Stuckey, engineer for the proposed planned development, stated that due to lack of adequate detail for the collector mentioned in the staff report, it was not feasible at this time to proceed with the develupment. He stated that further development specifications for the location and width of the collector must be developed before the applicant can proceed with the proposed development. Mr. Stuckey further commented that, until the specifications of the collector street were pre- pared, not only this parcel but other property owners in the area were not able to go ahead and plan the development of their parcels. . This tabling was granted and at the April 6) 1976 Planning Commission meeting, the preliminary plan and program concept was approved and the applicant invited to apply for the A-2/PD zone change. 2. The NPO's recommendation to the Planning Commission relative to this request was concerned primatily with the means of providing access from Hall Blvd, to this property and the considerable amounts of undeveloped land to the north and south. A request by Orland Kjelgaard for preliminary plan and pro- gram review of a proposed residential planned development in the vicinity of 13778-13840 SW Hall Blvd. (Wash. This tabling was sought to allow the NPO time to resolve street location questions in the area east of Hall Blvd. and north of Bonita Rd. The past month has been spent on this issue and the NPO at their March 24th meeting adopted the following motion: "With regard to the Kjelgaard Multi-Family Planned Develop- ment Request, NPO #5 anticipates comprehensive development of multiple and single family dwellings in the area which includes his property. The NPO recommends allowance of multi-family development of the Kjelgaard property at the requested density. of 10.83 units per acre. However, approval of this request by the Planning Commission should be con- ditional upon the project being designed in order not to preclude the development of a spine road system bisecting this and adjacent properties. Access from Hall Blvd. 11 should be provided on an interim basis until the spine road can be connected. " The NPO has scheduled a meeting fur Thursday, April 8, to discuss their development concept for this area with affected property owners'. Attached are the two primary concepts being considered. Co. tax map 2S1 2DD, tax lot 500) . STAFF FINDINGS 1 . The requested concept approval is for 43 unit A-2 (mediumdensity) Residential Planned Development in an area presently zoned R-7 (single family residential) but designated medium density residential on the Tigard Community Plan. 2. The site, and those both North and South of it are long slender lots extending from a narrow (in relation- - 8hip to length) frontage on Hall Blvd. to the approximate alignment of Fanno Creek. 3. NPO #5, (recently formed) has requested tbat corcept approval not be granted, but be deferred for a month to allow the NPO to finish deliberations, now in progress, on access provisions to be made for future development between Hall Blvd. and Fanno Creek. At this point, the NPO has determined that a need exists for such access, but has yet to determine the feasability of acquiring right of way and obtaining development of the needed street, Preliminary inquiry reveals that other land owners, interested in development, may be willingto commit themselves to bear the costs of such a project prior to development. 4. The development proposed, from a conceptual point of view, does not seem to offer the amenity usually sought an a Planned Development. Perhaps the area devoted to ustreetn surface is a factor In this. It 1.8 also possible that the developer is simply trying to over build the site. Also, the developers indicated intent to sell the filotsts in the development on an individual basis for multiple dwellings that appear to be common wall buildings which makes staff somewhat apprehensive of ownership patterns. Without more explicit detail of the covenants restrictions, and/or development controls the developer expects to be able to exert, staff feels this aspect insufficiently explained. There are several informational deficiencies which should be corrected before this proposal is considered further: a. floor elevations of the dwelling units - necessary to determine how the proposed buildings "sit" on the site; b. floor area ratio - for comparison to similar projects; C. detail (cross sections and elevations) of proposed retaining wall in flood plain; d. pedestrian circulation; C. final grading (or approximate) . 6. The Applicant' s statement with respect to comprehensive plan conformance is in error in stating that the present R-7 (single family) zoning does not conform to the ,-,omprehensive plan (page 2, Applicant's Statement) . 7. Apparently the development will discharge its storm drainage directly into Fanno Creek. Some provision for retension and slowed release of storm runoff ought to be considered. 6. The project e.gpressly includes a request for variance • of street standards for the approximately 400 foot "private road" and of the platting regulations for lots in a subdivision (access to public R/W, "centerline de8cription" ) . 9. The R.V. storage area shown in the flood plane is a good use ordinarily to put floodable land to; however the site chosen happens to be in that area offering the most amenity for enjoyment of the sitef and conflicts directly with access to the ffpark" shown.
