COMMENTS:
I had a conversation with Hap Watkins, Supervisor to Inspectors and David Scott, Building Official.
There is no such thing as a letter of liability. The City needs an affidavit from the original contractor
or original owner stating the work was not done to the scope of the permit and list the repairs that were
done and where they were done. Then, the Building Official will determine if it complies with code or
not. His decision will be based on the above information.
Again, this is the responsibility of the current property owner.

agreed...you need to find out who it was that indicated we
would take that letter...then, discuss with staff re: the
inappropriateness of it we need to find out exactly what was done
as you indicate, and then determine if it complies with code or
not..then well go from there....

past, what legal basis could have been used?
What they need to do is get an affidavit from the original contractor
or original owner that the work was not done to the scope of the
permit and list the repairs that were done and where. It is the
responsibility of Ithe current owner to do this work if he wants us

I need to know who did site visit at Villa La Paz for roof, yesterday.
Inspections were not separated so I don't know, and it's not in P *P.
Inspector left notation on inspection slip "approved pending letter of
liability". Property owner wants to know what that means.
Long Story (I'll try to be brief):
1994 roofing permits (5) not inspected.
New property owner in past year.
New contractor for various upgrades.
We are holding finals on the new contractor until the old stuff is cleared up.
New contractor wants to final so he can get paid.
New contractor stated that the roofing company did not do the work that was
permitted. All they did was cover up the old roof, did not redeck.
New owner does not want to comply with liability letter (permitted work was not
done).
They could contact roofing co. But, there again, the permitted work was not
done.
I explained, the bottom line is the new property owner is responsible.
I told contractor and property owner I would call them back today before 4:00
p.m. and let them know what is expected so we can case final the roof permits.

Dear Jeanne:
I received your fax today about the closing out of the open permits referenced above. Please note that
the term "Letter of Liability" that you indicate that there "is no such thing ", originated with your building
inspector on his 3/17/ 98 inspection reports.
We removed and replaced all apartment building roofing under our 1997 permitted scope of work. At
which time we removed three layers of roofing from all buildings.. There was no indication of any prior
repairs to the roof deck or structure.
We request that final inspection on our 1997 permits occur without further delay.
