Dear Hap:
We have received the reinspection report for the Villa La Paz Community Center
(BUP98 -0154) dated November 3. We have completed items 2, 4, 7, and 9. With regard
to item 10: plans are, and have been on -site in the pool equipment room with all previous
inspection cards. After rechecking all ramp areas, we are unaware of any locations where
they exceed 1 in 12 (item 8). I believe Ron Church will be reinspecting for the above
items this afternoon.
We anticipate satisfactory resolution of the pool exits as required in items 3, 5 and 6
within the next two weeks, dependent only on specification and supply of hardware which
will ensure exterior security while allowing for free exit from the interior.
The unresolved issue appears to be the use of gutters and downspouts. After evaluating
architectural and site considerations, we still believe the current design is the most
appropriate for the site. Rather than concentrating storm water into gutters which could
inundate a storm drain system, we proposed handling the run -off through on -site
percolation and dispersion. Much of the roofline sheds water into the parking area
immediately uphill from a storm drain. The remainder diverts water from immediately
falling on walkways and allows it to be absorbed within the courtyard and sideyards. If
the City remains opposed to this system after review, we could provide a signed contract
for gutter installation within 24 hours.
We ask your consideration in providing a temporary occupancy for the building, given this
commitment to resolve fully all the issues which you have identified. Not being able to
utilize the building will prove to be a continuing strain of the operation of our business.
To serve prospective as well as existing residents, we desperately need to occupy the
space which has been constructed for a variety of purposes —the rental office, the
maintenance staging area, the computer learning center, and the community meeting room.
We have been utilizing a 2- bedroom apartment for all these purposes while the community
center was under construction, and it has not been effective.

I am in receipt of the temporary occupancy permit for the Villa La Paz Connnnunit
Center. In order to process our paperwork through the State of Oregon's Housing &
Community Services Department, and Key Bank, we need to reiterate any pending items
which have resulted in this permit being temporary.
In reviewing the inspection reports of 11/3/98 and 11/5/98, I note that the following items
remain:
1. Roof gutters & downspouts (currently being installed)
3. Exits from pool must be openable for inside at all times (on order) J

6. Hardware on exits must be protected 18" in each direction. (on order)

Dear Hap:
Thank you for meeting with us at the Villa La Paz Apartments this morning to review the final
requirements for occupancy of our new community center. Per our discussion during the meeting,
we will begin the following workplan this date, to be completed within 90 days or less (most items
today or early next week):
L _ Restriping of the spaces which are handicap accessible in order to ensure that wheelchairs
unloading have appropriate clearance to reach the ramp to the community center. The two
spaces to the left of the ramp will be re- striped and signed today. Architect Paul Ries will fax
to you directly drawings reflecting this change.
2. We will ensure that the County Health Department will forward its sign-off on pool - related
issues directly to you at fax number 624 -3681 and to CPAH at fax number 598 -8923. We
Will install gate releases which meet your mutual requirements.
3. We will add hand rails an the community center stairs closest to 91" Avenue.
4. We will install gutters and downspouts as per our approved plans. Architect Paul Ries will
fax to you modifications should those become necessary. Plumbing related work will begin
next week, and gutter installation the week after.
5. We will await word from you regarding any further requirements related to protection of the
fire hydrant It has already been reviewed by the Water Department and Fire Marshall's
office.
As I mentioned, we are anxious to get the Rental Office and ether components moved over . as soon
as possible. I look forward to hearing from you on Monday. I will be available most of the day
(after 10 a.m.) to deliver or pick up any items needed or associated with an occupancy permit.

The attached drawing shows an alternate placement of the required hydrant for the new construction.
In order to approve this, you will be required to do so as an alternate. As you will note on the drawing,
the access off 91st and radius complies towards the alternate. The travel distance for your equipment is
120'. If approved, you would have to back out, as the radius at the second driveway does not comply
with your requirements.
If you approve this alternate, please provide so in writing as an alternate.

The city will be upgrading 91st and replacing the utilities in same. The work for this project will
probably start in Nov. 98. The work under La Paz's BUP has a completion date of Sept. 30.
La Paz is requesting that they install the water main for the hydrant, cap same, and install the hydrant
when the street improvements are completed. This would require Hap to authorize a Temporary
Occupancy Permit until such time as the new water line in the street is installed.
The addition is equipped with double the requirement for Fire Extinguishers, which are adequate in a
temporary situation for Fire Control.
Please advise me of your respective decisions ASAP.

occupancy for your project, for the time necessary in the city completing the new water main.
The hydrant line will be installed prior to the completion of your project, as well as the vault and check
valves. Both ends will be capped, and the hydrant shall not be installed until the street improvements
are completed. You will then install the hydrant and flow test same.
We don't want the hydrant installed dry, as it will give the Fire Department a false impression until
such time as it is active.

Fire Hydrant Decision
Dear Robert:
As per our discussions during this past week, we are aware
of the requirements for an additional fire hydrant to be
located on the grounds of the Villa La Paz apartments. The
exact location of this hydrant has not yet been fully
decided, but will be near ,the NW corner of the pool as
previously discussed. We'will send you a copy of the final
location for your review at the appropriate time.
I trust that this letter, in combination with the sketches
for the fire truck access enclosed will be sufficient to
allow you to release the building permit to the contractor.
