Page 4 COMMISSION DISCUSS/ON AND ACTION: Upon reconvening it was apparent there . * ' were two significant problems, as expressed by the President, for which basic information was not readily available: (1) how to compute the number of units in accordance with the ordinance based on the areas of R-5 and A-2 zones in the pro39ct area; and (2) whether it is possible to have any trade-offs, either in altering the configuration of the A-2 or the R-5 areas, or in allowing greater density in one for lesser density in the other. Commissioner Herron inquired i , the light of recent news stories of the action of Tigard City Council, whether • this area would in the future be included in the Beaverton or the Tigard School *- District, and would the Tigard School District have adequate capacity? After further discussion Smith MOVED for denial of Zone Change ZC 24-79 PD, based on the following: (1) the applicant's request has not given us sufficient information regarding zoning and therefore the permitted density, and the request as submitted definitely appears to be not in conformance with the. density of the underlying zone; (2) the applicant's presentation lacks any information on the schools of the Tigard School District to which children from this development would go if the wishes of the Tigard City Council are realized; and (3) the applicant does not discuss the sensitive lands within his project. The site is designated "Single Family ReSidential" permitting six dwell- ing units per gross acre on the NPO 42 Plan as amended by the Tigard ' 1 City Council on May 21, 1979. 2. Applicable policies from the NPO 42 Plan area: °Supplementary facilities and services" - Policies 2 and 3, page 13. 3. The applicant proposes to construct 16 single family units having a minimum of 5,000 sq. ft. on the subject site. 4. The site is vacant with a sloping, elevation from the southwest to the northeast at a 10% grade. The surrounding land used are single family homes. 8. Traffid to and from the site will be served by S.W. 95th on the west, S.W. North Dakota on the north and S.W. 94th through the middle oE the site, 8.W. 94th and S.W. North Dakota are city streets. S.W. 94th has been dedicated through the site with 50 feet of right-of-way but has no improVemehtS. S.W4 North Dakota is classified as a collector steet. It presently has 16 feet of paving froth the corner of saw. 95th, 50 east with curb and sidewalk on the north side. Tigard, Oregon 97223 Dear'Members: We are proposing a zone change from R-7 to R-5 zoning in order to develop this land in the best possible manner. R-5 zoning would increase the number of homes from 12 to 16. The resulting lower development cost per unit will enable us to provide much needed lower cost housing in the Tigard area This area is .* located in N.P.O. #2, and is designated for R-5 zoning in the Tigard' s Comprehensive Plan. The zone change will benefit the community, in that more people will be ab le to qualify for single-family housing, because of � ., our lower developmental costs. This is needed because of the ' :' inability of many people to afford single-family housing within the community. By developing more homes per acre the economic benefit to the City will be that of increasing revenue thru property taxes. The requirements of the subdivision will bring public services surrounding the project up City standards. The proposed site is within k of a mile of shopping and within of a mile of an existing Tri-let route. It meets the Housing guidelines of Coal 10, set out in LCOC requirements. The direct effect on the area will be to increase the density of single family housing.
