"Nature of proposal and the reason for requesting the particular action." The subject property is within an area annexed to , the City of Tigard during 1975. As such, it car- ried with it the Washington County RU-4 zoning single family residential use on 7 ,000 sq. ft . lots , Since the city's. Comprehensive Plan desig- nates the area for Commercial-Professional use, there is implied a Baker conflict. The appli cant proposes resolving this conflict by acquir- ing a zone change from. RU-4 to CP and ultimately developing the property in .accordance with this zone. In the appendix of this report is a topographic survey of the site showing the location of the existing house and the various utilities. Al- though final plans for the development are not yet completed , the new development will continue the architectual style of the Hampton Oaks pro- ject south of and adjacent to the site. Also in- eluded with this report is a rendering of this projectin order to show the type of development • that is planned for the site. '01 2 . "How the proposed use is in accordance with Tigardls Comprehensive Plan." •/ • As noted above, the Tigard Plan includes this • site in ari area designated for Commercial-Pro- , fessional ue. The requested zone change, if granted , would therefore bring it into confor- mance with the adopted plan and the proposed use is one permitted in the new zone, • ( . . ...„., . , . , . ..- ••',', . , . . . . .. . , . , „ . . , .A,,..,• . . . "Public need and benefit of proposed action." • . _ Public need for, say, high density, multi-family • .• ',\ housing would involve A fairly extensive amount .. i of demographic analysis : population trends, eco- , . ' s. • nomic opportunities, transportation facilities , . . educational and recreational facilities, to name .. . _ . the more important areas of concern. Public teed , . for additional office space would , on the other • hand , appear to be primarily a function of the ., , . , market place - assuming, of course, that all plan- ... ning and zoning requirements are satisfied . . . . In effect , tf similat buildings in the vicinity . . . _ maintain an acceptable Occupancy rate, this fact ...„ .. . alone should be adequate proof of public need . • The prerequisites for additional office space . . are considerably fewer than those for additional . , . . . , , s housing; therefore, the required burden of proof . . should be corresp ,ondingly less. On 3-5-81 a survey was conducted of the various office complexes in the planning area - specif- :. i0ally, the area north and south of 11wy. 217 . between 1-.)r and. S .W. 72nd . The sole purpose of , .. _. ,, , . the survey was to determine the percentage of _ vacant office space in the study area. No effort was made to correlate cost per square foot or ; [ other factors which might influence occupancy. The result of this survey i8 as follows : Commerce Plaza . . . • Total area 80,000 a,f, .Vadantt 8,000 s,f, (8%) . . These buildings were not included in the survey, • . . •r • * I • ) page 4. • Community benefits of such developments are many and varied. The most obvious are the physical iMPrOVeMentS to the various public services per- formed by the developer. Sanitary, water and street systems ate all tmproved in ratio to the scope of the development. Less obvious bene- fits include an increased number of employment opportunities in the neighborhood which in turn stimulates housing and general economic growth. Other benefits include increased revenue to the city, providing a broader financial base for civic imprvements. An analysis of the benefit/ cost retie of commercial-professional develop- ments would confirm this. Public services uti- lized by suth developments are proportionately less than the community benefits derived from • ." the additiontl tax revenues and fees. A divers- ity of economic opportunities in a community increases its social and economic st4bility as well as encouraging additional economic growth. 4. "Social, enviromental and public servide changes that would justify the zone change." The most obvious change in the area has been the gradual transition from residential use to com- mercial use - a change resulting from the proxim- ity of two high use major arterials. As currently • Journal of the American institut6 of Planners, March, 1977. This article analyses the benefit to/cost to/ a munic- ipality from various types of developments, ranging from single family detached residences (high cost to community in terms of services required ; low benefit in terms of amount of taxes derived) to low impact, commercial office complexes (low cost to community high benefit in terms of community amenities not neo- essarily utilized by the tenants.) - r-T`MAMIN/. • • . " , . page 5. . • zoned, residential use is the sole permitted use on the site and its location does not encourage , this use. The fact that the city's Plan recom- mends an alternotivo use would indicate that its . use as residential property Ls not tenable. The gradual expansion of city services into this area provides a framework for orderly and logical de- velopment in accordance with the Plan. • 5. Site suitability Site the permitted uses in the requested zone do not depend on direct, exposute to high use streets and are fairly xesttidtive in nature, the actual CP designated area in the city is rela- tively Smell, consisting of approximately 136 • acres northerly of Hwy, 217 - of which the sub,- ject site is a part 'and approximately 40 acres southerly of the'llighway. The ft that all essential services are available and that the proposed use is compatible with existing uses would certainly argue that the site is suita- , ble for the projected U80. The property will have acct; to an improved, major collector and is convenient to two major highways. While there are other, vacant CP zoned sites in the vicinity, they are either, not available Ot not of a sufficient site for the proposed project. 