The request for the zone change conforms to the Community Plan, but not to the more specific Triangle Plan. 2. The land use designation for the area north of S.W. Haines Road in the Triangle Plan may be amended from "multi-familyft to ',office-park . 3. The Triangle Plan has not been adopted as a supplement to the more general Community Plan, although it is utilizied as a guideline for land use decisions by the City and County. 4. The subject properties are surrounded by C-3, General Commercial zoning. Four of the subject lots are zoned both C-3 and R-7, Single Family Residential, 5. Changing the subject properties to C-P, Commercial- Professional would isolate the back halves of the to fronting the Pacific Highway right-of-way. • Such a zone changep'appears premature until physical planning for the Oregon Education Association properties and parcels to the east is further advanced. 6. The proposed conditional use for the storage yard would be cOncealed from vieW along both the frontage road and 72nd Avenue, and would not negatively affect adjoining properties. Based on the above findings, the staff recommends that the zone change request be denied and the conditional use request be approved as a temporary us d With the following conditions: 1. That a site plan indicating the location of the storage yard, fencing, sSreening, etc. , be approved by the Planning Ipepartment.
