Stattler Street, the extention of the City of Tigard Water District's 12-inch water line from its existing ending on S.W. Stattler Street to S.1 Hall with approximately 1470 feet of pipe. This can be found on the easterly side of the pro- ' • posed project on Sheet one. of two. The lotting pattern shows eight lots. One of the lots, #63, has the existing residence shown. These lots have been designed larger than the required size of 7500 sqUare feet to allow for the houses to be built as far as possible from the traffic noise which will occur on S.W. Hall Blvd when it is improved to its futUre standard. These lot sizes also afford the possibility of creating earth berMs along Hall,Blvd. to help shelter these homes sites from S.W. Hall Blvd. 2. One being oversized piping within the street section to provide detention. Also the dedicated park area in the northerly portion of this project, with some minor improvements, could provide this detention. On-site detention is a complex design function and should be completed only after street grades and other design criteria for the project have been set. The on-site storage of water from rainfall affords the ground a chance to replenish its ground water supply while detaining the peak runoff of the storm for a period of time so as to not overtax the downstream drainage area by the increased load caused by the improvement of this property. The method for computing or analyzing this detention is handled by adjacent jurisdictions in two ways. The City of Beaverton requires 540 cubic feet of on-site detention for every acre of develop- able land. Washington County Department of Public Works requires that the on-site detention be equivalent to the difference :between a 25 year storm with the property developed and a 25 year storm with the property in existing conditions. With these methods which have been utilized by the surrounding governmental jurisdictions, I feel it will be quite easy to affect on the final design an on-site detention appropriate for this property and in compliance with your Public Works Department requirements. be The half street improvement on S.'W. Stattler will be part of the con- . struction plans for this project and will be made a part of the coil- struction plans. of this project so your department can approve them as a unit package. 11. The ten foot required pathway right of ways are shown on Sheet one of two of the proposed plan. These paths as proposed afford a pedes- trian the ability to walk from S.W. Stattler to the nature park on the northerly portion of this project. The interior lots, as shown on Sheet one of two will have a five foot side walk area aartonting their property and it will be quite easy to provide the walking cir- culataon that anyone living in this community would desire. 12. Street intersections be aligned to intersect as closely to 90 degrees 66 possible. One can see by reviewing Sheot one of two or the proposed plan that the streets have been aligned as nearly as possible to this criteria. 13. Since that date, Mr. Bergey has lost his option -and my clients, Mr. Hill Godwin, Mr. 'Bob Westlund, and Mr. Fred Wordin, have purchased the property and wish to continue the planning process :r that Mr. Bergey began. After having rsviowed the general plan which Mr. Bergey Was proposing and the fifteen conditions which the Tigard Planning Commission had placed on the parcel, t felt that some serious considerations should be given to some major desigi recisions. The p ro posed half street on S.W. Stattler will be designed to the standards specified by your Public Works Department at a later date. The area in the. northerly portion where there are trees with a caliper diameter of 6 inches and over, should have the leeway in design to affect a standard section change to a minimum of 28 foot of paved surface meandering within the fifty foot proposed right-of-way to avoid, . where possible, any major trees. By narrowing and meandering the street section within this area, it is my opinion that more of the trees can be protected and saved. 4. A survey showing the location of the major t-ees can be shown on 0. Sheet two of two of the proposed plan. 5. That lotting pattern minimum 5) feet at the property line. Under this condition, we have exceeded this requirement in all but eight of our lots. Lots 33 and 31 have combined a fifty . foot frontage with a proposal of a common driveway access leading to them. Both of these lots are exceptionally large and from their character and nature lend themselves very well to a narrowing of this requirement. The same is also true of Lots 32, 33, 34, 37, and 38 as they are all of substantial size and substantial width at the property line 'to provide a more than adequate driveway to the resi° donee Lots 39-and 40 are similar in nature to the aforementioned Lots 30 and 31. 6. Dedication of 15 feet along S.W. Hall Blvd. is shown on Sheet 1 of 2. 7. Dedication of 10 feet along S. W. Stattler is shown on Sheet 1 of 2. ` 8. This condition states that there will be no access to S4W. Stattler Street unless approved by the Tigard Planning Department. The storm sewer system for on-tlite detention in my opinion should be ;r addressed in detail with the final construction plans of this his project. 