The purpose of my visit was to identify the existing building construction and overall structural condition as required to outline the need for a seismic upgrade associated with the planned tenant improvement project. As discussed, the planned tenant improvement consists of a new church facility. Per your review of the existing building's design occupancy, this proposed occupancy represents a change in occupancy to a higher occupancy group, thereby potentially requiring a seismic upgrade. However, per our discussions, the area of effected change is very close to being within the code prescribed limits that would make a seismic upgrade exempt. Additionally, this issue if further complicated by the fact that the new tenant would occupy one building as well as a significant portion of an adjacent building where another tenant currently resides. A required seismic upgrade would adversely affect the existing tenant currently occupying the adjacent space within the building being discussed. Per your email received on Thursday, September 14, 2006, the following are proposed square footages of the existing buildings and tenants: Total Building: 26,310 sf plus 3,410 sf mezzanine = 29,720 sf Portland Vineyard Church Space: 13,810 sf plus 3,400 sf mezzanine = 17,220 sf Adjacent Tenant Space: 12,500 sf The area affected by the change of use is approximately 15% of the existing building and as discussed, is only slightly over the 10% threshold that would require a seismic upgrade. Portland Vineyard Church Tenant Improvement September 18, 2006 Page 2 of 3 A seismic upgrade on this building is further complicated by the fact that no existing construction documents for when the original building was constructed are known to exist. VLMK Consulting Engineers has checked at length with both the City of Tigard and Washington County, with neither jurisdiction being able to find any existing construction documents (other than limited tenant improvement information). Furthermore, it is my understanding that you have attempted unsuccessfully to obtain existing drawings from the building owner as well. Existing tenant improvement drawings reviewed are Sentrol Corporation fire sprinkler drawings dated 1983 as well as limited Sprint Spectrum architectural tenant improvement drawings dated 1998. The 1983 tenant improvement drawings dated 1983 show limited architectural and structural information that appear to be consistent with the existing conditions outlined later in this document. The architectural tenant improvement drawings dated 1996 consist of only a building floor plan and a project site plan. Existing Construction and Condition The existing development consists of a one -story rectangular tilt -up concrete building and an adjacent one -story wood framed brick veneer building. The building is thought to have been constructed in 1983, the date of the Sentrol Corporation drawings outlined above. The roof of the existing tilt -up concrete building is framed with glulam beams and purlins supporting wood decking. The one -story wood framed building was reviewed more extensively. Plywood sheathing in the low roof areas was confirmed to exist over 2 x 12 roof joists at 16" on center by removing existing suspended ceiling tiles. Plywood wall sheathing was confirmed by the removal of existing interior wall finishes. The floor framing over the existing crawl space was confirmed to be post and beam construction supporting 2x tongue and groove decking. Existing Seismic Condition The existing one -story wood framed building is expected to perform very well in a seismic event due to its low roof heights, flexible, and redundant wood framed construction. All exterior walls on each existing exterior building elevation contain long segments of exterior walls, with limited window and door openings. As discussed, we agree with you, and it is our professional opinion that due to the buildings' age, construction type, condition, and since the percentage of the area affected by the change in use is not significantly greater than that which would mandate a seismic upgrade being required, that a seismic upgrade is not critically necessary for this building. • , Portland Vineyard Church Tenant Improvement September 18, 2006 Page 3 of 3 Furthermore, as discussed, should a seismic upgrade be required for this building, due to the lack of existing drawings being available it is expected that significant demolition will be required to verify existing conditions. It is my understanding that these demolition and reconstruction costs, in addition to the proposed tenant improvement costs, are very likely prove to be too costly for the proposed tenant in which case, the project would not be feasible and the existing building may be subject to continued vacancy. Limitations The previously noted existing conditions are based on observations conducted during our brief walk through of the above - mentioned building site. This report has been prepared solely for use by parties directly involved and shall not be used by any other parties without expressed written consent of VLMK Consulting Engineers. The contents of this report are based on a limited scope of work as discussed above and as requested. Observations were limited to exposed components of the building only and did not include any intrusive investigation. No structural calculations with regards to vertical or lateral loads have been performed for the generation of this report. I agree with the engineer's comment about the 1 story wood framed structure. I see no need for any seismic upgrades if all existing structural walls remain as they are. If modifications are made to structural walls, a seismic upgrade will be required.
