To whom it may concern:
This letter is to certify that all requirements of building permit #BUP2002- 00234, issued
for a building shell, have been completed. The final inspection was performed and
approved on 09- 17 -04, by inspectors from the City of Tigard. No other improvements
are included in this permit, nor shall any - tenant improvement be occupied until such time
as it is approved by final inspection and approved for the use intended and provided with
a Certificate of Occupancy.
The City neither guarantees nor warrants to the owner, occupant or any other person
that this letter evidences strict and complete compliance with each and every ordinance
or regulation of the City or the State of Oregon affecting the construction or use of said
structure or the land upon which it is situated. Such compliance is the responsibility of
the owner and /or occupant of the premises.
This letter certifies only that the work covered under the permit number listed above has
been completed. It is not permission to occupy tenant spaces.

To my knowledge, all of the issues reported in the special inspection reports and my construction
ob&ervaton repots nave been corrected. This includes repairs to the concrete walls, which have
been extensively investigated to locate voids, and to modifications to the framing to accommodate

The purpose of Engineer's visits to the site is to enable Engineer to provide for the Owner a greater degree
of confidence Chet the .completed work of Contractors) will conform generally to Design Documents and that
the integrity of the design concept as reflected in .the Design Documents has been implemented by
Contractor(s),
Construction observation means the visual observation of the structural system, including, but not limited to,
the elements and connections at significant construction stages, and the completed structure for general
conformance to the approved plans and specifications. Structural observation does not include nor waive
the responsibility for the inspections required by State Building Code Sections 306 (building inspections)
and 306 (specie( inspections).

Construction observation as defined in this section is not to be relied upon by others as a guarantee of the
work, not to be construed to relieve the Contractor(s) of its obligations and responsibilities under the
construction contract, approved permit documents, and applicable workmanship provisions of the Stele
Building Code and standards referenced by the approved permit documents.
Construction observation does not include responsibility for the inspection or supervision of construction
processes, site conditions, operations, equipment, personnel, or the maintenance of a safe place to work, or
any safety in, on, or about the woriesite.
Certain items noted in the observation reports were covered during the progression of construction and
were not re- observed. The Contractor remains responsible for all noted issues. •

The doors manufactured and machined for this job were labelled 20 minute or 90
minute as required. They were eligible to receive the supplemental " s " label on the
20 min. doors and the positive pressure label on the 90 mitt. doors at the same
tune. These labels certify that the doors will meet UBC 7 -2-97 requirements when
installed properly.
