Dear Bill:
Rather than continue making cost estimates on the subject
project, the Tigard Water District, on February 24th and 25th,
installed the 210 feet of 6" D.I. pipeline plus one fire hydrant.
Total cost for the entire pipeline installation, including
all overhead and engineering, came to $4,953.79 . This includc:d
$570 for an 11/2" pressure-reducing valve, normally provided by
the plumbing contractor. The Center was able to take advantage
of our low pipe and fittings costs, in addition to non-union
labor of the Water district.
An 11/2" meter will be adequate for the Center and will pro-
vide 100 GPM with excellent pressure. The P-R valve can be set
to any pressure. The static pressure in that area is about 100
psi. An 11/2" meter costs $2,200.
In summary, the total amount due for all fire protection
and domestic water requirements is as follows:
Pipeline installation. . . . . . . . . $4, 953. 79
11/2' meter. . . . . . . . . . . . . . . . . . . . . 2,200. 00
Total: $7,153.79
This is considerably less than the origir'al estimate of $11,000.
You and/or a representative of the Center are welcome to
appear before the Board of Commissioners on match 10th (730 P.m. )
to request some relief on this bill. I would suggest that you
have a specific amount in mind and supported with a list of Other
donors. (Note: the 11/2" meter will 'be installed upon receipt of
the amount noted above or upon an agreed price of the Board) .

THE CITY OF TIGARD ORDAINS AS FOLLOWS:
SECTION 1: Finding that the lands hereinafter described are now classified as
R-7 "Single Family Residential" and M-4 "Industrial Park Zone",
and further findings that pursuant to procedures, the abovestated application
for a zoning map amendment was presented at a public hearing held by the
Tigard Planning Commission on May 20, 1980. All interested persons were afforded
an opportunity to be heard at this public hearing and thereafter the Planning
Commission filed its report with the City Recorder, a copy hereto attached and
by reference made a part of. The Council adopts the following substantive
findings:
A. That this application is in conformance with the R-7PD "Single
Family Residential Planned DeVelopment" designation on the
NPO # 1 Plan which is a portion of the adopted Tigard Comprehensive
Plah, and
B. That the proposed zoning is compatible with the surrounding
neighborhood as determined by the Tigard Planning Commission.
SECTION 2 Therefore, pursuant to the requirements of Chapter 18.88 of the
Tigatd Municipal Code, this request for an amendment to the Zone
• Map of the City of Tigard is hereby approved subject to provisions of Chapter
18.20 of the Tigard Municipal Code as embodied in adopted EXhibits "A", "B",
an d "C" attached and made a part of this ordinance.

Mr. Koeberg stated that his engineering study showed a very different con-

',figuration of floodplain, and wondered if in his development proposal he
could use the City drawn line (the assessment line). Public Works Director
S'tated that a double standard could not be applied, and therefore he could
depend upon the final line used for this LID.

SOLICITATION OF BIDS FOR CONSTRUCTION; PROVIDING FOR THE

Finally, he noted the importance of strictly applying the rules to this City
project as they would be applied to any other project within the City.

was concerned (due to the tentative nature of the funding)„.that it not be

2. LANDSCAPING:• Is there money to do this? You show a lot of area land-
Soaped, but you have not addressed the "buffer" question.
3. COLOR: How loud is that voice going to become before it is silenced by
"earth tones"?
4. PARKING: We need to look at this seriously now because the spaces
you have provided are less than required by the Code. A graveled
parking area is adding expense now.
5. SEWER: No problem.
6. HEATING: No problem,
7. NPO t1: obviously, they will be included and have been to date. At
the Site Design Review (SD1) meeting, their concerns will have to be
addressed.

chairman of the committee which selected the site and the architect
and which has worked with the architect to this point. She told
briefly of the work which has gone into the project thus far by the
w"f committee, and expressed confidence the problems which remain can be
worked out with the neighbors and the community at the site design
public meeting. She urged passage of the Zone Change and Conditional
Use requests so the project can o to bid as soon as

principal concern, however, was with the impact of what apparently is
contemplated as access through adjoining properties without notifica-
tion or consultation with the affected property owners,
CROSS—.EXAMINATION MID REBUTTAL Mr. Esker explained the project
wo`ild work with or without the provision for access to the north,
but that he was working in accordance with staff direction in this
".' tatter. He explained the sewer easement. Howard stated he had a
returned envelope containing notice to Mre Bishop and about four
others, :including Mrs, Heinz. He told of past discussions with Mr.
Bishop and others at various times in the past 1 years, and recounted
similar efforts (not all successful) in getting property owners to

cooperate in plans for streets to afford good circulation. He indicated
the site design review level would be the next step.
Funk asked how site design review works, and by Whom. Howard
explained. Mr. Bishop reiterated his displeasure at not being consulted.

but was assured he would be involved in the site design review process,
where his concerns would be considered. Funk and Suith felt this
issue should be resolved, and the states of the present 20 foot and
proposed 30 foot access onto the highway was explored.

