III. Staff Findings: The required parking is as follows: 1 parking space per 1000 sq. ft. (gross floor area) 9,840 sq. ft. (gross floor area of proposed warehouse) 9 • ,840 sq. ft. /(1000 s ft. /l q• parking space) = 9.84 (10 required parking spaces) F The applicant is proposing to build a 9,840 square foot prefabricated r': metal warehouse on a wedge shaped (.85 gg awkward access /egress drive centrally located sbetweenhthe1Southernn Pacific tracks to the east and the Chicago - Burlington Northern tracks . to the west. The railroad tracks are approximately 90 feet apart i1, at the proposed site's entrance. i. The plans indicate a narrow access drive (12' -13') to the proposed warehouse. The Tigard Municipal Code (18.64.030) establishes the minimum requirements for access /egress for a commercial site at 30 feet with a hard surface pavement over 80% of the required %. access width. This equates to a paved 24 foot access drive with 3 t! foot shoulders. lot is 27 feet wide p and l cannot 6h sically�accommodateethearequired 3 foot shoulders. This deficiency should not create a problem as long as the remaining access drive meets the specified code P requirements. When the required access width is incorporated into the plans, y parking spaces 7 & 8 will be directly affected and need to be repositioned. By placing parking spaces 7 8 9 & 10 to the western perpendicular t property line additional maneuvering areas for the trucks utilizing the down ramp can be gained. This new parking sb, placement also creates a triangular landscape area directly to the north of the new location which will reduce the blanket effect of the asphalt on the site. f The plans indicate a second loading docket in the southeast portion pg of the proposed warehouse. The feasibility of trucks backing up (approximately 100 feet) into this docket by maneuvering around a parked car (space 3) is highly g Y questionably. t Therefore, to lessen the congestion parking space 3 is to be ' eliminated. a g The applicant is proposing a limited landscape plan which must be r, modified to incorporate the required access drive. As I understand it, the work was done by National under their contract with the Unified Sewerage Agency beca;:se U.S.A. included in your easement the agree- ment that they would have the connection to the interceptor made crd the ser- vice pipe brought up to within ten feet of the surface of the ground as it existed at that tirne. This was a more difficult connection to make than the ordinary one because the interceptor had to be in a steel casing passing under the railroad tracks and was at a considerable depth. The contractor had to cut a hole in the casing and one in the interceptor sewer, install the sewer service pipe, place concrete around it, extend it up to within ten feet of the ground and plug the end. This was the extent of National Construction Company work under their contract with U.S.A. and was inspected by Mark Braun, inspector for STRAAA Engineers, Inc., under our agreement with U.S.A. to it spect the work done under the U.S.A. contract with National Construction Co!, pany. The excavation at the end of the pipe installed by National was left open for your convenience and you were advised by Mark Braun of the need for safeguard- ing it because of the proximity to the travelled way. Bonita Road, Tigard. Plan Cheek Report on the National Safety Building: Site and Plans dated October 27, 1978. On October 19, plans given to City employed structural engineer, Otto Van Walstijn; his report received on October 25th, which stated certain deficiencies in the plans. On October 31, Vic Thomas and Joe Wilson came into the office. They informed me they were representing John Skourtes for the National Safety project on Bonita Road. I gave them each a copy of the Plan Check report and went over the plan deficiencies. Vic Thomas has since supplied certain structural corrections which is now in the hands of the City's Structural Engineer Plan Checker. The Structural Engineer, Vic Thomas, has now shown his footing design to be based on 2,000 lbs. per sq. ft., for which the City will still require a soils test to verify the stability and value of the fill area where the building is to be placed, as to whether the existing soils will support the 2,000 lbs. per sq. ft. Item #2 of the Plan Check has not beem complied with. The City has not received any new drawings showing Item #2 request or the second half of Item #3. Item #3 has not been complied with regardless of what Skourtes' letter of Nov. 4th says. Item #4 has not been complied with. Skourtes has made an illegal connection to the Southwood Park Intercoupler sewer without a permit. Now, in addition to all of the above, Skourtes has been served with three (3) citations, and is scheduled t. appear in Municipal Court Tuesday, November 7, 1978, at 7;00 P.M. tti 4. 4 t'S .4, Page 2 - To the Elected Officials One is for grading and filling without a permit; one for starting construction without a permit, and one for connecting to the sewer main lateral as provided by U.S.A. without a permit. In addition, a Stop Work Order was legally posted at the job site - 7380 S.W. Bonita Rd., on October 24, 1978. Skourtes removed the Stop Work Order, as witnessed by Mt.
