1. The applicant is esting the application of Section
18 . 20 (Single Family Residential) of the City of Tigard
Municipal Code to a 1.43 acre parcel, annexed into the
City of Tigard on August 25, 1976 .
2 , The site is designated "Urban Low Density Residential" on

II . STAFF OBSERVATIONS :
•
1. The site is occupied by two single family homes--one loca-
ted
ted in the northwest corner of Tax Lot 600 and the other 4,
in the south portion of Tax Lot 614. Surrounding land
uses to the east and south, are single family homes; a
church parsonage is located to the north; and to the west
and across S .W. 121st is an old farm house.
2 , Water survice is available to the site from a eight inch
line in S .W. 121st . Presently , both units on the property
are on septid 'tank Systeffis At such time as this parcel
is developed, a sewer line would have to be extended from
either an existing eight inch line in S .W. Manzanita Court
to the south of the property or from an eight inch line in
. 119th Avenue to the east ,
3 . S .W. 121st is designated on the Tigard Community Plan , 1971
as a collector street. Right-of-way for a collector is 60
feet minimum width . S .W, 121st is currently on a 50 foot
right-of-way. Therefore, an additional five feet of dedi-
cation would be required.

III , CONCLUSIONARY TIMINGS :
1, There oxistS a public need to apply City of Tigard Zoning
to all parcels of land in the city in order to ease the ad-
Ministration of land use regulations and assure consis-
tency throughout the city ,
2 , The proposed R-7 zoning district is compatible With the
surrounding zoning and conforms to the "Urban Low Density
Residential" policies of the Tigard Community Plats 1071
in that it limits the maximum overall density to roux

Gentlemen:
On behalf of our client, H. Belmont Williams, we are requesting a zone change
and conditional Use permit on Tax Lot 600, Map 1S 1 34CA. The zone change
requested is from Washington County RU-4 (minimum lot size 7,000 square feet)
to City of Tigard R7 (minimum lot size 7,500 square feet). The conditional
use requested is that two of the three lots that Will be subsequently created
be designated for duplex units. •
The reason for this request is to bring zoning on this parcel into conformance
with City zoning in order to minor land partition into the lots. The conditional
use permit for duplexes is requested by the applicant in order to develop
two duplex lots which would be located to the rear of his existing home.

An existing church and single family home connected with the church lie im-
mediately to the north. The property to the west is undeveloped. This rezone
and conditional use permit request are in keeping with the development of the
area.
ik Access to the duplex lots will be on a 24-foot wide paved driveway in a 30-foot
easement provided by 10 feet from each duplex lot and 10 feet from Tax Lot
614, which will also use the driveway. This means five units will have access
on S.W. 121st Avenue via the 24-foot wide driveway. The applicant will have
the, north 30 feet of Tax Lot 614 for access deeded back to Tax Lot 600 as 10
feet is the minimum frontage required. Tax Lot 614 was originally part of
Tax Lot 600 and was deeded from the applicant to the applicant's son.
Since the City zoning requested is virtually the same as the existing County
zoning, the question of comparing suitability of this parcel to other parcels
in the City is not applicable,
The impact of the rezone on adjacent properties is negligible, and the impact
of an approved conditional use permit for duplexes is minimal because of the
proposed size and location of the lots and the fact that the overall density
is not being increased.
This proposal will only have the impact on public services that was anticipated
by the development of the Tigard Community Plan as it conforms to that plan. •
There is an elementary school within 2 miles and an elementary school site
in the Englewood project. An intermediate school is located within 11 miles.
Police and fire protection will not be impacted because, as a collector street,
S.W. 121st A o.;,
able in S.W.. �;�,ge is th Avenue e in an existing 8-inch line. Water service is available
in S.W. 121st Avenue.
In conclusion, this property should be rezoned from County zoning to the com-
prable City zone, Which is R7, permit a parable 7, and the conditional use should be
approved to allow the alican
