W. Warner Avenue, which dead ends into ,r Lot 27, is not fully improved from Pacific Highway to the southern border of the property and therefore is not desirable as an access to the property. In addition, as stated in the variance application, because of the limited use of the ro p ert p y for a professional (non medical/dental) office and the impossible intersection of S. W. Warner with Highway 99 we feel that the use of the easement is the best access to the property. Normally I believe, would be,requ required. The reason for the y a 24' easement, gyred T ° request for the variance is that only 23 exist between the northerly prop- ° erty line of Lot 28 and the corner of the Donna's flowers building and therefore a 24' easement is not possible.
