Portland, OR 97219 RE Electrical inspection of two structures at 9649 SW Frewing, Permit ELC2001 -00334 Dear Mr. Bond: Thank you for your cooperation in providing access to the common areas and one of the apartments in your two buildings during our inspection last Friday, January 11, 2002. In reviewing my inspection report, dated 1/10/02 in error, a copy of which I gave to you at the site, I have realized that the way the report is marked as "Part" for "Partial Pass" might give a reader of the report a misleadingly positive impression. The only part of the wiring at the facility that I meant to give a "Pass" to with that inspection were the three service disconnects that I inspected in the basement of the main house. I did not see the service disconnects for the second building and I was not provided access to five of the six apartments, specifically Nos. 2A, 2B, 3, 4, and 5. Accordingly those apartments "Fail" this inspection, as do the Basement apartment (No.1) and the utility room in the main house and the hallway, shop, and garage areas in the second building for the corrections noted on the report. The purpose of this permit and of the work Dickinson Electric has undertaken for you at the City's direction is "to correct life /safety issues," as declared on the face of the permit. The City of Tigard's particular concern is that electrical work was on these premises without permits, without inspections, and by unlicensed personnel, including yourself. We are counting on Mr. Dickinson to review all of the wiring throughout the complex that is reasonably accessible, to test or inspect as he deems appropriate each fixture, appliance, and junction or panel box, and to correct to code any violations found. Work that he deems to be "old work," e.g., work that has not been altered within the last ten years, may be left as -is so long as it appears to have met code requirements when it was originally done and so long as, in his opinion, it poses no significant risk to fire and life safety. Accordingly, the scope of work includes all six apartments individually, as well as all common and service areas. To make the status of the job clearer and to highlight the required corrections so that you and your contractor may proceed with them I have drawn up a revised report on this inspection. This new report, dated 1/17/02, supercedes and replaces the earlier report dated 1/10/02 which is herewith rescinded. As you have discussed with Albert Shields, the City's Housing Inspector, our performing this inspection, identifying code violations, and requiring various repairs does not in any way constitute an approval or endorsement by the City of Tigard of the use of any one or any combination of the existing apartments as individual dwelling units nor does it approve or authorize the current configuration of the property with four units in the main building and two in the second. Specifically, the question of how many dwelling units the property may contain must be determined by the City of Tigard Planning Department through the conversations and negotiations you are currently engaged in with them.
