Previous Action: The seven parcels were annexed into the City in January jointly to develop. A Local Improvement District (LID) for sewers has been formed. General Statement: The Planning- Staff feels that these five applications should be heard jointly because of their proximity to one another. Staff feels that there are no unique problems with any of the parcels. I. Findings of Fact: • 1. The sites are designated "Urban LoW nensity" on the NPO 46 Plan which - ; allows tout dwelling units per gross acre. 2. The owners are requesting zone changes in order to comply with the Comprehensive Plan. They will individually begin to subdivide theit respective properties to dreate residential developmens (refer to attached narrabive.) 3. Applicable NPO #6 Policies for reSidential development are as folloWs: • "bensity" - Policy #2 (page 3) "Streets" - Policy 43 (page 3) collector and lodal street sandardm .(pav "other services" - Policy #4 (paqe 3) "Site character" - Polidy #6 (page 4) 4. The feasibility of installing a sani.tary sewer line to, service -the seven lots is questionable. Installation of the line is pending approval based on connecting ability of a private line from the • subject parcels south to 94th Court and S.W. Inez Street. Water ' service will be provided by the Tigard Water District. • 7. Southwest McDonald and S.W. 97th Street will serve as the major circulation facilities for the sites. They axe designated "collector" streets by the NPO 46 Plan. Both are presently county streets and * • are in substandard condition having inadequate paving, right-of-way ' width and no curbs or sidewalks. II. Conclusionary Findings: 1. There exists a need to zone parcels that are within'the city limits to the City of Tigard Comprehensive Plan designation. - • 2. Southwest McDonald Street is in need of ten (10) additioeal feet of right-of-way and S.W. 97th needs five additional feet ur right-of-way. Both streets are substandard, therefore, half street improvements ' are necessary. 3. Sanitary sewer connection remains a concern due to the physical elevation of the land and the distance to the neatest line. A Local Improvement District (LID) for Sewer S has been formed. , I General Statement: The Planning Staff feels that these five applications should be heard jointly because of their proximity to one another. staff feels that there are no Unite problems with any of the parcels. I. Findings of Fact: • 1. The sites are designated "Urban Low Density" on the NPO #6 Plan which allows four dwelling units per gross acre, 2. The owners are requesting zone changes it order to comply with the CompreheftsiVe Plan. They Will individually begin to subdivide their \ respective properties to create residential developments (refer to 4 attached narratiVe.) 3. Applicable NPO 46 Policies for residential development are aS follows: . "Density" - Policy #2 (page 3) "streets" - Policy #3 (p,oge 3) ii tor and local street Standards (page 10 "Other services" - Polity #4 (page 3) "Site dharacter" - Policy 46 (pace 4) 4, Lots 600 and 100 have existing single family unit 5 on the northern portion and vadant open area to the south. Lot 601 is presently vadant, Lot 1000 had a single family unit on the southwestern dorner with open Spade to the north and eaot, Lots 100 and 101 have dingle family units on the west fronhage of 07th Avenue and °pet, spade to the east, Lot 105 is vacant. The entire topography or this atea slopes slightly from ooue4est to the northeast. STAFF REPORT AGENDA 5.1a - 5.1e (-, TIGARD PLANNING COMMISSION March 20, 1979 - 7:30 P.M. Page 2 5, The surrounding land uses are designated "Urban Low Density" and are presently occupied with sine family residences (some of which are in the County) . 6. The feasibility of installing a sanitary sewer line to service the seven lots is questionable. Installation of the line is pending Ht approval based on connecting ability of ,a private line from the H. subject parcels south to 94th Court and S.W. Inez Street. Water service will be provided by the Tigard Water District. 7. Southwest McDonald and S.W. 97th Street will serve as the major • circulation facilities for the sites. They are designated "collector" streets by the NPO #6 Pfan. Both are presently county streets and are in substandard condition having inadequate paving, right-of-way width and no curbs or sidewalks. II. Conclusionaty Findings: 1, There exists a need to zone parcels that are within the city limits 4 to the City of Tigard Comprehensive Plan designation. , 2. Southwest McDonald Street is in need of ten (10) additional feet of right-of-way and S.W. 97th needs five additional feet or right-of-way. Both streets are substandard, therefore, half street improvements are necessary. 3. Sanitary sewer connection retains a concern due to the physical elevation of the land and the distance to the nearest line. A Second alternative to install' sewer service would be to construct a pump station to 100th. III. Staff Recommendations: Staff recommends approval subject to the following Conditions: • 1. That OSA sewer servIce be available for ahy parcel priot to issuance of building permits. 2. That ten feet of right-of-way be dedicated to the City from lobs 700 and 600 along the frontage of W. McDonald With half street imptovemehts priot to issuance of building permits, • 3. View ar Court and Ingebrand Heights , 3, The zone change is requested so that the owner can subdivide this area and the area can be used for residential building construction. The is a coil munity need for additional well-planned, wel10,-con- structed residential development in the Tigard area. At the present time this area is used for livestock raising, Fly and mosquito prof lems in neighboring residential areas due to livestock and wet areas will be reduced or eliminated when this land is converted to other uses , 4.
