There is a conflict between the sanitary sewer and the water main. As a general rule, water mains are installed on the south and east side of the street. Sanitary sewers are usually designed for installation in the center or northerly portion of the street so that a minimum distance of 10 feet separates the two utilities. Accordingly, the proposed 6-inch water main has been relocated 5 feet from the southerly curbline of S. W. Scott Court as shown on the revised drawing. MULTI-FAMILY ZONE WITH ADDITIONAL FINDINGS WITH RESPECT TO COMPANION- ATE REQUEST FOR APPROVAL AND AUTHORIZATION FOR USE OF SAID LANDS AS — A PLANNED DEVELOPMENT DISTRICT PROJECT PURSUANT TO CHAPTER 18.56, • TIGARD MUNICIPAL CODE, WITH RESPECT TO TAX LOTS 1000 AND PART OF 1001 ON TAX MAP 1S1 35CD, GRANTING ZONE CHANGE AND AUTHORIZING PLANNED DEVELOPMENT DISTRICT, AND FIXING AN EFFECTIVE DATE. R-7) south of Greenburg Rd. on S. W. 98th Ave, (tax lots 1000 and part of 1001 on Map 1S1 35Gd) • George Scott 1 Applicant's Request 1. to be allowed to establish a planned development of duP lexes in an A-2 zone 2. to be allowed a zone change to A-2 from existing R-7 3. to vary subdivision code requirements as specified in his preliminary plan and development program narrative. Staff Finding.q 1. The size and shape of the site proposed is such that the best use of the site may be accomplished by the method chosen by the developer. The alternatives are either to place a cul-de-sac on one lot line creating an awkward development pattern or to assemble enough adjacent parcels to allow a loop subdivision. Neither alternative offers any particular advantage to the public. 2. On site retention or other drainage disposal is not addressed in sufficient detail in the submitted plan and should be addressed in specific and detail in the preliminary plat. • 3. Surrounding properties are older, smaller single family i homes on very large sites. This project will more than double the number of families using S. W. 98th at the present time. 4. The project conforms to Tigard Community Plan which identifies . • this area as tmedium density 0 and to the proposed NPO #2 Plan which also designates the area appropriate for medium density residential. 5. It should be noted that NPO #2 has proposed extension of • SW Center from the southerly end of SW 95th to the southerly end of SW 98th, alleviating the problem created by 98th terminating as it does without cul-de-sac or connection more than 1000 ft. from its only intersection, at Greer- burg Rd. 6. Applicant's request, although asking rezoning to A-2, specifies that his project density will be less than 7 units/gross acre. A-2 zoning ordinarily allows 12 units per gross acre. 7. Due to provisions of Tigard zoning code requiring develop- ment within one year of the first stage of the project or .vacation of the planned development district, staff sees advisable that no zone change be effective if the proposed PD be vacated. 8. Water and sewer are available at the site. 9. Impact of the population of the project on school popu- lation appears negligible. 10. Statements required of the proponent of an action such as this under provisions of the 11Fasano" ruling appear to be satisfactory as to form. 11. There appears to be no undesirable economic or environ- mental impact from the proposed project. APPROVAL OF MINUTES The minutes of the January 21, 1975, meeting were amended to show that (item #3) discussion was cut off by Chairman Whittaker and (item #7) unanimous ballot was moved by Hansen. PUBLIC HEARINGS 4.1 Public Hearing (Subdivision Preliminary Plat) S 3-74 Continued from January 21, 19751 to allow applicant to submit • k alternate lot arrangement and entrance to $. W. Schollwood Ct. from S. W. Hazelwood rather than from S. W. Springwood Drive (see minutes of January 21, 1975) A. Staff Findings Staff findings remained subs-6antially unchanged from staff report of January 21, 1975. Staff noted that the alter- native scheme presented also met code requirements. and eliminated staff reservations concerning the alignment of • S. W. Hazelwood loop intersection with S. W. Two development concepts were explored for this area. One plan was to serve the area with a straight cul-de-sac, bisecting the property. This approach created a barracks-type atmosphere, The units had equal setback and there was little flexibility .in their layout and arrangement This plan was abandoned in favor of the submitted concept. In this plan we are able to use larger lot sizes, vary the setbacks and curve the street; all in an effort to make a more desirable development. The . [ duplex units can be designed as to appear to be single family homes. The majority of the present physical features of the site will remain j in their natural state. • Grading will be very minimal and no trees will +, be removed. [ . The comprehensive plan, adopted in 1972 shows this area as urban medium density (12 dwelling units per acre) , The neighborhood planning district also proposes the same. Access into the property will be provided by a 40' by 385 public cul-de-sac with a pavement width of 28 feet from curb to curb. The bulb , at the end of the street is an elliptically shaped, large turn around. The , length of the radius of the bulb for the right-of-way at the widest point iS 50 ft. I The narrowest point measures a 45-foot radius. The radii of the pavement are 46 feet and 41 feet. These dimensions at the narrowest point allow adequate turning space for most vehicles. The 28-foot street will have two 10-foot driving lanes with an A, 8-foot parking lane on the north side of the street. Seventeen on-strerq parking spaces will be provided in this 8-foot lane which will continue around the bulb of the cul-de-sac to the driveway of Lot N . 7. Regional shopping facilities are available in Washington Square approximately two miles to the north, Smaller and more convenient shops are located in the shopping center on the corner of SW Hall Blvd and Pacific Blvd, Residents desiring library services will use the city library in downtown Tigard. Width of public street from 34 feet to 28 feet. I , 3. The front setbacks on 5 units will be decreased by as much l' as 5 feet from the City Standard. The units requiring a . I variance are on Lots Nos. 2, 3, 4, 6 rind 7. 4. The back setbacks on two units require a variance from the 1 15-foot norm to 14 feet from the back property lines. These L units are on Lots No. 4 and No. 6. 5. It will be necessary to deviate from the requirement that all drives be S feet from the next property line.
