COMMENTS:
I have received a copy of the inspection report for Twality Middle School that you faxed to on
Hudson today. As you know, final approvals are not valid until the plans and permits are approved
and issued by the Building Official. Your designer has not responded to the plan review letter; the
plans have not been approved; the permit for fire protection (BUP96-0416) has not been issued; and
the fee has not been paid ($128.63). In a conversation with you several months ago, you told me
that the school district was picking up that permit and that it was not part of your contract. I have
enclosed the leading edge of the plans for That work. It looks like you are the applicant rather than
the school district. Without the fire protection permit, the related structural permits can't be
approved. Please contact your subcontractor and resolve these issues as soon as possible. The
School District is in violation of UBC standards and has been notified that the City and the
Construction Contractor's Board have no choice but to penalize the applicants if final approvals are
not received by March 31,1998.

permits issued to Twality. Years ago, TVFR agreed to an
alternate to requirements for fire protection of chases for
mechanical installations, but unprotected voids were still
allowed as density of .10 over 3,000 sq.ft. was provided. See
NFPA 13. Most current is the understanding reached with Gene
Birchill TVFR on 4/9/97 and Allen Crisanaz, PE for MRE & Assoc
doing a mechanical up grade on the school. when opening a
concealed comb void, draft and or fire stops will be installed.
If the area is enlarged, it will be protected by the buildings

Re: Twality Junior High
14650 S.W. 97 Avenue
6189A- 003 -000
Dear Jim:
Because of the history of sprinkling the above captioned facility, the fire district is
willing to support a policy of not extending automatic sprinkler protection into
existing void areas and concealed spaces unless those void areas and concealed
spaces are made larger. This decision is based on the fact that the existing
automatic sprinkler protection that is installed in the school is based on a .10
density with an application area of 3,000 square feet as prescribed in National Fire
Protection Association Standard 13 when combustible concealed spaces are not
provided with automatic sprinkler protection.
The fire district is in support of providing automatic sprinkler protection in void
and concealed spaces when void and concealed spaces are made larger or when
extensive modifications are made to the building.
This building was provided with automatic sprinkler protection during an
extensive remodel where it was found that large continuous non -draft stopped/fire
blocked void spaces were found running through the building. At that time a
decision was made to ask the school district to provide automatic sprinkler
protection in the building and the design criteria was chosen at that time.
