Staff Findings
1. Proposed sign in size and design appears to conform to
Chapter 16, TMC (Sign Code)
2. Signs for which a permit is required in a Commercial-
,
Professional zone are controlled by the zoning code (Ch.
18, TMC) rather than by the sign code (Ch. i6, TMC) .
3. Free--standing signs are not permitted in the C-P zone.
4. "Riders" or auxilliary signs are not permitted in the C-P
zone.
5. The Tigard Triangle plan emphasizes: "Architecture rather
than signs should be the prime factor in identifying office
buildings. WHERE SIGNS ARE NECESSARY TO PROVIDE DIRECTION,
THEY SHOULD BE CLUSTERED ON A FAMILY SIONt . " (p. 9,
'Triangle Plan'") .
6, The intent of the sign restrictions imposed in the C-P
zone is to eliminate competition for visual dominance that
• is caused by signs designed to attract attention from the
passerby. In the south end of the triangle the three
commercial-professional projects. thus far attempted have
from zero to several thousand feet of Freeway frontage.
The sole project now exhibiting a permanent sign to the
freeway was there before the sign code or the commercial-
,
professional zone was anticipated.
7. Location seems to be more of an issue in this particular
request than doeS whether or not a free-standing sign
Should be allowed. A free-standing sign on the access
•
street or near the front entrance that would appear more aS
a nameplate than as an advertisement may more likely fit
the intent of the ordinance than would an allowed "wail
sign!' facing the freeway.
8. The Oregon State Highway Division offers informational
signing for freeway off-ramps.

Moved (Hansen) , seconded (Wakem) to approve for a two year
period per staff recommendation.
Moved (Porter) to amend to a three year period. Second
(Hansen) . Amendment failed by majority vote.
Original motion was carried by majority vote (Whittaker
against, Sakata abstaining) .

B. Public Testimony
John Flattery from Lincoln Properties testified indicating
that the sign was a nameplate and that there were many
signs on 1-5 and Hwy. 217; that the sign was not adver-
tising; that there were 81,000 sq. ,ft. of office space
in the complex and that this was the minimum variance that
would satisfy Lincoln Properties ' needs.
Mr. Flattery also entered letters from Lamb-Weston and
from Farmers Insurance indicating their support of his
request.
Mr. Flattery then showed slides of other signs on I-5 and
217 indicating that Lincoln Properties was simply attempt-
, ing to preserve its identity.
Commission cross examination dealt with the nature of the
sign requested and whether the ''rider" signs shown in the
illustration would be a permanent part of the sign.
Mr, Flattery indicated they would not and that they would
be removed as soon as the space was leased.
Mr. Ron May from the Gilley Co. spoke in support of the
signs indicating they were necessary for their marketing
program.
Mr. Roy Sims, a neighboring resident, spoke in opposition
to any signs in the C-P zone on SW 72nd or on SW Hampton.

Motion to deny (Hartman) based on findings that the appli-
cant did not demonstrate a hardship not shared by other
properties in the district; second (Hansen) , passed

Mr. Henry Vaderburg, architect for the applicant, presented
the preliminary plan and program and outlined the specific
requests to be made of the Planning Commission.

Nicoli indicated the density trade-off needed to be
tightened up0 q)ensity trade-off for unusable land is

Porter indicated that he shared Nicoli' s concern and was
• concerned about the road in the flood plain.
Whittaker indicated the information that he would like to
see as part of the general plan would include a vicinity
map showing adjacent and nearby buildings, streets and
topography, a soil study and some assurance that the
street indicated as the central spine of the plan goes
• through the Planned Development and connects to somebhing
other than a dead end.
The Commission then agreed that they would hear the general
plan and program at a subsequent meeting.