" The Senior Center CoMmittee and the firm of John Kyle Architect has been
primarily responsible for the development of plans to date. ,

I. FINDINGS OF FACT:
1. The majority of the project is presently zoned A-7. A small portion of
the property to the north within the onehUndred year floodplain just across
Fanno Creek is toned M-4.
• 2. Chapter 18.20 of the Code, Sedtion .020 allow s Community Buildings (Public)
as a Conditional Use in a R-7 2one.
3. Sedtion 18.60.120 (3) (a) of the Code requires one (1) parking spade for
each sity (60) square foot of gross floor area for public buildihgel.
Site plan specifies 1200 grads 8quare feet which equates to 120 parking

16 spaces for a total of 59 spaces. This requirement could be 'adjusted"
due to the expected use of the building for a senior center, tse of mass
transit faci3ities and the fact that this building is not "totally public"
for assemblies, nor is it a "lodge or club" in the strict sense of the word.
The possibility to enlarge the parking area in the future could meet the
Code requirements. .
4. The Fire Marshall has reviewed the general site plan and suggests that the
"Deadend" driveway to the west service entrance be changed to allow a turnaround
for all vehiCles. A fire hydrant shall be installed within 250' of any part of the
building or the building shall be sprinkled,

51 The Sensitive Lands Ordinance requires that land within floodplain be
designated Planned Unit Development and be b-ought before the Planning
Commission for review. In this case no part of the structure or parking
lot encroactes into the floodplain. The Sensitive Lands Permit
indluded/reqUested only to satisfy the reqUirements of the Code. A
sewer line installation will go north and will go into the floodplain.
The Public Works Diredtor will supervise this work,

6, A sidewalk installation along the north side of O'Mara to Hall Boulevard
is anticipated to be funded through H.U.D. next year.
II. CONCLUSIONARY FINDINGS:
1. The use of this property is in conformance with the Comprehensive Plan
designation and the Code.

2. This development can be served with water and sewer service. Public
transportation is available within a reasonable distance,
3. All general/specific guidelines established by H,U.D. through the Washington
County Block Grant Program have been complied With or Will be before
completion

4. Grading plans and construction plans on all public right-of-ways shall be
submitted and approved by the Public Works Director prior to commencement
of work.
5. Public water service and sanitary service shall be installed to this site
prior to the issuance of a Building Permit.
6 All existing or proposed utilities shall be placed underground. Street
lighting installations shall be approved by the Public Work Director.
7. No Building Permit shall be issued until the expiration of the twenty
(20) day appeal period from the date of approval.
8. Imprdvements may be bonded prior to issuance of Building Permits.
9 That street improvements be constructed to the approval of the Public
Works Director prior to the recording of the final plat or issuance of
a Building Permit.
10. The concerns of the Fire Marshall shall be Satisfied at the Site Design
Review level.

Gentlemen:
This letter is in regard to the proposed Senior Citizens Center to be
located off OtMara Street. Our purpose is not to oppose the project but to
` bring to your attention some of our concerns regarding this project.
Primarily, we are concerned with the problem of ingress and egress to
this property off of O'Mara Street. Due to the hazardous nature of O'Mara
Street at this corner, we feel there should be either a better plan for
entry from O'Mara or possibly an alternate entry coming in on the west boundary
of the proposed site. The proposed driveway as it exists on the plans enters
s n blind corner. The road at this point is narrow, slopes, and
directly into a bl
i hampere by poo si i .ity. 'There also has been talk of linking subject
project to the proposed civic center by way of a road. Would such road be a

through street at the center? If so, this would also affect this corner.
Also, on the present plan there is only a 20 foot roadway shown instead of the
required 30 feet.
There are no sidewalks indicated on the proposed plans leading from
OtMara Street to the center. We also had some questions regarding the
proposed sidewalk from Hall Blvd. to the center. We understand that funds
for this walk have been promised but are not clear as to whether such funds

would cover the cost of filling and e

There have been some questions as to the amount of, i, n to be provided
and to the site of each parking space. Does the parking area as planned
