City of Tigard, Washington County, OR MAP T1 S R1 E Section 36AD TAX LOT 6000 Purpose The purpose of this analysis is to: D Describe existing and proposed site conditions. D Provide data and analysis for the storm water impacts due to the proposed Carl's Jr restaurant development located at 11433 SW Pacific Hwy in Tigard, Oregon. D Provide water quality and 25 year design storm calculations for the project and surrounding contributing basin areas. D Demonstrate that the proposed Carts Jr development does not significantly impact adjacent properties. Introduction /Project Overview This storm drainage report is for a proposed restaurant development to be known as Carts Jr. The project is located at 11433 SW Pacific Hwy in Tigard, Oregon. The proposed site area is approximately 30,500 SF in total size before development and approximately 26,200 SF in total size after development due to required ODOT frontage dedication. Existing Conditions Currently, the proposed site is the location of a functioning Kentucky Fried Chicken restaurant. The Kentucky Fried Chicken or "KFC" is to be demolished as part of the new site development. The existing parking lot will remain essentially unchanged during re- development for the Carts Jr building with the exception of a new underground storm system and catch basins. There are currently no catch basins located on -site. Stormwater from the existing Kentucky Fried Chicken site currently flows over the existing AC pavement, eventually making its way overland to the southwest corner of the site and out to the SW Pacific Hwy ROW. In addition to on -site stormwater flows, approximately 10,000 SF of paved area from the existing Busters BBQ location to the east also contributes overland sheet flow to the Kentucky Fried Chicken site. This water also makes its way out to the SW Pacific Hwy ROW by making its way to the southwest corner of the existing Kentucky Fried Chicken site. 2 Proposed Conditions _ As stated above, the existing "KFC" will be torn down and a new Carts Jr restaurant constructed in its place. A new underground storm system will be constructed in the "KFC" parking lot to accommodate overland sheet flows from the proposed site as well as approximately 10,000 SF of surface area from the adjacent Busters BBQ site to the east. With the exception of the new storm system to be constructed in the parking area, the existing parking lot will remain largely unchanged. As part or the proposed redevelopment, approximately 900 SF of additional landscape area will be added to the site. In conversations with The Oregon Department of Transportation (ODOT), who controls the SW Pacific Hwy ROW, detention will not be required on -site since the amount of water contributing to the ODOT ROW after site development will remain essentially unchanged, and if anything, slightly reduced due to the increase in landscape area. Stormwater calculations for the pre and post developed 25 Year design storm event have been provided to further demonstrate that the flows off -site to the ODOT ROW are essentially unchanged. Water Quality on -site will provided through the use of a mechanical stormfilter treatment vault provided by Contech. This vault type is approved by both ODOT and The City of Tigard for stormwater treatment. As part of the proposed development, 24' of ROW will be dedicated to ODOT thus reducing the on -site surface area by approximately 4,000 SF. Hydraulic Basin Analysis . Storm flows were calculated for both pre and post developed basins. Basin maps and summary basin calculations are included with this report as Appendix "C ". The basin design criteria are as follows; Design Criteria (per Clean Water Services design requirements): • Open channel flow • 2 -year, 24 -hour event = 2.50 inches • 10 -year, 24 -hour event = 3.45 inches • 25 -year, 24 -hour event = 3.90 inches • Conveyance system design storm = 25 -year event • Santa Barbara Urban Hydrograph methodology — SCS Type 1A 3 ts Water=Quality Design': WATER QUALITY DESIGN: The impervious area was calculated as follows: Total Impervious = 0.60Ac./26,242 sf (includes total on -site area only) — See Appendix "C" for basin maps. The Water Quality Calculations are as follows: Water Quality Treatment Volume = (0.36 ")(26,242 sf)(1ft/12 ") = 787 cu. ft. Design Discharge = (787 cu.ft.) /(4 hrs.)