5. There are many methods available to Use with this particular site for y 1 n., , 44:,4,11 ,t4 # x Page four John Laws November 28, 1977 • on-site detention. One being oversized piping within the street * section to provide detention. Also the dedicated park area in the northerly portion of this project, with some minor improvements, could provide this detention. On-site detention is a complex design function and should be completed only alter street grades and other design criteria for the project have been set. The on-site storage of water from rainfall affords the ground a chance to replenish its ground water supply while detaining the peak runoff of the storm for a period of time so as to not overtax the downstream drainage area by the increased load caused by the improvement of this property. The method for computing or analyzing this detention is handled by adjacent jurisdictions in two ways. The City of Beaverton requires 540 cubic feet of on-site detention for every acre of develop- able land. Washington County Department of Public Works requires that the on-site detention be equivalent to the difference between a 25 year storm with the property developed and a 25 year storm with the property in existing conditions. With these methods which have been utilized by the surrounding governmental jurisdictions, I feel it will be quite easy to affect on the final design an on-site detention • appropriate for this property and in compliance with your Public Works • Department requirements. 10. The half street improvement on S.W. Stattler will be part of the con- struction plans for this project and will be made a part of the coh struction plans of, this project so your department can approve them •1 as a unit package. 11. The ten foot required pLthway right of ways are shown on Sheet one 1 of two of the proposed plan. These paths as proposed afford a pedes- trian the ability to walk from S.W. Stattler to the nature park on the northerly portion of this project. The interior lotso as shown on Sheet one of two will have a five foot side walk area affronting their property and it will be quite easy to provide the walking cir- culation that anyone living in this community would desire. 12. Street intersections be aligned to intersect as closely to 90 degrees as possible. One can see by reviewing Sheet one of two of the proposed plan that the streets have been aligned as nearly as possible to this criteria. 13. Required the dedication of a 610000 square foot nature park located in the northwesterly portion of the property. This park will be shown as a tract on the final plat with a dedice.t.lon transferring ownership • of it to the City Of Tigard, as requested. .o � C 11 ly Page five John Laws November 26, 1977 14. The minimum lot size be no less than .6,000 square feet. We have maintained throughout this project a let size substantially higher than the minimum specified hoping to afford the builder 'the avail '„ ability of achieving very desirable home sites with enougiv area to have a faan;ly satisfied with their living environment 15. It is my opinion that with the dedication of the 61000 square feet nature park, that play equip-- merit would be more available if installed in this large area, par- ticularly the northwesterly corner which is of a topography which would afford an area for picnic tables and play equipment. The lot sizes throughout the project have been held above the minimum allowable to afford play area on the individual lots. Policies and standards • ' (1) The maximum overall density of development will be four dwelling units or 12 persons per .gross acre. ' This amounts to a standard of 7,500 square feet of land per dwelling unit , allowing for streets and other open space. Some areas will have a lower density, ow- ing to topography, existing development patterns or the desire of individuals to own a larger lot . (2) Residential subdivisions will be developed with paved streets, curbs and gutters, street lights, and walk- ways, according to City or County standards. All utilities will be placed underground. (3) Development wi:11 coincide with the provision of pub- lic streets, water, and sewerage facilities . " 6 . It has come to staff attention that an illegal minor land partition of Tax Lot 6400 (the southeast corner of the tax lot) has taken place. Last year (1976) staff was contacted by the property owner when the partitioning was being contem- plated, and staff informed the owner that a minor land par- titioning would be necessary. However, the property owner did not adhere to the proper procedures and recorded an il- legal minor land partitioning of Tax Lot 6400 at the County on April 23, 1976 . II . STAFF OBSERVATIONS: 1. The proposed development wi] 1 contain. 65 units on a 16.44 acre parcel, with an overall density of four single family residential units per acre. The remaining 2.47 acres of Tax Lot 6400 (200 by 540 foot rectangular shape parcel located in the southeast corner of the lot) has not been included in the development. It is staff ' s opinion that this portion of Ta% Lot 6400 should also be included within the planned de- . Mp ent anthat the a pplicant indicate on the general . 1 plan submission a proposed lotting pattern for this area as well as street system that will provide access to those lots . 