Meyer Engineering Co) DATE: .February 28, 1977 A On February 1 1977 the Planning Commission denied an application • by George Scott for an amendment of his duplex planned development on S .W. 98th street at Scott Court to permit the inclusion of two four • plexes at the terminus of the cul-de-sac. The Planning Commission denied the request based upon staff findings which, in summary, stated that this planned development was originally conceived as a duplex residential development having an essentially single family character. Staff found that including the two four plex buildings within a project • which was originally planned for duplexes would be out of character and jeopardize the intent of the original planned development , The Planning Commission ' s denial was of the preliminary concept review not of the formal zone change request . Now before Council is an appeal of the preliminary plan and program which, if the Council choses to approve, will go back to the Planning Commission for their consideration in a formal hearing of the general plan and program, I realize this may appear confusing but remember that the planned develop- , ment process before the Planning Commission is a two step one and Mr, Scott is trying to complete the first step (preliminary plan) which must be done before the Planning Commission can consider the general plan or the 8e :nd step , 444,1. a , k ......„:.
