Keyways appear to have been excavated in the bench closest to the road as part of the wall design. The keyways appear to be about 2 feet deep, more or less. The Wall Designer is anticipated to show up soon to provide final design comments. The subgrade cpnsists of Linn, native clayey silt subgrade grading to a very firm, very weathered, blocky basalt rock. The subgrade appears suitable for the satisfactory support of footings designed for an allowable bearing pressure of 2,500 psf provided all applicable Code Provisions are met for minimum footing width, minimum footing width and all Codes setbacks and slopes both inside and outside the proposed residence. Since the uppermost basement walls include a keyway, I also assume that the bench is wide enough to support the uppermost basement wall without surcharging the lower basement wall which will be constructed upon the more flat ground at the bottom of the excavation. The distance between the two walls appear to be 15 feet, more or less, according to Don Burke, so there appears enough separation to obtain passive resistance in the uppermost wall without creating additional surcharge on the lowermost wall.