2. The site is a gently rolling, vacant parcel . To the north in and deciduous western corner of a large stand of evergreen deoid.uoustre�sistraversed lot, by a natural drainage way, The applicant is proposing to use approximately 61, 000 square foot area as a "nature park". Surrounding property to the north has developed as single family residential . To the east at the north end of the parcel there is an orchard, and property at the south end on the east side is vacant, with the exception of one homey To the south across Sattler • Street is an open field, and on the west is another open field. • 6, fatbr would have to be provided to the site either by the ex- , tension of a 12 inch line in Sattler Street that terminates at S.W. Alderbrook in the Summerfield Planned Development or from the extension of a six inch line on S .W. Pinebrook Street north of the site. The applicant's revised site plan envisions a spine road. with several connecting streets that are designed to provide access to the north and south portions of the development . Proposed right-of-way for the spine road is 50 feet . The cul-de-sac streets in the southwestern portion of the lot are to be on a 40 foot right-of-way, with the cul-de-sacs having a 50 foot radius in accordance with City code. The "loop street" in the northwest corner of the lot is shown as having a 30 foot right-of-way . No indication has been given in the applicant 's program narrative as to what the surface pavement width of the streets would be or whether he intends to provide curbs and sidewalks along those streets . 5. The loop street in the wooded area in the north portion of the development is intended "to facilitate preserving the natural environment" in that area. However, staff has no means to determine what trees would be removed or those which would be preserved in order to provide for the neces- sary street right-of-way. 6 . Staff has some difficulty with the difficulty proposed lotting pattern, as shown on the "Tentative Plan" , in that some of the lots, particularly those fronting on the cul-de-sacs, are extremely long and narrow, making building placement difficult . In addition, it will be difficult to provide the necessary driveway access., as well as meeting the side yard setback requirements of the code. • 7, The Tigard Community Plan, 1971 designates S .W. Battler as a collector with a right-of-way minimum width of 60 feet. S.W. Sattler presently has 40 feet of right--of-way. There- fore, an additional ten feet would be required. S.W. Page 4 9. The site is a gently rolling, vacant parcel. To the north in the western corner of the lot, a large stand of ever- green and deciduous trees is traversed by a natural drain- age way. The applicant is proposing to use this approxi- mately 75,000 square foot area as a ' nature park". Sur- rounding property to the north has developed as single family residential. To the east, at the north end of the parcel, there is an orchard, and at the south end, on the east side, the property is vacant, with the exception of one home. To the south across Sattler Street is an open field, and on the west is another open field. 10. The street system as sho' i on the site plan is essentially a gridiron pattern which does not favorably respond to the physical characteristics of the site , The elevation along the west side of the property is 206 feet, dropping to 190 feet toward the middle of the site and rising again to 200 feet at the east end. A gridiron street pattern is not in keeping with the curvilinear street system that is develop- ing within the area. Perhaps a more appropriate circula- tion pattern for this site could be provided by means of a spine road, which would be more compatible with the exist- ing terrain, with several connecting streets that could be constructed to lesser standards (e. g, , 40 feet of right-of- way with 28 feet of paved surface) . • 11. The on-site traffic circulation pattern should also give special consideration for providing access to the property immediately east of the site. Ft. minimum lots on the 16 acre site, which would have a density of 1 .8 Lets/acre. With a P. U. D. we could possibly have (gross acres Less 20% for roads !;,.. 7500 plus 10%) 81 units ® a density of 5.o6 units/acre. Our purpose is to develop moderately priced, single family housing by clustering lots and housing units on this site. All lots will be of seperate title, thus allowing fee-simple ownership even where common walled structures exist. A fifteen foot sewer easement runs through the development area. Each unit will have its own connection to public sewer and water, maintaining the fee-simple ownership theory. 2. To make the best use of the land and try and save the natural areas (trees and drainage swales) we are asking Per smaller street • construction (from 34 to 28? in a right-of-way of 40' instead of 50'). In all 50' right-of-ways„ which are main collector streets in the site the construction will be 34'. The shape of the boundary delegates the best land use which is to have standard square blocks, to releave the straight arrow look we are proposing a serpentine sidewalk to create a more colorful effect. This will enable us to have a planting strip between the curb and sidewalk on every other unit for , the establishment of new trees and shrubs. Development standards for setbaoks are as follows: fifteen foot front yard, zero side yard, and 5 foot back yard. The average lot Size will be 5,000 square feet. 3. In the creation of this P. Ti. D. we will be able to provide a nature park to the City of Tigard which will leave an undisturbed park-like setting of approximately 75,000 sq. ft. 4.
