Sandburg St. and S.W. 72nd Ave. ZC 4-72 Based on the following findings, the staff recomMends that the Planning Commission's recommendation be upheld and that the "Fought-Sivers-Ace Electric" Zone Change request be denied: 1. The sUbject site is designated for industrial or office development within the Tigard Community Plan. The area to the west, across 72nd Avenue is designated for "Urban Low Density" residential development. 2. Community Plan Development Policies: a. "Use of planned itnit development procedures is encouraged in order to better relate industrial development with adjoining uses. " b. "The planning commission will review the site plan of each proposed development, as provided in the zoning ordinance, in order to evaluate the compatibility of vehicular access, signs, lighting, building placement and designs, and landscaping with adjoining uses, both existing and proposed. " 3. Community Plan Goal : "The comprehensive plan recognizes the established character 3. of existing neighborhoods and seeks to preserve and enhance • existing neighborhood valUe8. Future development proposals • should be sensitive to the concern of citizens for their own • immediate environment as well as to the well being of the • City as a whole, " 4. The proposed use of the site represents am expansion of the adjoining industrial area to the north and west, 3. While this expansion appears logical* its effects upon the residential area to the west must be the major consideration-relative to the proper development of this site. consideration should include other land uses, such as resOarch or professional offices, which are by nature more readily compatible with residential areas than general industrial or contracting uses. 5. Access to the site is available using Sandhurg Street, which is an industrial street, and 72nd Avenue, a projected collector in the Tigard Community Plan. While 72nd will be capable of handling anticipated traffic loads when constructed as planned, it is presently a substandard facility due to inadequate width and lack of sidewalks. Development of the subject site at this time will increase the problems involving the public safety and welfare on 72nd Avenue, 6. The site's location adjacent a residential, area reqUires that special land use and site planning consideration be made concerning the proper development of this site. 0 • These considerations shoUld include the following assessments : a Traffic and Public safes - Will traffic be produced which will be detrimental to the neighborhood; this includes non-passenger vehicle traffic and excessive traffic during the quieter periods of the days as would be produced by a three shift business. b. Noise - Sound levels reaching the residential area should not exceed established State noise standards for residential living. c. Air Pollution - No land use emittlng smoke or dust should be permitted in this area. d. Visual Pollution - All sites should be developed to be as compatible as possible with the adjoining residential area:, Consideration should include setbacks, screening, ;design landscaping height and mass of proposed structure , as well as the amount of land left open and undeveloped, 74 In order to assure that the subject site be developed in a manner compatible with surrounding land uses while providing greater flexibility and diversified developl4ent standards for the site daveloper, the area north of Sandburg " .
