The plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2004
edition; and the Tualatin Valley Fire & Rescue Fire & Life Safety Requirements for Fire Department
Access and Water Supplies (Based on the 2004 Oregon Fire Code as amended by TVF&R). The
submitted plans are approved subject to the following.
EROSION
1. Erosion control measures shall be in place prior to excavation or grading.
RETAINING WALLS
2. Retaining Walls shall be installed per engineer design and manufactures specifications.
3. Special inspection is required for engineered grading, excavation and fill. The special
inspection agency shall furnish inspection reports to the Engineer of Record, the General
contractor, and the City of Tigard Building Division (atm. Hap Watkins). All discrepancies
shall be brought to the attention of the general contractor for correction. The special
inspector shall submit a final signed report stating whether the work requiring special
inspection was, to the best of the inspector's knowledge, is in conformance with the
approved plans and specifications and the applicable workmanship provisions of the code
1701.3 OSSC
4. The City of Tigard, Building Division, is requiring Structural Observations per section
1709 Oregon Structural Specialty Code (OSSC). The owner shall employ a registered design
professional to perform structural observations as defined in Section 1702, OSSC. The
structural observations shall take place during the placement of retaining walls.
Deficiencies shall be reported in writing to the owner and to the City of Tigard, Building
Division, attention Hap Watkins.

FIRE DEPARTMENT ACCESS
5. The driveway is considered a fire department access roadway. The driveway shall be capable
of supporting a 12,500 pound wheel point load and a gross vehicle weight of 50,000 pounds.
ACCESSIBILITY
6. Accessible walkways and routes shall not exceed a running slope of 1 unit vertical in 20 units
horizontal (5% slope). Cross slopes shall not exceed 1 unit vertical in 50 units horizontal (2%
slope).
7. Accessible parking spaces and access aisles shall be located on a surface with a slope not to
exceed 1 unit vertical in 50 units horizontal in all directions. 1104.4.3 OSSC
8. The accessible parking sign is required to be 84 inches to the bottom of the sign.
Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be
maintained on the jobsite. The plans shall be available to the Building Division inspectors
throughout all phases of construction. 106.4.2 OSSC
Premises Identification: Approved numbers or addresses shall be provided for all new buildings in
such a position as to be plainly visible and legible from the street or road fronting the property.
When submitting revised drawings or additional information, please attach a copy of the enclosed
City of Tigard, Letter of Transmittal. The letter of transmittal assists the City of Tigard in
tracking and processing the documents.

FYI; Note: Geogrid type retaining mat will not be permitted to cross the property line.
2. Drainage for retaining walls shall be shown on the plans including the connection to an
approved point of discharge. Indicate piping slope, size, material and backwater valves if
required by code. OSSC Chapter 18
FIRE REVIEW
3. Underground Fire Fighting Water Supply. Provide thrust blocking details including cut
sheets and installation instructions for any mechanical joint connections. Provide supply pipe
burial depth, piping sizes and materials, valve equipment cut sheets, vault details, equipment in
vaults, details for hydrants and Fire Department Connection (FDC) location that are necessary

for the installation of the fire service. All valves shall be listed for use in a fire service application.
NFPA 24 OFC 508
NFPA 24 section 4.1.3 for the items necessary for a plan review.
4.1.3 (13:8- 1.1.1) Working plans shall be drawn to an indicated scale on sheets of uniform size, with
a plan of each floor, and shall include the following items that pertain to the design of the system:
(1) [24:1- 4.2(a)] The size and location of all water supplies
(2) [13:8 - 1.1.1(27)] The size and location of standpipe risers, hose outlets, hand hose, monitor
nozzles,
and related equipment
(3) [13:8 - 1.1.1(28)] The following items that pertain to private fire service mains:
a. Size
b. Length
c. Location
d. Weight
e. Material
f. Point of connection to city main
g. Sizes, types, and locations of valves, valve indicators, regulators, meters, and valve pits
h. Depth at which the top of the pipe is laid below grade
(4) [13:8 - 1.1.1(43)] The following items that pertain to hydrants:
a. Size and location, including size and number of outlets and whether outlets are to be equipped
with independent gate valves.
b. Whether hose houses and equipment are to be provided, and by whom
c. Static and residual hydrants used in flow
(5) [13:8- 1.1.1(44)] Size, location, and piping arrangement of fire department connections