(3600 sec /hour) = 0.055 cfs Stormfilter cartridge design: Each stormfilter cartridge is capable of treating 0.033 cfs Design Treatment Flow = 0.055 cfs Required Stormfilter catchbasins 0.055cfs/0.033 = 2 stormfilter cartridges required. Site Stormwater Runoff into SW Pacific Hwy (Pre and Post Dev. 25 -Year- Storm) One issue that was discussed with ODOT was the issue of storm water detention, and whether it would be required for the Cads Jr redevelopment. ODOT informed Kittredge Engineers that detention would not be required provided additional stormwater runoff was not being contributed the ODOT ROW - SW Pacific Highway after redevelopment. Below are the hydraulic basin calculations for the pre and post developed site conditions for the 25 Year Design storm event. ODOT has also informed Kittredge Engineers that hydraulic conveyance calculations would not be required for the ODOT ROW provided additional storm flows were not added after site redevelopment. The 25 year storm calculations were performed using the King County Hydrology method for a SBUH Type 1A storm event. The design rainfall intensity used was 3.90 " /24 hrs and was based on Clean Water Services design criteria. It is known that ODOT in many cases prefers the rational method to the SBUH method, however, this is typically due mainly for conveyance purposes. Provided there is no increase in stormwater runoff after redevelopment, conveyance will not be an issue. Therefore, the only point of the 25 Year basin calculations is to demonstrate that there has not been an increase in stormwater runoff from the site after redevelopment. This will demonstrate that neither detention nor conveyance calculations are required by ODOT due to the site redevelopment. Based of this criteria, the SBUH method of stormwater design calculation should be suitable to both the City of Tigard and ODOTs needs in this instance. 4 25 YEAR Basin Summary (Detention not required): Pre - developed On -site Site Runoff Post - developed On -Site Runoff (before dedication) Pre Developed Impervious Post Developed Impervious 0.59 Acres (on -site only) 0.57 Acres (on -site only) Pre Developed pervious Post - Developed pervious 0.105 Acres 0.125 Acres Total Pre - developed runoff = 0.59 CFS Total Post - developed runoff = 0.58 CFS Pre Dev 0.59 CFS > Post Dev 0.58 CPS (See Appendix "C" for calcs) Conveyance Systenm Design and Analysis - : I Based on the 25 Year hydraulic stormwater calculations shown on the bottom of the previous page, off -site conveyance calculations will not be required by ODOT for stormwater runoff from the proposed Carls Jr site since post - developed stormwater runoff has been slightly reduced from pre - developed conditions. As for on -site conveyance design, please see Appendix "D" for on -site conveyance map and calculations. Please note that on -site conveyance was sized to include the Busters contributing off -site area. Conclusions = I • Water Quality will be provided as necessary to meet Clean Water Services requirements. • On -site conveyance calculations have been completed and pipe sized accordingly. Please see the section below for on -site conveyance methodology. • There is no increase in off -site stormwater runoff after site redevelopment therefore detention and downstream conveyance calculations will not required by ODOT. • There are no adverse storm water impacts to either the downstream storm system or adjacent properties. Hydrologic Methodology Appendix B is the Soils Survey Information for the Cads Jr restaurant site, which includes the Hydrologic Soils Classification for the site as found in The USDA Soil Conservation Services "Soil Survey of Washington County". The soil on -site is classified as (Cascade Silt Loam - Hydrologic Group C). Appendix B is the SCS Runoff Curve Numbers as found in the Soil Conservation Services Manual "Urban Hydrology for Small Watersheds" (TR -55 Method). An SCS Curve Number of 79 was assumed for pre and post developed on -site pervious surfaces based on the assumption of lawns in fair condition. An SCS Curve Number of 98 was assumed for all impervious surfaces. 5 Appendix C The Santa Barbara Urban Hydrograph SCS -Type 1A Method was used to compute the tributary basins peak flows for the 25 -Year, 24 -Hour, design storm event. Precipitation for the storm events was taken from the Clean Water Services Stormwater Design Manual. Stormwater flows were calculated using HydroCAD computer modeling software. Appendix D includes a summary of the hydraulic conveyance for the developed site following the 25 -Year, 24 -Hour, Design Storm as per Clean Water Services storm water standards. Conveyance calculations were performed using the Puget Sound/ Santa Barbara Urban Hydrograph hydrology method. The hydraulics follow the Chezy - Manning pipe flow formula.
