A request by the City of Tigard to amend the zoning ordinance,
Title 18 of the Tigard Municipal Code, to include a highway
commercial zone as proposed by the N.P.O. Plan #1. This zone

is intended for land which the Plan views as most appropriately
situated for commercial development serving primarily highway
traffic.

A. Presentation by Staff

1. Bolen presented the proposed draft of the Highway-
Commercial zone to the Planning Commission, recapping

the discussion from the previous meeting and once again,
explained the reasons provided in the N.P.O. #1 Plan
for developing such a zone.
B. Commission Discussion
W:f 1. Ball stated his concern that an ordinance was being

added to the zoning code based upon one neighborhood
plan and asked if it were wise to allow one neighborhood
dealing with one portion of the highway to, in essence,
dictate the City's policy for dealing with all highway
development development. He said that it was his feel-
ing

Pacific Highway - a major purpose this zone is intended
to provide and should therefore be statea in its preamble. ,

3. The Planning Commission agreed that the area along Pacific
Highway is of city-wide concern and cannot be properly
dealt with in the separate N.P.O. Plans which divide its

and intended to provide essential servicing to the traveling public
