Dear Rick,
Alpha Community Development was originally the Engineer of Record for the Canterbury
Woods project. That company is no longer in business. The developer of the project,
Polygon Northwest Company, has engaged me to finalize the closeout.
This Letter of Substantial Completion to the City of Tigard certifies that the above
development, as determined by an on -site inspection performed by me on November 12,
2008 is completed to the specifications of the approved project plans and is hereby
declared to be in substantial compliance with the Final Project Plans.
