Dear Mr. Pagenstecher;
We are in receipt of your email dated March 15 2011. Andy from Pace Engineers also met with
Mike and Gus to review the drawings and below is a synopsis of the additional information
needed from their review. We are also in receipt of the Dan Nelson's email dated March 17
2011.
Here are our responses to the plan review comments:

1 , Condition #3..If the project is to be constructed in phases, the applicant must submit
an overall phasing plan and a detailed plan for each phase to the Current Planning
Division for review and approval. Each phase must show the limits of construction
�- and appropriate transition throughout the site and demonstrate consistency with all
of the applicable planning standards and conditions of approval.
City Comment: The overall phasing plan is good. The detailed phasing plan for
Phase ll is missing although the information may be scattered about the plan sets.
For example C3.2 shows the limits of construction and parking is accounted for on
another sheet. Tree removal is less clear as to which trees are proposed for
removal with Phase II as distinct from other phases.
Response: We have split the drawings into 3 sets; Phase Ha On -site, Phase lib
Building A Shell and Phase IIc Off Site. Each set has the information and
construction details for each phase. We have clarified the areas of work in
each of the bid packs. It you want an overview of the areas of work in each of
the bid packs see the Overall Plan on A1.0 of each of the bid packs.

City's Comment: Condition asks for evidence that supports one loading space. The

tenants and delivery companies that support a single space.

photos looking south that show the native material screening the residence,
he could relent on the hedge requirement until Building C is built. Please see
attached photographs.
11 Condition #14 Prior to issuance of any building permits, the applicant shall submit
as detailed plans that show all service areas, including air conditioners and gas meters
are screened from view.
061 Response: All HVAC equipment is roof mounted and fully screened by
parapets — see 1/A5.0 from the Phase lib Shell package. The gas meter is now
shown on the A2.1 of the Phase Ila On Site work package — see detail 9/A2.4 of
the Phase Ha On Site work package for screen detail.
12 Condition #15 Prior to issuance of any building permits, the applicant shall submit a
• written sig n- oflfrom the waste hauler (Pride Disposal) demonstrating that the
otei proposed waste collection system location and design is compatible.
Response: Please see the attached letter. Pride Disposal wanted the dumpster
to move north approximately 15'. Site drawings in all phases have been
updated for their requirements. They also requested we remove the cover on
the dumpster enclosure. See drawing sheet A2.4 of the Phase II On Site
drawings for enclosure changes.
13 >, Condition #24 Prior to site work, the applicant shall submitted a cash assurance
as (letter of credit or cash deposit) of the equivalent value of the mitigation required
(476 caliper inches of proposed mitigation tree planting x $125 /caliper inch =
$59,500). Any trees successfully planted and maintained in accordance with the
approved Tree Mitigation Plan and TDC 18.790.060.D, will be credited against the
assurance two years after all of the trees are planted. After the trees are planted,
the project arborist shall submit a letter to the City Arborist to certify that all of the
mitigation trees were properly planted per the approved Tree Mitigation plan in order
to the set starting point of the two year tree establishment period. After the two year
establishment period, the applicant shall provide a re- inventory of the mitigation
tress conducted by a certified arborist in order to document mitigation tree survival,
and compliance with the approved Tree Mitigation Plan. The remaining value of
caliper inches not successfully mitigated shall be paid as a fee in lieu of planting
from the original cash assurance. Failure to plant and provide documentation of the
mitigation tree planting by the project arborist within 6 months of certificate of
• occupancy issuance shall result in the forfeiture of the cash assurance to the City's
tree fund.
