construction were we are providing new construction. There are areas of
the building that do not meet 1 hour construction requirements. There
have been four additions 1959, 1964, 1968, and 1982. We are making
improvements to fire and life safety however by providing a new 1 hour
rated corridor in areas "C" and "F" the 1964 addition.
ACCESSIBILITY
Will comply, refer to additional sign type "Cl" on sheet A2.1 detail 4A. For sign
locations refer to floor plan 1/A2.1, and 1/A2.2
The existing doors mentioned are not in compliance, however these non comply
doors were not part of our scope of work. Since we are exceeding the maximum
amount of 25% of the construction budget for ADA upgrades, it is not within our
means to correct this item at this time. Refer to attached schedule of values
projecting 29% of the budget utilized for ADA upgrades.

We are writing to address the mechanical items in the plan review comments from the City
of Tigard dated May 29, 1996, which we received with your transmittal dated May 30, 1996.
The numbering of the following comments corresponds to the numbering in the City of
Tigard letter.
SPRINKLER
1. Protection of concealed combustible construction is required by the Contract Documents
as follows: Specification Section 15300, Paragraph 2.03.B requires fire sprinklers
"...where required by NFPA 13." In NFPA 13, Paragraph 4 -51.1 requires protection of
concealed spaces containing combustible construction (includes space within the
built -up roof and within soffits) and Paragraph 4 -5.2 requires protection of shafts.
2. Submission of fire sprinkler drawings is required by the Contract Documents as follows:
Specification Section 15300, Paragraph I.04.A requires the Contractor to "Submit
drawing to Fire Marshal for review."
MECHANICAL
1. Specific duct materials are required by the Contract Documents as follows:

"Fabricate ductwork from galvanized steel." SMACNA HVAC Duct Construction
Standards Paragraph S1.8 notes "steel sheet ...shall be G-60 coated galvanized steel of
lockforming grade conforming.to ASTM A653 and A924 standards."
Specific gauges (thicknesses) for all ducts are required by the Contract Documents as
follows: Specification Section 15880, Paragraph 3.2.A.1 requires ductwork to have
"minimum gauge, and duct construction in accordance with Chapter 10 of Uniform
Mechanical Code [UMC] and SMACNA HVAC Duct Construction Standards." UMC
(1996 State of Oregon Mechanical Specialty Code) §606.6 and Table 6 -A require
specific duct thicknesses dependent upon duct thicknesses including a minimum
thickness of 26 gauge.
2. To the best of our knowledge ventilation openings in the lower level and upper level
ceilings do not penetrate fire rated ceilings.

This project in general consists of the following:
1. ADA work, up to 25% of the construction cost.
a) Provide additional ADA parking spaces.
b) Provide exterior building ADA access from parking lot.
c) Provide interior building ADA access between the two floors, two elevators.
d) Provide ADA/UBC required strobes and horns with new fire alarm system.
e) Provide ADA accessible restrooms.
f) Upgrading existing cabinets in eleven 6 grade classrooms to provide ADA
accessibility at new sink/drinking fountains.
2. Provide new lighting to meet current energy codes.
3. Provide new monitored fire alarm system.
4. Provide HVAC to a portion of the building.
5. Upgrade finishes in eleven 6 grade classrooms.
For an itemized list, indicating the scope of work in this contract, refer to attachment - Twality
Middle School Proposed Bond Project.
The following items were discussed:
A. DOW will submit plans the last part of March, with the intention of having the plans
reviewed under the current 1991 Building Code.

