Regarding: Findings from our analysis for converting the Westgate Baptist Church /School from Uniform
Building Code to the International Building Code
Description: The Westgate Baptist Church /School at 10730 SW 130` Ave Tigard, Oregon construction has
been phased. The shell (BUP2002- 00234) and first tenant improvement, the foyer and rooms
122 thru 143 (BUP2004- 00054) were permitted under the Uniform Building Code (UBC). At the
time of the shell permit the building was approved as:
Occupancy Type: A2. I /E- I N
Construction Type: V/I Hour
41,873 square feet in area and 2 stories with an occupant load of 1,624.
The building was fully sprinkled in lieu of I -hour construction.
During the review of the first tenant improvement the City of Tigard approved the layout for the
entire interior (both I and 2 floors) with the exception of the nursery area; this was not
approved as designed. The City of Tigard required the building to have a 2 -hour area separation
and one hour corridors on the first and second floors and signed off approved plans on 3/25/04.
The City of Tigard and the Owner agreed that each phase of construction would be permitted
separately so the services during construction costs could be deferred and applied to each permit
as the building is built out.
The second tenant improvement had two permits BUP2005 -00218 rooms 103 thru 114 and
BUP2005 -00383 rooms 116A and 121. These permits were reviewed by the City of Tigard
under the International Building Code (IBC) at the owner's request.
Occupancy Type: E
Construction Type V -A
4,392 square feet in area and 2 stories with an occupant load of 71.
The building has been construction so that the exterior walls area -hour but the interior bearing
partitions, floor assembly and a portion of the roof assemblies are not of I -hour fire rated
construction. Corridor 154 (south first floor) has been built and signed off by the City inspector
as a I -hour rated corridor.

Hennebery Eddy Architects (HEA) found that under the IBC:
Chapter 3: The building can be classified as an E (305.1). Assembly areas that are accessory to
Group E are not considered separate occupancy (302.2. I).
Spaces used for different purposes (302.4). The building will be used during times in a week as a
Church. We have analyzed and documented on the code study sheet the building classified as an
A -3. The Nursery Area in the northwest corner of the building will be used only during religious
functions and therefore would be exempted from being classified as an 1 -4 per section 308.5.
Accessory use areas (302.2) ....Any other accessory use area shall not be required to be
separated by a fire barrier provided the accessory use area occupies an area not more than 10%
of the area of the story in which it is located and does not exceed the tabular values in Table 503
for the allowable height or area for such use. The Kitchen is 752 square feet which is 3% of the
floor area no fire barrier is required.
Replacement Table 302.3.2 requires no fire separation between occupancies A and E for a
sprinklered or non- sprinklered building. Footnote 'e' commercial kitchens need not be separated
from the restaurant seating areas that they serve.
Chapter 4: 410.3 Stages. 410.3. I Stage construction. Stages shall be constructed of materials as
required for floors for the type of construction of the building.
410.3.4 Proscenium wall. Stage height is less than 50 feet so not rating is required separating the
seating area from the stage.
410.5.2 Separation from each other. Dressing rooms, scene docks, property rooms .....
appurtenant to the stage shall be separated from each other by fire barrier wall and horizontal
assemblies or both with not less than an one -hour fire - resistance rating with approved opening
protectives.
Chapter 5: The allowable height and area for an E occupancy with type III -B construction are two
storys and 14,500 square feet and 9,500 square feet for A -3 occupany; see attached area
modification calculation worksheet. The building height may be increased with the use of
sprinklers one story and an additional 20 feet of height.
Chapter 6: Table 601 - Construction Type III -B requires two hour fire resistant rating for the
building exterior only.
Chapter 7: Fire Walls for buildings with Type Illb construction are required to be of 3 -hour rated
fire rated construction for E and A -3 occupancies.
Chapter 9: An automatic sprinkler system shall be provided for Group E occupancies (903.2.2)
with fire areas greater than 20,000 square feet (903.2.2.1) and for Group A -3 occupancies
(903.2.1.3) with fire areas greater than 12,000 square feet and for occupant loads greater than
300.
