Selby offered the general opinion of Staff with respect to sidewalks and their location in the interior of subdivisions, for instance, as compared with collector streets. Smith reiterated we should require sidewalks x in accordance with the present code unless a variance is granted to the contrary. He MOVED approval of Variance V 7-79 so far as align- ' merit of the street is concerned, but that sidewalks shall be required on both sides of the street. As currently approved, the preliminary plat of this sub- division contains 14 lots with an average lot area of approximately 8000 sq. ft. The proposed revisioft to R-5 standards contains 20 lots with an average size of 5500 square feet. CONFORMANCE WITH THE COMPREHENSIVE PLAN The Comprehensive Plan of the City of Tigard (specifically, the NPO #3 plan) designates the subject property for develop- ., ment at a density corresponding to the R-5 zone. The requested change will bring the zoning on this property (now R-7) into conformance with the adopted plan. PUBLIC NEED Population projections of the South Tigard area (census tracu no. 308. 0) show that this area is expected to grow from its 1975 population of 4267 to 5332 by 1980, an increase of 1065 , persons (24%) . With the average household sizes in single family dwellings and multi-family dwellings being 3. 11 and 2 .28 persons per household, respectively, this would indicate a need for 154 dwellings in the area in the next two years , assuming a 60/40 ratio between single family and multi-family dwellings in the area. On this basis , 92 of these dwellings would be detached single family homes , IWO A180, vacancy rates in all housing in the area are continuing at low levels , i. e. , 3% to 5%, which is indicative of an additional shortage which must be made up it addition to the projected new housing requirements . A look at current demographic trends in the United States suggests a well-founded expectation for a continuing strong market for low density housing types such as detached single family dwellings , The progency of the "baby boom" of the post-war period began entering the 25-34 years of age cohort in 1976) and the bulk of this bulge in the age 8tructure will be in this cohort by 1980. since this group is the primary single ramily market, it i8 unlikely that the current rates of homebuying will stabilize or decrease in the next five years . Also, the declining average household size (down to 2. 89 . persons nationally from 3. 33 in 1960) means that these people entering the housing market will require more units that a similar population increase would have in 1960, an effect due to the growth of single parent and single person households , which have had a 38% growth rate in the past 8 years. (Sources of population data: Current Population Trends in the United States , Sternlieb & Hughes , 1978; published by the Center for Urban Policy Research and Population Projections for Ore on Administrative District 2 —Center for Population Res earc and Census , 19 75) IMPACT ASSESSMENT 1, Direct Social and Physical Environmental Impact: These impacts include population gain, school population increases , urban services loadings and traffic generation. Direct population gain associated with the proposal would be approximately 62 persons at current household sizes . Of these, 18 would be school age children, distributed as follows : Kindergarten : 4 students Grades 1-6: 8 students Intermediate: 3 students High School: 3 students y districts serving the property have . The. water and sewer d�str�.ct lines available with adequate capacity to serve the proposed development, Projected traffic fx.c generation of the 20 dwelling units proposed is 200 ADr. Since the site has direct access to an arterial street (SW Hall Blvd. ) , this amount of traffic will not produce an y signifcant adverse impacts 2. Unavoidable Adverse Impacts : Due to the small site of this projects the adverse impacts created will be elight, They are: a. Increased load on urban services . b nigher school population. • - Y c. Increased traffic and associated air quality impact 3. Alternatives to the Proposed Action: -: The alternatives available for this property are: a. Allow the land, to remain fallow. b. Develop with attached dwellings . • c. Develop at a lower density than proposed. Any of these alternatives would result in either an under-utilization of already committed capital expendi- tures for urban services or a change in the character of the existing neighborhood and would not be in keeping with the intent of the Comprehensive Plan. 4. Relationship (fif the short term utilization of social and economic resources and long term objectives of the proposal and Comprehens I,ve Plan and policies : The long term objective of the proposal is to provide housing for the City of Tigard in accordance with the Comprehensive Plan and its policies. In order to achieve this objective, there must be a short term utilization of certain social and economic resources , i.e. , labor used for construction, temporary degradation of the environment during phase, and expenditure of funds for the land acquisition, engineering, construction, carrying costs , and loan service fees . This utilization will last • until the final dwelling is completed, which in this case will be approximately one year following site. plan and engineering approvals . 5. The average household size is about that of Washington County as a whole, and the average house- hold income is a little higher. 2. Suitability of the area for the particular land use and improvements : The USDA Soils Conservation Service identifies the predominant soil type on this site as being Goble Silt • Loam which has an adequate bearing strength for the construction of building foundations and streets . Water and sewer service are available, supplied by the Tigard Water District and Unified Sewerage Agency, respectively. 3. Land uses and improvements in the area: Kp North aid West: the Hambach Park subdivision to the north with 30 single family lots, and the Bill Godwin and "Pinebrook" developments to the west. South and East: a mixture of residential types , from single family units on large lots and newer dwellings on 7500 square foot lots . 4. Trends in land improvement! New development in this area consists mainly of single family dwellings and duplexes on R-7. type lots . Needed Access : Access to this site is provided by S.W. Hall Blvd. , from which both Hwy 217 and Hwy 99 can be reached. Also, taking Bonita Road east gives access in Interstate 5. 9. Natural Resources : The site contains no developable natural resource. 10. Public needs for healthful, safe, aesthetic surroundings and conditions : • A The provisions of the zoning district and the subdivision ordinance are designed to guarantee that any development taking place under them and in conformance with the Comprehensive Plan will satisfy the needs mentioned above. CONCLUSION; As demonstrated in the foregoing materials , the requested change: 1. I's in conformance with the Comprehensive Plan of the area 2e Meets an existing public need. 3. Will not adversely impact the neighborhood environment 4.