B. Jim mentioned the need for submission of energy code forms for lighting.
C. Jim requested an itemized cost breakdown showing the percentage of ADA work to be done
as a percentage of the construction cost.
D. DOW stated that a non complying ADA parking space exists near the kitchen. This space
will be discontinued. Currently the school has one conforming ADA parking space. We will
provided two additional ADA parking spaces, of which one will be van accessible.
E. Jim inquired about how the handicapped get from the main road, 97` Avenue, to the schools
main entrance. Currently 97 Avenue does not have sidewalks. Ron mentioned that no
public transportation is currently available, no bus stops nearby.
F. Two new elevators will be installed one at the Northwest and one at the Southeast corners of
the building. The northwest elevator provides access from the main floor classrooms to the
lower level Gymnasium. Jim inquired as to whether the Gymnasium was a basement. The
Gymnasium is not a basement, occupants exit directly to the outside at grade level. The
southeast elevator provides access from main floor classrooms to lower floor classrooms.
The southeast elevator is an additive bid alternate.
G. Drinking Fountains - There are a total of 8 drinking fountains on primary paths of travel.
DOW stated that fifty percent of the drinking fountains are accessible. No work in regards to
Drinking Fountains is intended at this time. However the within the 6 grade classroom we
will have new sinks /drinking fountains that will be accessible. DOW suggested that upon
request the school district may provide disabled student or teacher with their own water
bottle.
. DOW has planned for the following restrooms on the main floor to be modified, to meet

K. Jim asked for an occupant load calculation to determine if the school meets the required
number of fixtures. If this is the case, Jim stated, Unisex Toilet Rooms are acceptable.
L. Gene mentioned installing code legal draft stops in Area C and F classroom corridors.

M. Both Area C and Area F corridors F -19 and C -21 to be 1 hour floor ceiling assemblies to
create a 1 hour rated tunnel.
N. In Area C, above corridor C -21, is a new roof monitor. The space is to allow for enclosure of
new mechanical ducting. Gene mentioned the need to fire sprinkle this space.
O. Any mechanical ducting penetrating rated corridors C -21 and F -19 walls will have smoke
dampers.
P. Horizontal exit off Platform. DOW is planning for an elevator to allow accessibility from the
lower floor Gymnasium to the main floor Cafetorium A -24 and Platform A -20. A concern
was addressed for the need of an additional exit off the Platform. One exit exists at the
southeast corner of the Platform leading into the Gymnasium Balcony D -1. DOW suggested
that an additional door could be located on the opposite side, southwest corner, of the
Platform leading into the Gymnasium Balcony D -1.
Q. DOW is providing a new monitored Fire Alarm System. Visual and audible warning devices
are planned for in all common areas, restrooms, and corridors. The question was raised in
regards to providing these devices in each classroom. Gene mentioned in a previous meeting
that the state officials were omitting the requirement for strobes and horns in classrooms.
The reasoning was that in the classrooms, supervised by teachers, teachers could initiate
evacuation procedures. Jim stated that strobes and horns would more than likely be required
in each classroom.
DOW raised the issue of the installation of the fire alarm system counting towards the
25% ADA/Construction cost. Jim stated that the cost of the fire alarm system, would not
count toward the 25% expenditure in ADA requirements.
Templeton Elementary School
This project in general consists of the following:
1. ADA work, up to 25% of the construction cost.
a) Provide additional ADA parking
b) Provide exterior building ADA access from parking lot.
1/ ' c) Provide ADA/UBC required strobes and horns with new fire alarm system.
d) Provide ADA accessible restroom.
2. Provide new lighting to meet current energy codes.
3. Provide new monitored fire alarm system.
Classrooms are divided by an accordion walls which will be replaced with fixed walls,
including a passage door. Each classroom exists directly outside.
5. Remodel the existing administration area, approximately 500 sq.ft.

The following items were discussed:
( R. Jim requested an itemized cost breakdown showing the percentage of ADA work to be done,
as a percentage of the construction cost.
S. Building accessibility - Currently there are two ADA accessible parking spaces, and no van
accessibility. The cross slope of the access aisle is non conforming. The distance in the path
of travel is approximately 140 feet, but does not cross any drive. Jim suggested that DOW
i look at using an existing planter area, around the bus drop off drive - located near the main
entry, as a new location for ADA parking. The path of travel would be lessened to about a 60
foot distance, however this option does require a persons to cross the drop off drive. This
option was acceptable to all present. Dow stated that they would look at incorporating this
option. To meet code requirements this option requires additional demolition work, paving,
curb ramps, signage, and marked crosswalks.