The total building square footage is 41,873.
Chapter 10: Travel Distance for a fully sprinkled building with an E and A -3 occupancy is 250
feet. (1015. I) 200 feet is the farthest distance that will be traveled.
No fire - resistance rating is required for the corridor with an occupant load greater than 30 when
the building is fully sprinkled (1016.1).

Assembly main exit (1024.2) ... shall be of sufficient width to accommodate not less than one -half
of the occupant load, but such width shall not be less than the total required width of all means of
egress leading to the exit. (456 = 1/2 of the occupants, 68.4" min. width required — 360" is
provided.)
Assembly other exits (1024.3) Two others are required — four are provided the min width for
two exits would be 34.2" for each of the required exits. 42" is provided at each of the four exits.

An original plan review was performed under the State of Oregon Structural Specialty Code (OSSC)
1998 edition; and 1998 Oregon Fire Code (OFC) as amended by TVF &R on the shell of the building
along with portions of the interior excluding the West side of the building that was reviewed under the
2004 OSSC. The city has allowed this building to be built in stages as money becomes available for the
applicant to build.
Brian Dutton has requested that a review be conducted on the whole building under OSSC 2004 editions
of the codes stated above. The submitted analysis and building plan was reviewed by (HEA) Meg
Matsushima and is based on the 2004 building codes.
The 2 story, Kitchen, lower assembly areas and some office areas have not been built at this time. This
review includes these areas for clarity as part of the whole building approach and does not grant approval
for these areas to be built under this review. These areas are to be closed off and not used for any
purpose upon approval to do so. Plans shall be submitted for review when these areas are ready to be
built.
•
This document establishes my review of the submitted analysis and plan view dated March 6,
2006. This approval is subject to the following conditions as required under 2004 OSSC & OFC:
OCCUPANCY TYPE /BUILDING USE
• This building shares two functions. On week days, it serves as a school (E) and during weekends and
some evenings it serves as a church (A 3). 302.3
• This building review is based on a mixed use building as per section 302.3 and exceptions (4) & (5)
"Where a building is occupied by two or more uses not included in the same occupancy classification, the building or
portion thereof shall comply with Section 302.3.1 or 302.3.2 or a combination of these sections. Exceptions: (4)
Accessory use areas in accordance with Section 302.2. (5) Incidental use areas in accordance with Section 302.1.1."

• The building is designed as nonseparated uses per section 302.3.1 "Each portion of the building shall be
individually classified as to use. The required type of construction for the building shall be determined by applying the
height and area limitations for each of the applicable occupancies to the entire building. The most restrictive type of
construction, so determined, shall apply to the entire building. All other code requirements shall apply to each portion of
the building based on the use of that space except that the most restrictive applicable previsions of Section 403 and
Chapter 9 shall apply to these nonseparated uses. Fire separations are not required between uses, except as required by
other provisions. "
• This building holds two primary uses, as a school and a church. The building is classified as an E
with assembly areas as accessory requiring no separation per 302.2.1 and Table 302.3.2. And, a A -3
Church with accessory areas requiring no separation per 302.2.1 and Table 302.3.2, 302.3.1 & 303.
• Every room or space that is an assembly occupancy shall have the occupant load of the room or
space posted in a conspicuous place, near the main exit or exit access doorway from the room or
space. Posted signs shall be of an approved legible permanent design and shall be maintained by the
owner or authorized agent. Sec. 1004.3
TYPE OF CONSTRUCTION
• The most restrictive type of construction, 3B as so determined per Table 503, shall apply to the
entire building based of the A3 (church) use. Therefore, 38 construction with 2 hour exterior walls
(Table 601), the maximum allowed building area is based of minimum 20 + foot yards and
sprinklers is 63,313 square feet total building area with 2 stories (calculation attached). Actual area of
building 42,005 square feet, 2 stories fully sprinklered. There is no separation requirement required
between the school use and the church per Table 302.3.2. _ "602.3 Type III Type III construction is that
type of construction in which the exterior walls are of noncombustible materials and the interior building elements are of
any material permitted by this code..."
