters at the Lobby, Office - CI, Office -CO, and the sink countertops at the Lounge rooms on the 1 and 2nd floor will be a minimum 36" wide and 34" maximum above finished floor. 7. Dear John: This advises you that a Transportation Development Tax (TDT) fee of $8,962.39 has been assessed against the 744 square feet of space added to the National Safety Office Building under MMD2009- 00028. SDR2008 -00006 granted approval for construction of a combined general office and medical office building of 10,416 sq. ft. Your request for a Minor Modification of that decision changing the building size to 11,160 sq. ft. was approved 8/25/09 under MMD2009 00028. A Traffic Impact Fee (TIF) of $86,424 was assessed against the original 10,416 sq. ft. building and has since been paid by you. TDT replaced TIF effective 7/1/09 and applies to construction projects for which Land Use Approval was received on or after 7/1/09. The additional square footage for your building is therefore subject to TDT. I have attached a Notification Form outlining your options for paying that fee. The solution, as stated in the prior correspondence requires compliance with the Development Code, which means a complete application must be submitted to modify the prior land use approval. I discussed this matter again with Cheryl Caines, Associate Planner. Her letter dated December 23, 2008 states that the applicant must submit revised materials if the building size is to be increased. These materials include plans, narrative, and all supporting documents. You state that revised plans were submitted on December 26, 2008. The plans we have in the original submittal package show 10,416 square 1 feet. A letter was not provided, stating the building size was being increased or instructing the City replace the original plans with revised ones. The supporting documents also were not revised. These include: • the City of Tigard application form that reads — net square footage under 5,000 square feet per floor • Clean Water Services Sensitive Area Pre- screening form that reads 5,000 square foot per floor office building • Traffic Report based on 10,000 square feet Notices of land use application and decision, both referencing the 10,416 square foot building were mailed to Mr. Skourtes on January 15, and February 24, 2009 respectively. No comments or questions regarding the building size or its setbacks were raised at that time. We want to help you, but we cannot do so in circumstances which require staff to ignore the City's land use laws. In conclusion for this project to proceed, an application and approval of modification to prior approval is required. Our recommendation is to set up a pre - application conference, prepare the necessary application and supporting documentation and submit an application Otherwise, please let us know If you have any further evidence that all the required materials for a modification to prior approval was submitted. As shown on S1.1 and S2.1, we used an allowable load bearing value of the soil of 1500 psf. This is the presumptive load- bearing value allowed per the code (Table 1804.2 in the IBC). The Presumptive values can only be used when the footings are not placed on fill. The 2 story wood office building does not fall under the mandatory foundation and soils investigation requirements (Section 1802) due to its size and building type. There is a footnote, however, in Table 1804.2 that gives the building official authority to require a soils investigation if they feel the site has bearing capacity of less than 1500 psf.
