Enclosed is a copy of Ordinance No 80-43 which was approved by the Tigard
City Council at their regular meeting of May 19, 1980. Your request was
approved with the following conditions as set forth in the enclosed ordinance.
1. All development on either parcel shall be subject to Site Design Review.

2 If the properties are to develop together, it may be necessary to combine

of a Building permit.
3. Grading plans and construction plans on all public right-of-ways shall be

Staff recommends a r?Sva1 of the Zone Change and Conditional Use with the
following conditions:
1. All development on either parcel shall be subject to Site Design Review.
2. If 'these properties are to develop together, it may be necessary to combine
the lots to satisfy the Building Department requirements prior to issuance
of a Building Permit.

All indicate that these services are available at the site and

on schools and parks. Additional right of way will be dedicated

The latest Portland General Electric compilation of multi.,
family vacancies on Portland metropolitan west side shows a
consistently low Pate -- less than 8 percent as of February 29,
1980. This Would Indicate a continuing need for multi-Family
housing, a condition which has, with minor fluctuations, pre
veiled throughout the whole metropolitan area for some time.

economic diversification. As shown on the map (Appendix # 1),
the site is surrounded by multi-family housing, both apartments
