SPECIFICATIONS
1.0 SCOPE OF WORK
1.1 HAWC is requesting bids to repair the two (2) properties that have been
damaged by fire. The intent of this these specifications are to establish basic
materials and procedures to be used on the restoration of the damaged
properties. The Contractor shall provide all labor, materials, equipment,
permits, supervision, tools, and all other items necessary for, and incidental
to the execution of all work.
1.2 The contractor shall also clearly post all areas of work and show due diligence
to prevent any incident of injury to all pedestrians. This requirement will apply
continuously and not to be limited to normal working hours.
2.0 COMPLETION TIME
2.1 The time allowed for completion of work is 90 days after the Notice to
Proceed is issued to the contractor. The hours that work may be conducted
will be confined to 8:00 am to 7:00pm, Monday through Sunday
3.0 ITEMS FURNISHED BY HAWC
3.1 The HAWC will furnish the Contractor with all Specifications, Addenda
Modifications or any "As Built" plans necessary to the completion of the
project at no additional cost.
4.0 TEMPORARY UTILITIES
4.1 Water and electricity is available without cost to the Contractor. If electricity
is not in an accessible area, Contractor is responsible for providing
electricity for completion of work. Permission from the residents will be
required prior to the use of any utilities on an occupied unit.
5.0 QUALITY ASSURANCE
5.1 Contractor shall provide at least one worker who shall be present at all times
during the execution of the work and who shall be thoroughly familiar with
the type of materials being used and the requirements of the work.
6.0 GUARANTEE
6.1 Repair any failures due to inferior workmanship and /or materials without
additional expense to the HAWC.
6.2 Repair any avoidable damage to existing materials, surfaces and equipment
caused during execution of the work, without additional expense to the
HAWC.
7.0 STORAGE OF MATERIALS
7.1 The contractor may, at its own discretion, confine the storage of materials
used in the work within the boundaries of the project during the work period.
However, the contractor will at all time be responsible for the materials
stored on the job site. The HAWC assumes no liability for materials stored
or left by the contractor at the job site.
7.2 Store in designated storage space. Keep storage space neat, clean and
accessible.
8.0 STANDARDS
8.1 References to codes, specifications and standards referred to in Contract
Documents shall mean, and are intended to be, latest edition, amendment or
revision of such reference standard in effect as of date of these Contract
Documents.
9.0 ASBESTOS AND LEAD
9.1 Manage and dispose in compliance with local, state, and federal regulations.
Allow only persons familiar, trained/certified in handling hazardous material
to come in contact with such materials.
9.2 Perform cutting and removal in manner to prevent releasing asbestos or lead
into environment or being left in work area.
10.0 DEMOLITION
10.1 Perform demolition work in accordance with applicable rules, regulations,
codes and ordinances of local, state and federal authorities and in accordance
with requirements of public utility corporations having jurisdiction over
work. Obtain and pay for necessary permits, licenses and certificates and
give notices as required during performances of demolitions work.
10.2 Before starting work relating to existing utilities that will temporarily
discontinue or disrupt service to existing building, notify the Manager,
HAWC or it's approved representative 72 hours in advance before
proceeding with this phase of work.
10.3 Where alterations occur, or where new and old work joins; cut, remove,
patch, repair or refinish adjacent surfaces to match existing surrounding
• areas.
10.4 Remove all hard and soft materials damaged by the fire and which smoke
may have permeated including, but not limited to, gypsum wall board, wood
trim, insulation, cabinets, hardware, flooring, windows, lighting and
appliances.
10.5 Contractor shall make a reasonable attempt to have any recyclable materials
removed for the worksite and recycled.
11.0 SMOKE SEALING
11.1 All structural framing material damaged by the fire will be replaced with
replaced with new material.
11.2 All structural framing material not damaged by the fire but was exposed to
any smoke, will by sealed with shellac based Zinsser, BIN primer sealer to
ensure smoke encapsulation.
12.0 ROUGH CARPENTRY
12.1 All dimensional lumber shall be graded No. 2 and better and shall have a
moisture content no higher than 19 percent
12.2 Plywood:
Roof Sheathing: Minimum '/z inch thick APA rated sheathing,
exposure 1, C -D, with exterior glue
Floor Decking: Minimum 3 /4 inch thick, APA rated T & G sheathing,
exposure 1, C -D with exterior glue.
Underlayment: Match existing thickness and material where
applicable.
Oriented Strand Board: APA rated sheathing, exposure 1.
12.3 Anchors and fasteners:
Bolts and Nuts: ASTM A307, Grade A
Lag screws: Type and grade best suited for purpose. Hot dipped
galvanized for exterior.
Nails: Type and size best suited for purpose. Hot dipped galvanized for
exterior.
Wood Screws: Style best suited for purpose. Stainless steel for exterior
use.

26.0 ELECTRICAL AND PLUMBING
26.1 Contractor to obtain all necessary permits and inspections and perform any
work necessary to ensure that all electrical, HVAC, plumbing and
mechanical systems are in good working order.
27.0 INSPECTION
27.1 All work and materials shall be subject to a final inspection by an authorized
representative of the HAWC. Any omission or failure on the part of the
contract administrator to disapprove or reject inferior or defective work or
materials shall not be construed to be an acceptance of any such work or
material. If any defective work or material is found during inspection, the
contractor will remove or repair, at their own expense, such defective work
or material rejected and shall rebuild and/or replace same without extra
charge

14.0 ROOFING
14.1 Prior to commencing work, contractor will make all reasonable attempts to
match existing roofing. A sample must be provided and approved by HAWC
or its approved representative before installation may begin.
15.0 VINYL SIDING
15.1 Prior to commencing work, contractor will make all reasonable attempts to
match existing siding. A sample must be provided and approved by HAWC or
its approved representative before installation may begin.
16.0 WINDOWS
