Present at the meeting were Jim Funk (Commercial Plans Examiner for the City of Tigard) and Paul Ries (AFA). The purpose of this walk - through was to look at the egress situation for the apartment hallways and attempt to determine whether or not the owners request to remove the existing rear hallway stairs o lr7 be ar!c mrlished without compromi fire ?nri life safety. These stairs were being looked at for removal due to their alleged dangerous nature as a place for the trafficking of drugs, their potential flammability, and their existing code non - compliance in some aspects. 1. The Stairs are Necessary for Fire Egress and Life Safety Requirements: Jim Funk stated that the occupant load of each floor of the hall is great enough that the existing rear stairs are needed. The continued existence of these stairs provide the required two egress paths from each level of the hallway. 2. Existing Stairs: Funk did state, however, that the existing stairs are non - conforming in some aspects due to their width, because the doors swing over the / landings, and because of the undersized landings at r grade. Funk stated that due to the scope of work on C S N N this project being mostly one of deferred maintenance, the permitting process does not require an upgrade to these areas. Though the upgrading of the rear stairs and landings are not in the owners scope of work, AFA will be upgrading the hallway alarms and installing fire ex i iyuihers e t h level. p/6 4 END OF MEMORANDUM by Paul Ries cc: Jim Funk Sam Galbreath Rich Tolvstad B:VILA0227 • I I In C 9 I uerk /:\- rt ` 1 Aron Faegre & Associates 520 SW Yamhill Portland Oregon 97204 (503) 222 -2546 FAX /222 -6529 8 _4 (1 0, --'10 March 24, 1997 fc 1 Jim Funk, Commercial Plans Examiner City of Tigard 13125 SW Hall Blvd. Tigard, Oregon 97223 RE: VILLA LA PAZ APARTMENTS EXIT STAIRS FIRE & LIFE SAFETY ISSUES Dear Jim: Thank you for meeting me on February 27, 1997 to review the existing exit stair conditions for the Villa la Paz Apartments located at 11875 SW 91st Avenue, Tigard. The building owners report that there is a history of problems with the back stairs from the upper units. They are allegedly being used as a meeting place for drug dealer activity, and the owners hoped that there might be some way to eliminate them. During the site visit you noted that the back stairs provide the second exit for the building apartment units. We recognize that the Code requires these second exits when the exitway serves an occupancy load greater than 10. .-rv° However, we wonder if there are any local or state sanctioned exceptions that would allow removal of the rear CP exit. Specifically, the owner has suggested that providing of fire sprinklering and a monitored alarm system for the e exit halls and front stairs would seem to provide a life safety improvement that could compensate for removal of the CL .% rear exit stairs. Would the City of Tigard consider such an / alternative proposal? Thank you for consideration of this request. SITE WORK: 1. Handicapped Parking: Handicapped parking at Building #1 and #2 has been revised to show the ramps moved out of the aisle as per the enclosed supplemental drawing SD -1. 2. Handicapped Parking Sign: Sign has been revised to be 7' -0" from the ground line to the bottom of the sign. The text on the sign which states the fine has been revised to read $300. See supplemental Drawing SD -2. 3. Accessible Route from the Rear Stairs: As per previous', discussions with Jim Funk and our discussion this morning, work in this area is not required due to the scope of work on this project being mostly one of deferred maintenance. FIRE AND LIFE SAFETY: 1. One Hour Corridors: As per previous discussions with Jim Funk and our discussion this morning, work in this area is not required due to the scope of work on this project being mostly one of deferred maintenance. No work will be done to the corridor walls under this contract. Owner, under separate contract, will replace all corridor entry doors. See number 2 below. 2. 20 Minute Doors: This contract does not include the replacement of any entry doors. Under a separate contract, however, the owner will replace all of the hallway entry doors with new doors. They are specified as 20 minute doors to meet the one hour assembly rating required by code and are listed in this specification for owner's future convenience and code coordination only. 3. Carport #2 Storage Area: As per our discussions, this storage area will be separated from the U -1 carport with a 2 hour area separation wall. This area separation wall complies with UBC section 504.6.4, exception 2.1, which states that the wall can terminate at the underside of the ceiling structure, rather than with a parapet. See Supplemental Drawing SD -3. Please let me know if I have misinterpreted this section. 4. Fire Extinguishers: Fire extinguishers currently exist on all floors of each hallway, easily within the 75' maximum travel distance within each hall. Provisions in this contract call for a replacement of existing extinguishers and surface mounted cabinets with new fire extinguishers and surface mounted cabinets. 5. Smoke Detectors: As per the specifications, all smoke detectors shall be battery powered only, and will not be interconnected. STRUCTURAL: 1. Water Heater Tanks: All new hot water tanks only will be fastened to the wall with an approved seismic strap. See Supplemental Drawing SD -4. Please call if you have any questions.