' Under the C-P zoning in effect With regard to the office
park, free-standing signs are not permitted (Tigard Code 18. 040.
70) . Instead, the C-P sign ordinance specifies attached build-
ing signs as the favored type of sign in this zone. From the
standpoint of Lincolnwood Office Park, the C-P zone sign res-
.
• trictions are counter-productive to efficient office park manage-
ment and operation and may detract from the aesthetics of the
Tigard triangle. ,

Under C-P zone sign restrictions, Lincolnwood Off ide Park
would be permitted a 15 square foot lighted attached sign for
each of three buildings which make up the office park. ' Lincoln !
Property Co. No. 75 does not wish to place separate signs on
each of the blaildingS. Tho variance application is a request
for one centrally located sign at ground level. .

The Tigard triangle is not a typical C-P zone. It is
bordered on two sides by freeways . Access to the Lincolnwood
project will be off Highway 217. Unlike other office structures
in that area (e.g. Varmer's Instrance) the Lincolnwood complex
is not a single user or single tenant building. The three build-
ings %ill houSe ntmerous offices and businesses. Without sote
kind of signing, visible to high-speed freeway traffic, the of

unobtrusive as possible, yet capable of providing the basic iden-
tification for a three-building complex. The concept of a free-
standing sign is in accordance with the City' s policy of pro-
moting tasteful and useful signs in, commercial and professional
zones . Rather than using three 15 square foot signs, mounted on
the face of the buildings, the central sign (Zan' X 12°)
eliminates the obvious potential for the creation and prolifer-
ation of eyesores in the Tigard triangle. The freestanding sign
concept is alsd superior to the attachment of one large (3' X 15')
sign to one of the three buildings (which is apparently permitted
by the C-P zone sign restrictions) . A single sign on one build-
ing would create confusion as to the status of the two non-
, signed buildings .
The present situation in the Tigard triangle makes it ap-
parent that strict application of the C-P zone sign restrictions
of the Lincolnwood Office Park would work a genuine hardship on
Lincolnwood for the following reaSons:
(1) Several buildings in the Highway 217 - Interstate 5
area have high visibility signs beyond that necessary for iden-
tification of the building (e.g. Farmer's Insurance, Ball Ford) .
Tenants in buildings without signs sufficient to identify their
location (suCh as tindolnwood) will be placed at a disadvantage
to SiMilar businesses in these highly-'signed OtructUre8.
(2) An office park is unique among commercial-professional
Structures . There will be numerous tenants in each of three
buildings . This compounds the identifiCation problem created
by the normal single office building. Inadequate signing of
Lincolnwood Office Park will place its tenants at a disadvantage
• to other single office building tenants.
(3) The iodation and Concept of the LinCOlnwood Office
h i other Park distinguishes es t from ot er office and professional build-
ings in C-P zones . The uSe of foliation,- open space and the off-
freeWay site dictate a different approach to building identifica-
,
tion from that used for the urban, off-Street comMercial-profeS-
,
sional structure iodated in a C-P zone.
The proposed permanent Sign is a ' bare-bones , nameplate
type Sign, with no additional Slogans or advertising. Its Site
and location are a function of the need for freeWay Visibility.
Therefore, it is at minimum Variance from the C-P one sign
ordinance, while carrying forward the condept of tnobtrt8iVe-
neSS .

Dear Mr. Bolen:
Enclosed is an application for a zoning variance signed
by aohn Flattery, representing the owner and developer of the
Lincolnwood Office Park which is located at the Intersection
of Highway 217 and the S. W. 72nd overpass. The application
relates to the erection of a free-standing, outdoor sign,
• anchored by two stone columns. Also enclosed is a check in
• the amount of $50.00 representing the fee for the zoning vari-
ance application.
Mr. Flattery will not be available on Tuesday, February
18, and we would like to have the matter placed on the Planning
Commission agenda for March 4, 1975. M . Flattery will make
the preSentation on behalf of the developer. Since this matter
will not coMe before the Planning CommisSion until March 4, 19/5,
we would like to have the proposed sign reviewed by the Planning
CoMmissiony8 DeSign Review Board prior to the hearing date.
Therefore, we request that the matter be placed on• the DeSign
Review Board's agenda for its neXt regularly schedUled meeting.

the sign. A color sketch of the sign has already been made and
your offide should have other materials regarding the location
