A2211.9ant Garfield and Ardath Hubble Staff FtnatngE2Ea Reoommendation Inasmuch as there is a question as to whether or not the Murray Blvd. extension will be developed, action OA the requested zone change and conditional ase cannot be indefinately delayed. The staff finds the subject property not suited for single family development due to its proximity to Highway 99-W, • its topography, and noise/traffic conflicts related to its location. However, the Tigard Preliminary Community Plan emphasizes • the problem of promoting further retail "strip commercial" zoning south along Highway 99-W. Approval of C-4 retail zoning for the subject property will unquestionably promote the continuation of Highway 99-W retail strip development- / with its inherent lack of traffic safety and land use controls. The staff finds that the proposed "restaurant-professional office center" is an appropriate land use that could be developed in conformance with the Community Plan, provided that a carefully designed site plan is prepared for the entire project and implemented thru planned development ,zoning,j Access and design standards would thereby be provided which are not available under 0-4 zoning. W. Pacific Highway (99w) and the west side of Bull Mountain Road known as Tax Lot 3680, 2S1 10A. It is requested that the information set forth herein be considered when reviewing this application. The Portland-Vancouver Metropolitan Transportation Plan for 1990 (copy enclosed) indicates that the Murray Boulevard Corridor from the Sunset Highway to the Baldock Freeway (1-5) should be constructed as an arterial by 1990. The definition of an arterial in said study . is that of a multi-lane facility often containing grade separation at the move important intersections. Said study is based on projeciing traffic volumes with all of the facilities shown in place. The study contemplates a conmiction between Murray Boulevard and Pacific Highway West and projects 17,000 ADT by 1990 on Pacific Highway West. As you will note Murray Boulevard forms an arterial circumferential route centered about Portland CBD, being parallel to and approximately one mile wesE of the Beaverton-Tigard Expressway. The Aloha Expressway is the next westerly circumferential route and is approxi- mately 2 to 3 miles west of Murray Boulevard and is of an expressway status. In 1968 the Oregon State Highway Division, upon the request of Washington County, performed a reconnaissance study for the southerly continuation of Murray Boulevard from its present • terminus at Old Scholls Ferry Road to -5. A map of a portion of the study is enclosed. Subsequent to the study and the adoption of the 1990 P.V.M.T.S. Transportation Plan said • corridor was placed on the county's FAS Highway System making it eligible for Some federal and state participation. In 1070 the Washington County Board of Commissioners requested an update of the 1968 recon- naissance study for Murray Boulevard and more particularly that portion from 99W to 1-5, A reproduction of the aerial photograph of that study is also enclosed. The P.V.M.T.8. Transportation Plan as well as the two reconnaissance studies project the intersection of Murray BoUlevard and 99W it/ 'the saddle northeast of King City and a short distance west of the Bull Mountain Road .., 99W intersection. In 1909 the Washington County Board of Commissioners instructed the state Highway tivision to proceed With a location line study of the Section of Murray Boulevard from Old scholls e ,, t L. It is also evident that in the construction of the interchange certain adjustments to Bull . Mountain Road and Beef Bend Road will need to be accomplished. As of this time the county has no definite time schedule for the construction of the facility, although it appears that it will be constructed in phases with the Old Scholls Ferry - 99W section being constructed first followed by the 99W 1-5 section. As you are aware the county has expended considerable time, effort and funds on the development of Murray Boulevard as a county complete facility , arterial, and the. need. to cam fete the faci7 it to 1-5 is considered to be important _t o the county and the community. If we are to accommodate the anticipated growth in the Tigard area facilities must be provided to efficiently and adequately handle the traffic volumes :created by this growth without undue congestion. As you are aware, from your familiarity with the Tigard area, there is only one location for Murray Boulevard to cross 99W in this vicinity and that is in the saddle as shown. Therefore, the preservation of the area in this vicinity until such time as the state has completed its location study is of utmost importance to the county and should be important to the Tigard - King City community, for without this facility both communities will • materially suffer in the future. We hope that your commission will p give this matter considerable thought when planning for the development of your area. If we can be of further assistance to you in this matter 1i we trust that you will call upon us. The 54 projects listed below are those recommended by the Portland-Vancouver Metropolitan Transportation Study (PVMTS) as the 1990 Tranlportation Plan. These projects were presented to the Coordinating Committee, the policy making body of the Transportation Study, and approval obtained, clgring July 1969. The numbers assigned to the projects are keyed to numbers on the face of this map, There is no particular significance in the numbering sysiem, it is only used to identify each project. Freeways and expressways have been assigned the lowest numbers with arterial streets, collector streets, extensions, and connections using the higher numbers and generally grouped geographically. The discussion of each project is limited to identifying its location and the number „. of lanes recommended, Later reports published by the study will include details regarding the recommendations, It should be emphasized that the lines • identifying the projects represent a recommended traffic corridor, they are schematic only and do not denote specific alignments. The following is a brief explanation of the various classifications used by the study in developing the PVMTS 1990 Transportation Plan. • Freeway: A facility devoted entirely to the task of moving traffic. It is characterized by full control of access and is a multi-lane, divided road with no intersections at grade Parking is prohibited and the minimum recommended widths are right-of...way, 150 feet; travel lane,i 12 feet; median, 16 feet and shoulders, 10 feet. • Expressway: A facility devoted primarily to the task of moving traffic with little or no land service function. It has partial control of access and is a multi-lane, divided roadway with few, if any intersections at-grade. Where grade intersections occur, traffic controls will be affected. ... Parking is prohibited. The minimum recommended widths are identical with those recommended for freeways i. Arterial: A facility primarily devoted to moving traffic, but which also performs a secondary land service function with abutting property haying .., access. It will probably be a multi-lane facility with traffic controls at intersecting streets. Parking may or may not be provided.
