Main Street Tigard, Oregon 97223 Subject: 72nd Business Center (Varns Park Office/Industrial Subdivision) Dear Dick: I am glad that you and I, Nancy Edwards, Rennie Smith and Lynn Takeuchi had an opportunity to get together yesterday and discuss the design and develop- . ment program which you would like to see occur in the 72nd Business Center. It is my understanding that you would like to see office buildings developed on the four lots (1, 2, 12 and 13) fronting on S. W. 72nd Avenue and the major access drive to the subdivision. I understand that you woulll like to see these buildings constructed of wood and have the majority of their roof surface sloped and constructed of wood shingles, wood shakes, earthtone architectural metal, CorTen metal, or earthtone ceramic tile, We also discussed that you would like to see similar office structures con- structed on Lots 14 and 15. t " We discussed, and :C believe agreed, that the balance of the lots (3 through il) could be developed for industrial uses in concert with those industrial uses • described in .'City of Tigard Ordinance No, 76-37. We both agreed that offices and industrial buildings should be scattered among these time lots so as not to concentrate the industrial buildings, After reviewing pictures of some industrial development in the Irvine Indus- trial park in Irvine, California, we agreed that industrial buildings could be constructed With flat roofs and with concrete walls, provided the concrete was finished with form liner, sandblasted, aggregate or similar decorative finish. Any paint used on exterior surfaces of industrial buildings would be fit.y i Mr. Richard ,glens June 29, 1977 Page 2 of an earth tone to conform with the heavy natural landscaping of the site. We also discussed that Lots 9, 10 and 11 could have dual accesses to Varns Road and the internal loop road, and that there could be no through traffic. These lots might be ideal for industrial development as they could provide service access off S. W. Varns Road and pedestrian and passenger vehicle • access off the interior loop road, with the offices facing the loop road. In line with these discussions and agreements we are proposing to Toledo Scale Company that they accept one of the other lots, probably Lot 10 or 11, for • the construction of their office and service center. The building which we will propose for construction will be almost identical to that which is pictured in the enclosed photograph. • We also discussed that Lot 7 will probably be developed as an office building and that Lot 3 will probably involve the construction of a 10,0000 printing plant. I have discussed our conversation with Mr. Robert Fletcher, one of the three developers of the property, and he is in concurrence with the above ideas. By the way, both Mr. Fletcher and I fully support the proposed development 1 of an office building immediately to the south of the 72nd Business Center at the corner of Sandberg Road and S. W. 72nd. Except for those listed below, the conditions of the pre- liminary approval have been incorporated into the General Plan and Program or are satisfied during construction and design review. (6) No mention is made in the program for the setback from SW 72nd Avenue . (7) The program mentions an emergency access but no location is established, • (11) The applicant wishes to maintain the traffic/pedestrian separation by the provision of the perimetPr path instead of sidewalks along the internal street. (i 3) No provision for access combination is shown , ( 15) Drainage needs to be provided onto the Highway 237 right- of-way, ( 21 ) The applicant has provided a list of industrial uses that they are proposing, 3. All of the proposed land uses listed in the program are not appropriate for. this site and can be more properly located in other areas already zoned, However, for their use, there are some small scale, limited assembly uses that could function in the proposed development , This can be handled best by making any use other than those allowed, in the q-P zone a conditional use . However, general industrial, uses will not be compatible with the access provided or the setting of the office park. Access could be provided off SW Varns Street for lots 9, 10, and 11 but through access between Varns and the interior street should be restricted to avoid the use of these parcels as informal access into and out of the project . CONCLUSIONARY FINDINGS: 1 . The proposal for a commercial office park with associated uses and dedication of additional right-of-way is consistent with the Tigard Community Plan. 2. The noted deviations to the Tigard Municipal Code are warranted by the projects design, amenities and limited types uses allowed, 9. The proposal is in harmony with the surrounding area with the additional setback from SW 72nd Avenue and the retention of much of the existing vegetation. 4, Although the development will be in individual ownerships, • the open space will be guaranteed by the maximum lot coverage (60%) proposed in the General Plan and Program. 5. The controlled mixing of uses with gererous setbacks would • • not have been possjble without the parcel developing as a planned development . 6 The applicant has stated their ability to substantially complete the public improvements portion of the project within one year with the individual tenants building as the seperate lots are sold, 7, The applicant has demonstrated a public need for a planned development of small , owner-occupied commercial offices and associated uses , 8. There is a public benefit to have the parcel in question develop as a commercial office park as opposed to general industrial uses, 9. The greatest demand in the Tigard area is for office and associated use space by corporations developed b orations P P and other businesses for their own use, not for general occupancy. Most available sites are over 1 .5 acres in size with a price range of $3.00 to $4.00 per square foot. The economics of sites with values of over $150,000 for buildings of less than 15,000 square feet in floor area are prohibitive. The demand for owner- ' occupied office buildings in the size range of 4,000 to 10,000 square feet is strong. The owner's plan to provide one-half acre sites meets the demand for this g p p type of space with a quality environment at reasonable costs per site of $50,000 to $75,000. 