• This building has utilized ECO -BLOCK insulated concrete forms (ICFs) stay in place formwork for
structural concrete load bearing and nonload -bering exterior walls. For use in buildings of types I, Ii,
III, & IV (noncombustible) construction. The exterior walls have a 2 hour + fire - resistance rating
according to the approved listing report ESR -1182 (attached).
• Provide a structural analysis of the building based on current OSSC 2004 OSSC prior to assembly
occupancy approval. ** (this deferred submittal shall be submitted and approved before final C of 0
can be issued on this building.)
• The current suspended ceiling system within this building meets current code. Beginning May 1,
2006, changes will occur to the current code and all future ceiling design shall meet those
requirements under standard ASCE 7 or other methods approved by the State of Oregon or the City
of Tigard.
FIRE PROTECTION SYSTEMS
• The fire sprinkler system shall be installed throughout the building as required per 903.2.1.3,
903.3.1.1. & NFPA 13
• The fire alarm system is installed throughout the building as the building is being completed per
907.2, 907.3 & NFPA 72.
EGRESS SYSTEM /DOOR HARDWEAR
• The means of egress width shall not be less than required by this section (Sec. 1005.1). The total
width of means of egress in inches shall not be less than 72 inches in Group E with a corridor having
a,required capacity of 100 or more. This building has 102 "inches actual for all corridors. Sec 1005 &
1016.
• The common path of travel of 75 feet & the maximum travel distance of 250 feet for sprinklered
buildings as required per sec. 1013 & 1015. This has not been exceeded.
• The minimum required number of exits for the occupant load of the gymnatorium is 3 exits, 5 exits
provided with the main exit size 360 inches provided, along with remaining exits at 42 inches. Sec
1017, 1018 &1024
• The required number of exits from the main building with an occupant load over 1,000 is 4. The
actual exits provided are 4. The building meets this requirement.
• The 2n story requires 2 exits 3 exits are provided. The minimum width for these stairs shall 44
inches.
• Each door in the means of egress from an occupancy of Group A or E having an occupant load of
50 or more shall not be provided with a latch or lock unless it is panic hardware or fire exit hardware.
Sec. 1008.1.9. All exit doors shall have panic hardware installed.
• The interior 2n story balcony has seating capacity of 50 occupants. Two means of egress are
provided from that area one from each side with stairway access adjacent to one of the exits.
Sec. 1024.5 (not built at this time)
STAIRS /ELEVATOR
• There are three interior egress stairways and an elevator serving the second story of this building.
This building is equipped throughout with an automatic sprinkler system in accordance with Section
903.3.1.1 (sprinklered throughout). There are three main exits on the main floor. Therefore, these
stairways are not required to be enclosed or be of fire resistive rated construction as per Sec 1019 (9).
• All stairways shall be built of materials consistent with the types permitted for the type of
construction of the building; except that wood handrails shall be permitted for all types of
construction. Sec. 1009.
• The walking surface of treads and landings of a stairway shall not be sloped steeper than one unit
vertical in 48 units horizontal (2- percent slope) in any direction. Stairway treads and landings shall
have a solid surface. Finish floor surfaces shall be securely attached. Sec. 1009.5.1
• Stairways shall have handrails on each side. Handrails shall be adequate in strength and attachment in
accordance with Section 1607.7. Sec. 1009.11
• Handrail assemblies and guards shall be designed to resist a load of 50 plf applied in any direction
at the top and to transfer this load through the supports to the structure. Sec 1607.7
• Handrail assemblies and guards shall be able to resist a single concentrated load of 200 pounds
applied in any direction at any point along the top, and have attachment devices and supporting
structure to transfer this loading to appropriate structural elements of the building. This load need
not be assumed to act concurrently with the loads specified in the preceding paragraph.
