In 1983, Walker Parking Consultants performed an extensive study of parking dimensions. It was found helpful to select a theoretical vehicle size and then determine stall and module• dimensions to accommodate the needs of this "design vehicle." To maintain the recommended • level of comfort for users, the design vehicle is selected as the 85th percentile vehicle among - •` : the vehicles present. Essentially, it was determined that the combination of stall/aisle that is r`° °,' ova .1,...'' ~,-.,;N. required for a design vehicle to park in a vacant stall between two design vehicles with all stalls •=s ;. g p "g ',"" on the other side of the aisle also occupied by design vehicles. It is highly unlikely that three , of the very largest vehicles will be parked side by side with three 100th percentile vehicles ,,, across the aisle Use of the 85th percentile is still conservative with respect to the average " -' condition(which would be the 50th percentile)while realistically representing the probable worst ,.4. :°r condition scenario of parked vehicles. This approach parallels the standard design principle for .K` {` traffic engineering in which a roadway is designed for the 85th percentile peak volume. ' ,r„ •;I specific goal when Walker first developed this approach was to be able to customize the ,,: "`'. n .1/4:„ design for the expected i'mix” of vehicles at a particular project. While the current overall mix «:°' . .-' . of vehicles on the road nationally is about 45 percent small to 55 percent large, the mix on the `; t... west coast is generally accepted to be between 50 to 60 percent small and 40 to 50 percent large. :5 f..` For this project in suburban Portland, we recommend a design conservatively based on a mix «`' ' "' of 40 percent small cars to 60 percent large cars. The design vehicle for this mix is 6'-3" wide •'' ' ,' by 17'-0" long; about the size of the 1991 Buick Park Avenue, `M1; ,:. : , 1'1.91`4`iKj ,.•AI ONE SIZE FITS ALL ('No Designated Compact Spaces) `; .;,1 i:y Some in the industry have chosen to accommodate the downsizing trend by using "small car" :r'.' ..•• 4. 11 _ I ` ':. 1. • g g 4 r " "compact y" However, the "clustering group of a large ,• r. or com act on stalls. nn effect" means that : i "intermediate'` cars can "squeeze" into a small car only" infringes on th stall. SUMMARY In summary, the proposed design standards contained in this variance request for Washington 1 r Y •t`. .j• Square reflect the continuation of existing modules and geometries which have provided an , : excellent level of service for the retail customers and employees at this mall. The proposed ' -- standards which provide a Level-of-Service (LOS) of A- (on a scale of A thru F) have been conservatively based on a 40 percent compact car to 60 percent full-sized vehicle mix while only o about 50 percent of todays automobiles are classed as full sized vehicles. In addition, ,,0 Washington Square provides in excess of 85 percent of the total stall count, or approximately ::1. 5780 parking stalls as standard size parking stalls. And the Parking Consultants .Council of the 'A ; ' ' National Parking Association have recommended these geometries as guidelines for use by ' municipalities in drafting parking zoning ordinances. ;.=-u.