The 1993 Edition of the OSSC will allow "unisex restrooms" when remodeling
and existing building, Section 3112(a) regulating alterations says in part: "In
choosing which accessible elements to provide (for disabled access); priority should
be given to those elements that will provide the greatest access, in the following
order..."
A. Parking
B. An accessible access
C. An accessible route to the altered area, (or in this case making the lower floor
accessible with the addition of elevators).
D. At least one accessible restroom for each sex or a single unisex restroom ..."
More of the budget can then be spent in areas that will provide the "greatest access ".
More than likely the toilet fixture counts for staff and students are below current
code standards, the original school was constructed in 1959 w/ additions in 1964 &
1968, considering codes requirements in this area have increased. With some new
unisex ADA restrooms available, its possible for the restrooms to serve both student
and staff and still give the required privacy, while maintaining existing plumbing
fixture /occupant ratio
Also the some disabled people require attendants who are often of the opposite
sex to assist them. Single occupant restrooms with a lock and "occupied" indicator
provide privacy and eliminate the need for an attendant of the opposite sex to enter an
sex - assigned restroom.
We are not adding any area to the building. Nor are we re- designing any interior
spaces, except as to provide for elevators and the alterations to the restrooms both of
which address ADA. Our point of reasoning is that we are not increasing the
occupant load which would require increasing plumbing fixture /occupant ratio.
The 1993 Edition of the OSSC Section 3112(7) A shared facilities. The addition
of one unisex toilet facility accessible to all occupants on the floor may be provided in
M lieu of making existing toilet facilities accessible when it is technically infeasible to
I \ comply with this chapter. Altering the existing student restrooms would be
technically infeasible. Altering the existing restrooms would require extensive
remodeling of walls, some of which are structural. Also the existing restrooms have
hallways leading into them and are not sufficiently wide enough to allow for access,
especially when hallways make a 90 degree turn. Halls into existing restrooms do not
currently allow for the required wheelchair door approach dimension, adding to the
extent of remodeling that would need to occur.

general usage areas (e.g., meeting rooms). Will the city be requiring us to locate
warning devices in classrooms? With these rooms under direct supervision of a
teacher knowledgeable of evacuation procedures, could this satisfy or replace the
need for the warning devices in each classroom?

time as improvements are made to the exterior path, its suggested the school district
provide assisted service upon request on the paths of travel between the buildings.

Twality Middle School
This project in general consists of the following:
1. ADA work, up to 25% of the construction cost.
a) Provide additional ADA parking spaces.
b) Provide exterior building ADA access from parking lot.
c) Provide interior building ADA access between the two floors, two elevators.
d) Provide ADA/UBC required strobes and horns with new fire alarm system_
e) Provide ADA accessible restroon s -
f) Upgrading existing cabinets in eleven 6'" grade classrooms to provide ADA
accessibility at new sink/drinking fountains.

The following items were discussed:
A. DOW will submit plans the last part of March, with the intention of having the plans
reviewed under the current 1991 Building Code.

B. Jim mentioned the need for submission of energy code forms for lighting.
C. Jim requested an itemized cost breakdown showing the percentage of ADA work to be done
as a percentage of the construction cost.
D. DOW stated that a non complying ADA parking space exists near the kitchen. This space
will be discontinued. Currently the school has one conforming ADA parking space. We will
provided two additional ADA parking spaces, of which one will be van accessible.
E. Jim inquired about how the handicapped get from the main road, 97t Avenue, to the schools
main entrance. Currently 97 Avenue does not have sidewalks. Ron mentioned that no
public transportation is currently available, no bus stops nearby.
F. Two new elevators will be installed one at the Northwest and one at the Southeast corners of
the building. The northwest elevator provides access from the main floor classrooms to the
lower level Gymnasium. Jim inquired as to whether the Gymnasium was a basement. The
Gymnasium is not a basement, occupants exit directly to the outside at grade level. The
southeast elevator provides access from main floor classrooms to lower floor classrooms.
The southeast elevator is an additive bid alternate.
G, Drinking Fountains - There are a total of 8 drinking fountains on primary paths of travel.
DOW stated that fifty percent of the drinking fountains are accessible. No work in regard. to
Drinking Fountains is intended at this time. However the within the 6' grade classroom we
will have new sinks /drinking fountains that will be accessible. DOW suggested that upon
request the school district may provide disabled student or teacher with their own water
bottle.
H. DOW has planned for the following restrooms on the main floor to be modified, to meet
ADA accessibility:
Main Floor (Northwest): ExistingToilet Rooms A - 34, and A - 35 to be modified.
Main Floor (Southeast): Existing Toilet Room B -28 modified to Unisex ADA,

e / K. Jim asked for an occupant load calculation to determine if the school meets the required
4 number of fixtures. If this is the case, Jim stated, Unisex Toilet Rooms are acceptable.
L. Gene mentioned installing code legal draft stops in Area C and F classroom corridors.

