Your opinion is valuable to us. After careful review of the situation and the code sections involved, we feel the best resolution to the problem is to post a sign warning emergency personnel of the potential danger of electrical power being energized inside the building by an emergency power source. My request for a main service disconnect for the generator was based on Art 230. Article 230.70 states: "Means shall be provided to disconnect all conductors in a building from the service- entrance conductors ". The definition of service conductors is: The conductors from the service point to the service disconnecting means. The debate whether or not the generator is a service point as defined by Art 230 is made clear by the wording in Art 100 defining a service. I admit these are not service entrance conductors by this definition. Alternately, the conductors entering the building from the generator can been termed feeders. These feeders also require a disconnect per Art 225.31. Its location is outlined in Art. 225.32. In ether case, the conductors entering the building require a disconnect. Admittedly, Art 702.11 allows for the disconnect to be mounted at the generator where it is readily accessible and located within sight of the building being served. I am aware of the history of this situation in Oregon, and how it leans toward the use of the generator switch to be used as the disconnect, and as such I'm not sure the argument can be resolved on this project in a manner suitable to both our needs. In an attempt to resolve this situation, and in lieu of your compliance with the requirement for a disconnect as required by Art. 225.31, and in lieu of the generator switch being readily accessible, and pursuant to Art. 90.4, and in the interest of Safety for Emergency Personnel, I will allow a permanent sign to be posted on the outside of the electrical room facing the generator. This sign must be 2 feet wide by 1 foot high. It must be made of a product suitable for the environment. It must be on Red background with White lettering a minimum of 1" high. It must read in high contrast lettering: WARNING EMERGENCY ELECTRICAL POWER MAY BE PRESENT IN THIS BUILDING. THE EMERGENCY ELECTRICAL DISCONNECT IS LOCATED AT THE OUTDOOR GENERATOR This decision is site specific and not to be used at any other location. By definition the feed that comes from the generator is not a "Service (no utility power), but a feeder from a separate building or structure, and 225.30 would therefore be applicable. The disconnect required by 702.11 is satisfied by the 400a breaker on the generator. There is an additional disconnecting means, using the ATS as it is capable of opening the ungrounded conductors of the circuit. 2. This would not apply to a feeder In addition to what you did write down, we discussed the definition of "Readily Accessible ". In reading the definition in article 100 it does not exclude the use of a lockable panel door. There is a key on site and persons available 24/7 to allow access to someone who needs it. The term "those who ready access is requisite" would suggest it is ok to not allow just anyone access. I do not feel that using a key to open a cabinet door, is equal to "climb over, or remove obstacles, or resort to portable ladders, and so forth" I would appreciate it if you would look at this again, and please respond.