6. Social and enviromentalimpaets Social impact on the area will be negligible since the site is within an are lmoat dominated by similar developments (see vicinity map in the appendix) , There ate, of eourse, Some single , family residences in the neighborhood and these families will justifiably object to the twigs and •• • page 6. neighborhood disruption that attends any construct- . • ion project. After the construction phase is com- pleted , however, the enviromettal impact will be minimal. The type of tenants attracted to such complexes generate little, if any, heavy traffic and virtually all traffiC is concentrated during normal working hours. Further, the required land scaping and set-backs provide both sight and sound screening from private residences. 7. Impact on public services , An extension of the existing 8" sanitary sewer in Sow. Hampton St. has been approved. by the Uni- , fled Sewerage Agency. he site is within the Netzget Water District and their office was con- tatted for the following information : The 8" •. main in Hampton street is adequate for the com- . plete development potential of the area. The flow rate is 4,000 gpm• whidb Ls Suffidient for fire protection as well as for private use. The fire marshal noted that only after an, examination of the Site plan and building plan could he spedi.. fy the necessity for and ' location of a fire by. drant. Access to the development will be off Hampton Street, a major collector with a 60' . • • right of way so no Additional street dedication will be required by the city, The Public Works Department has developed a ttaf- fit circulation plan for the planning area north of Hwy. 217, south of Atiebt4 Street between I-5 and $ ,W, 72nd, This traffic plan would create a super block of commercial-professional property • bounded by Franklin on the north, Hampton on the south, between 66t174 and 6th. The applicant has, with the encoutageMent of Public Works, begun vacation proceedings for 61th. Ave. adjadent to his property. If this Ls successful,. the vacated ,„ , page 7 , street area will provide additional parking area • within the confines of the development. Traffic generated by office-commercial use has been computed at 12 average daily trips per 1000 sq, ft, of floor space.# The proposed develop- ment of 21,000 sq ft of floor space will gene- rate approximately 252 a.d.ts. The impact of this additional traffic on the neighborhood will not, we anticipate, be significant, occuring as it will primarily during normal business hours . Existing, adjacent streets will be improved to handle this traffic flow and there will be little reason for the tenants or visitors to venture onto unimproved neighborhood streets, These un- improved neighborhood streets when used by new developments are, regretably, the ones on which the traffic impact is most noticable in areas undergoing transition, By providing good , ob- vious access to new developments it is hoped that this impact can be minimized, ' During peak travel hours there is some congest- ion at the Hampton/72nd1 intersection which is the main entrance to the office center. There are no present plans to change this intersection and indications are that none will be required until the area - including the multi-family zoned sections - is developed to maximum density. co: There is, at present, public transit at the in- tersection of Hunztker and 72nd, , within k mile of the sited Tri-Met bus number 77 runs at 30 minute intervals, five days ameek. „ nrip Generation Intensity Factors • Arizona Department of Transportation, 1975, .,....... .. ,.. .. . , •,i i.., , . . ,. .. - ' ■-■*-4.471-4.0.4 t,R V,IVA'■41,-,.,-.01t,,,,4.-•-,..,..-•- )'• % f .. . ., ... At the present time, most of Walnut Street is under Washington County jurisdiction. Washington County does not have funds to make improvements to streets in the Tigard Urban Growth Area. The majority of the residents in your precinct voted in favor of the 'B' ballot Road Levy last spring, but the vote in Washington County did not pass. Tigard has a street overlay program and we do repair our streets. Last year we overlayed two miles of street at a cost of $113,000. This year we will ..t approach three miles at a cost of $180,000. The problem is that if' we do not have the jurisdiction of a street, we cannot improve it. The only way that we can help you is if you annex to the City we can obtain the jurisdiction of the streets in your area and repair them. Parts of Walnut, Fenno and 121st would receive a high priority for this type of improvement.
