Dear. Mr. Brun:
Pursuant to your letter of September 2, 182, concerning the
Summerlake Gatden Homes, I have reviewed your plans, 'particularly
the proposed setback revisions to lots 1 through 22. I also
reviewed the existing file for this project back to 1977. It
• appears that the City Council in March of 19,78 gave authorization
to the planning director to approve variances from the setback
requirements of, the City code. Based on that authority, I
hereby approve' the varied front and rear yard setbacks proposed
in your August 31, 19.82 site plan. I .understand that this
approval does not result in an increase in density.

My only concerns relate to the need for adequate landscaping
• to the front of the properties between building and streets
and the needed adjustment of lot lines on plOts 19 and 20.
Therfore, I Would like to review a landscape plan showing your
planting program for properties fronting on S.W. SUmMer Lake
Drive, S.W. Burdock Street, and S.W. Spike Rush Cotrt. In
• addition, you mentioned during our meeting on September 2, 1982
that the lot lines for. plOts '19 and 20 may be adjusted to
• accomodate the proposed garage configurations. I Would like
to see a revised plan showing yodr proposed revisi -s to remedy
this situation.
Please provide the documents which I have requesteu at your
earliest conveniende.

• John Hagman of the City' s Engineering Department requested
that I write to you in. reference to a question that has been
raised concerning the constructib,, drawings for the above
referenced project. Condition #4 of Ordinance 078-19 , which
established the Summer Lake Planned Development, states the
following:
That all cUl-de-sac streets (,;ver 150 feet in length
be developed on a 45-foot vUs. "
Both John and I interpreted this statement to mean that the
right-of--way would have a 45-foot radius. But the Fire Depart-
ment Seems to have a problem with this radius. If you, as
• Planning Director, can make this clarification in writing to
John, I would greatly arr'reciate it This is one of the last
steps in the approval process for the construction drawings.

Dear Ken:
Enclosed please find a blue print of the revised final plat of
the above referenced project. Four lots, originally numbered
152-155, have been eliminated from this plat due to concerns of
the Washington County Surveyor. Therefore, I am requesting
that the improvements shown fronting those lots be deleted from
the construction drawings that were submitted January 29, 1979.
Specifically, those improvements are storm sewer on part of
Sheet 4 and sanitary sewer on Sheet 7. Those sheets are included
for your reference. These improvements will be constructed at
a later date following resolution of the right-of-way fronting
• these lots. Should you have any questions regarding this matter,

SUBJECT: Scholls Summer Lake, Dam & Reservoir
The subject project is proposed for storm drainage control and
site amenity enhancement by AMART Development for a subdivision
in the S.W. 130th vicinity. The Park Board and its consultant,
•'‘ the ORB Organization, are currently developing a detailed park
master plan for the same area of Summer Creek which will eventally
encompass the lake within a 23 acre community park. Several
features of the retention facility/lake area are not compatible
with the development of the open space for park use. Modifications
to the proposed plans are strongly recommmended as follows :
1. Provide siltation basins at each tributary confluence (west
end at S.W. 330th and southerly drainage Swale) sufficient for
storage of 20 years of sediment accumulation.
2. Remove all sediment accumulating from construction activities
,from all areas of thc upper and lower lakes .
3. Remove fill between upper and lower lakes to the natural
shoreline and provide a minimum water depth (at normal pool elev. )
of five feet in the easterly 600 feet of lake area
4. Utilize the marshy area at the S.W. corner of the upper lake
for disposal of sediment and unsuitable native materials.
(Maximum elevation: 173 . 0)
5. Delete the proposed log boom as it will detract from use of
the water surface for canoing and serve as an attractive nuisance.
6. RemoVe the center piers, bridge and bicylce path from the
sPiliwaY/dam aS appropriate location is on the proposed bridge
between the existing lake areas.
•
7. Remove fence along the top of the spillway but retain at
each end for safety.
8. Remove all stumps and floating or submerged debris from the
upper and lower lake areas.

9. Protect all lake shoreline from erosion where storm drainage
• is proposed to be discharge tu the lake.

the Planning CommisSioni Site besign Review Committee and the