M. Both Area C and Area F corridors F -19 and C -21 to be 1 hour floor ceiling assemblies to
create a 1 hour rated tunnel.
N. In Area C, above corridor C -21, is a new roof monitor. The space is to allow for enclosure of
new mechanical ducting. Gene mentioned the need to fire sprinkle this space.
O. Any mechanical ducting penetrating rated corridors C -21 and F -19 walls will have smoke
dampers.
P. Horizontal exit off Platform. DOW is planning for an elevator to allow accessibility from the
lower floor Gynmasium to the main floor Cafetorium A -24 and Platform A -20. A concern
was addressed for the need of an additional exit off the Platform. One exit exists at the
southeast corner of the Platform leading into the Gymnasium Balcony D -1. DOW suggested
that an additional door could be located on the opposite side, southwest corner, of the
Platform leading into the Gymnasium Balcony D-1.
Q. DOW is providing a new monitored Fire Alarm System. Visual and audible warning devices
are planned for in all common areas, restrooms, and corridors. The question was raised in
regards to providing these devices in each classroom. Gene mentioned in a previous meeting
that the state officials were omitting the requirement for strobes and horns in classrooms.
The reasoning was that in the classrooms, supervised by teachers, teachers could initiate
evacuation procedures. Jim stated that strobes and horns would more than likely be required
in each classroom.
DOW raised the issue of the installation of the fire alarm system counting towards the
25% ADA/Construction cost. Jim stated that the cost of the fire alarm system, would not
count toward the 25% expenditure in ADA requirements.
Templeton Elementary School
This project in general consists of the following:
1. ADA work, up to 25% of the construction cost.
a) Provide additional ADA parking
b) Provide exterior building ADA access from parking lot.
c) Pruvidc ADA/UBC required strobes and horns with new fife alarm system.
d? Provide ADA accessible restroom.
2. Provide new lighting to meet current energy codes.
3. Provide new monitored fire alarm system.
4. Classrooms are divided by an accordion walls which will be replaced with fixed walls,
including a passage door. Each classroom exists directly outside.
5. Remodel the existing administration area, approximately 500 sq.ft.

The following items were discussed:
R. Jim requested an itemized cost breakdown showing the percentage of ADA work to be done,
as a percentage of the construction cost.
S. Building accessibility - Currently there are two ADA accessible parking spaces, and no van
accessibility. The cross slope of the access aisle is non conforming. The distance in the path
of travel is approximately 140 feet, but does not cross any drive. Jim suggested that DOW
look at using an existing planter area, around the bus drop off drive located near the main
entry, as a new location for ADA parking. The path of travel would be lessened to about a 60
foot distance, however this option does require a persons to cross the drop off drive. This
option was acceptable to all present. Dow stated that they would look at incorporating this
option. To meet code requirements this option requires additional demolition work, paving,
curb ramps, signage, and marked crosswalks.
T. DOW is providing a new monitored Fire Alarm System. Visual and audible devices are
planned for in all common areas, restrooms, and corridors. See note of same above under
Twality. Gene suggested dividing the building up into three zones.
U. DOW is planning to modify existing unisex Toilet Room A -12 to meet ADA requirements.
V. Jim inquired as to the exterior path of travel between the classrooms. The existing exterior
ramps are not in compliance with ADA. The slope exceeds 1:20.

Dear Jim:
This letter is to confirm our discussions of February 28, 1996 involving Twality
Middle School access. The school exists in an area of no public sidewalks nor
public transportation. The site is on sloping ground which does not permit ease
of disability access. We are providing all the required handicapped parking
including van accessible parking at the school. For disability student access the
District provides direct bus service to the school entrance.
