I concluded we are not in compliance. ( As of May 1, 1993 the lowest floor elevation of one and two family ;'i..;, structures (except manufactured homes) is required to be elevated qI one foot above base flood elevation (the elevation of a 100-year •flood) . The intent of this requirement is to provide greater flood ? ' - protection. An added benefit is that it will also help reduce the 1 , cost of flood insurance for Oregon communities. 'L/t e In order to bring the Code into compliance we need to amend Code• Section 18.84.026,1 (General Provisions - Residential Construction) '' .Y , :;• which currently requires the lowest floor elevation to •be at or . ',• > above the base flood elevation rather than one foot ebove it. Other parts of this section also need to be examined. , I also want to draw your attention to Code Section 18.84.010.G. In this paragraph, the Code cautions against elevating less than two 'i' feet above grade in sensitive land areas where specific elevation ..:e" data is not available because of the possibility of higher insurance rates. Some consideration needs to be given as to whether this statement is or is not congruent with - the new •I,' requirement. ;t ®. ed e ., 0 i• • .• •.•;tip. . au 1 ,' 4'. ..,{` ...•t. .. STAFF RECOMMENDATION Staff recommends Development Code Section 18.84.026(I) be amended to require . the lowest floor elevation of one and two family dwellings constructed on ' property below the base (100-year) flood elevation to be at least one foot above base flood elevation. • e INFORMATION SUMMARY Effective May 1, 1993 the CABO One and Two Family Building Code was amended to require the lowest floor elevation of one and two family dwellings to be ' , , ' ; elevated one foot above base flood elevation. The Department of Land Conservation and Development (DLCD) has advised Oregon cities and counties to .> `; review their floodplain ordinances for compliance and to change them where a '• necessary. Code Section 18.84.026(1) currently requires the lowest floor elevation of :;-,, ; one and two family dwellings to be at or above base flood elevation. The ' -4-; proposed change would bring the Development Code into compliance with CABO :;: '4 Building Code requirements, , _rc .., g quirements, provide greater flood protection, help reduce the P. cost of flood insurance premiums for individual homes, and contribute to lower insurance rates for all Oregon communities. The revised ordinance excludes manufactured homes. FEMA regulates manufactured homes in or adjacent to the floodplain in a different manner. Y• Ix Specifically, manufactured homes located outside of an existing mobile home • - park must be a minimum of three feet above grade. Existing mobile home parks and the manufactured homes within in them must meet FEMA requirements in the event they are destroyed by flooding. New mobile home parks must meet FEMA -.1 standards. Goodwin Planning s: -•'. City of Tigard 13125 S.W. Hall Blvd. ' Tigard, OR 97223 Dear Ms. Goodwin: =`, I have reviewed the proposed amendment to the zoning ordinance concerning floodplain floor elevation location. Requiring the lowest floor elevation of one and two family dwellings to be A=, at least one foot above base flood elevation is a positive change, and brings Tigard into compliance with the State Building Code. :- -. However, any development within the 100-year floodplain has a certain amount of risk. The ;:;' '°` Metropolitan Greenspaces 1992 Master Plan (a copy of which is on file in the Tigard Planning -'``' Department) envisions that floodplains will be preserved, as they compose a logical, natural r system of greenways that provide linkages and connections between regionally signflcant natural -_ -4.-. areas and wildlife habitats. Such greenways also provide travel corridors for wildlife. =- ;i ,~ Thank you for the opportunity to comment. If you have and questions, I can be reached directly ; a. , at 797-1834.