4. The twelve inch main is adequate to serve the need of the neighborhood and the proposed project. i 9, PUBLIC TRANSPORTATION: Presently there is no public transportation serving the project site. The project is planned to include a bus turn-out lane for future use. 10. FIRE PROTECTION: The project will be planned in accordance with the requirements of the Tualatin Rural Fire Protection District and the Fire Marshal Division of the Department of Commerce, State of Oregon. Fire flow at the twelve inch main along S, W. 72nd Avenue is 1,000 gallons per minute, adequate to serve the needs of fire fighting for the area. i r 11 . Tepedino stated that he had difficulty with ”under- standing as to what denotes an office-related use” . Moore stated that he felt there are enough businesses allowable in the M-4 Zone that could locate in this site that would be aesthetically pleasing. o Krause asked the Staff if approval of the PD could be given and that uses other than office types were proposed that they would be subject to Commission action. Moore stated that it was difficult to specify a par- . ticular type of use. The surrounding and use is primarily undeveloped with an architects office . to the oast, single family homeson very large lots to the north and south and residences along SW 72nd to the west. The residential area on the west side of SW 72nd is recognized on the TCP and should be viewed as a long range commitment to its existence, 5. The proposed land use is consistent with the underlying M-4 zone but the proposed parcel size is twice that called for in that zone. M-4 requires a minimum 40,000 sq. ft. lot whereas the proposal envisions 20,000 sq. ft. lots. This code deviation has been noted in the narratives. The applicant has stated that they may combine some of the lots, This should be encouraged in that it will minimize the deviation from the code and lessen the intensity of the development. 6. Section 16. 36.050 of the TMC allows one free-standing directory sign at the entrance to the park from SW 72nd Ave. , a designated collector street in the Tigard Community Plan. The total allow- able sign surface is 250 sq, ft. , if multi-faced, with park tenants identified by no more that 4 sq. ft. Each tenant is allowed one free-standing sign not to exceed 8 ft. in height and 32 sq. ft. in surface. The proposed lotting pattern would allow 15 free-standing signs along the interior street, The number of free-standing signs appears to be excessive. If access to SW Yarns is to be restricted minimal improvements to the emergency access would be necessary. If not, a one-half street improvement should be provided. SW 72nd is designated as a collector on the Tigard Comprehensive Plan and its use as such requires a half-street improvement at this time. A half-street improvement on 72nd from the NW corner of lot #12 to the SW corner of lot #2 has been recommended by the Engineering Dept. 8. The Tigard Municipal Code has been amended since the original Plan Development approval. SW 72nd is now designated as an arterial, rather than a collector as shown on the TCP, thus necessitating a wider right-of-way. SW 72nd presently has 40' right-of-way. The TCP calls for an 80' minimum, therefore a dedication of 20' along SW 72nd is necessary. 9. The park is to be serviced by an internal public street. Section 17. 28. 130 of the TMC requires the minimum centerline radii of curves to be 100 ft. The proposal shows four substandard curves of 1 40 ft. radius. The City Engineering Dept. and the Tualatin Rural I Fire Dept. have stated that the 35' road right-of-way and the 21 ' pavement width are adequate for a one way street if parking is prohibited and the curve radius is increased to 50' at centerline. In addition the Fire Marshall has asked that the street be dedicated to the public. 10. Section 18. 52.040 ( 1 ) of the TMC rPquires a fifty ft. setback if (10C•088 from a residential zone. ThelialL1 Communi4_21212 and the zoning map designate the arca west of SW 72nd as 'urban low density residential" and "single family residential" , respectively. The etback measurements are calculated from the property line. In this case the setback would be measured after the required 20' dedication on SW 72nd, not before, as proposed. Providing this much setback considerably reduces the amount of useable land on the lots fronting 72nd. In order to remedy this situation the setback can be accomplished by either joining lots 12 and 13 and 1 and 2, providing a shared parking facility, or allowing a partial intrusion into the area. The intent of providing a wide buffer between industrial and residential areas is being satisfied. 11 . No specifications on lighting were submitted. 12. The 15' emergency vehicular access shown on the site plan has been found necetsary to provide quicker access to the rear portion of the development. This access need not be fully improved but can be achieved by placing the normal mnount of baserock overladen with • sod, kept open and signed "emergency vehicles only" . *and existing streets which abut the subdivision page 4 'C Staff Report * 6/15/76 Item 5. 1 13. No street cross section is shown on the site plan. 14. Tri-met is in the planning stages of providing public transit service to SW 72nd when the area develops enough to warrant it. The site plan shows a bus turnout partially on this site. This area needs to be dedicated and fully improved at the time of the one-half street improvement. 15. A pedestrian path is shown to circle the entire site, No cross section has been submitted. All new corners with sidewalks are required to have wheel chair ramps. This needs to be shown for lots 12, 13 (twice) 1 (twice) 14 and 15. 16. A pedestrian pith is shown to the intersection of lots 1 , 13, 14, and 15 but no provision other than the roadway is made for getting pedestrians any further. Two options present themselves; 1 ) a path around lots 14 and 15; or 2) around the outside of the • curve of the roadway. The inside path would be shorter and less expensive to construct but would necessitate two street crossings by pedestrians. 17. section 17. 32.030 (A) of the TMC requires 101 minimum utility casements to be dedicated or provided for in deed restrictions along rear or side lot lines. None were shown on the preliminary proposal. Section 17. 36.040 of the TMC states that double frontage and reversed frontage lots should be avoided except where essential.