Sec 1607.7
• Intermediate rails (all those except the handrail), balusters and panel fillers shall be designed to
withstand a horizontally applied normal load of 50 pounds on an area equal to 1 square foot,
including openings and space between rails. Reactions due to this loading are not required to be
superimposed with those of Section 1607.7.1or 1607.7.1.1.
SPECIAL USE AREAS
• According to the applicant, the nursery area on the Northwest corner of the building will be used
only during religious functions when the building is a church use. OSSC 308.5 exempts child care
facilities /nursery in places of worship during religious functions being classed as a I -4 occupancy use.
This nursery is accessory use to the church and occupies an area under 10 %. Therefore no separation
required per section 302.4 "...Any other accessary use area shall not be required to be separated by a fire barrier
provided the accessory use area occupies an area not more than 10 percent of the area of the story in which it is located
and does not exceed the tabular values in Table 503 for the allowable height or area for such use."
• The small kitchen when it is built is also considered an accessory used for both the assembly use and
the school, and is not more than 3% of the floor area. Therefore requires no separation between
uses.
INCIDENTAL USE AREAS
• The incidental use areas per Table 302.1.1, like storage rooms over 100 sq ft in area furnace room
where an .iece of e•ui.ment is over 400 000 Btu ser hour in laboratories and vocational shoes
not classified as Group H, located in Group E, laundry rooms over 100 square feet, waste and linen
collection rooms over 100 square feet, etc. shall be separated from the remainder of the building with
a one hour fire barrier or provided with an automatic fire- extinguishing system.
• This building is provided with an automatic fire- extinguishing system throughout. Therefore, where
Table 302.1.1 permits an automatic fire- extinguishing system without a fire barrier, the incidental use
area shall be separated by construction capable of resisting the passage of smoke. The partitions shall
extend from the floor to the underside of the fire- resistance -rated floor /ceiling assembly or fire-
resistance -rated roof /ceiling assembly or to the underside of the floor or roof deck above. Doors
shall be self - closing or automatic- closing upon detection of smoke. Doors shall not have air transfer
openings and shall not be undercut in excess of the clearance permitted in accordance with NFPA
80. 302.1.1.1
PROPOSED PLATFORM AREA (area not built at this time, part of the assembly area.)
• This building proposes to be utilized as a permanent platform as per section 410, which is considered
a raised area within a building used for worship; the presentation of music, plays or other
entertainment; the head table for special guests; the raised area for lecturers and speakers; boxing and
wrestling rings; theater -in -the -round stages; and similar purposes wherein there are no overhead
hanging curtains, drops, scenery or stage effects other than lighting and sound.
• The permanent platforms shall be constructed of materials as required for the type of construction of
the building in which the permanent platform is located. Permanent platforms are permitted to be
constructed of fire - retardant - treated wood for Type I, II, and IV construction where the platforms
are not more than 30 inches above the main floor, and not more than one -third of the room floor
area and not more than 3, 000 square feet in area. Where the space beneath the permanent platform
is used for storage or any other purpose other than equipment, wiring or plumbing, the floor
construction shall not be less than 1 -hour fire - resistant construction. Where the space beneath the
permanent platform is used only for equipment, wiring or plumbing, the underside of the permanent
platform need not be protected. Sec. 410
An Inspection shall be requested to verify that all the conditions noted above meet the
conditions stated in this report for approval.
Premises Identification: Approved numbers or addresses shall be provided for all new buildings in
such a position as to be plainly visible and legible from the street or road fronting the property.
When submitting revised drawings or additional information, please attach a copy of the enclosed City of
Tigard, Letter of Transmittal. The letter of transmittal assists the City of Tigard in tracking and,
processing the documents.

temporary Certificate of Occupancy is issued on a conditional basis for a period
not to exceed thirty days from this date, by which time the following conditions
must have been met and approved by inspection by the City of Tigard Building
Department:
Permit BUP2005 -00218 must be completed and approved, including all
outstanding corrections, conditions, ancillary permits and fees. Specifically:
Corrections from March 16, 2006 inspection.
I understand the City will withhold action until April 15, 2006.
Upon compliance with all above conditions, this case will be closed and the
permanent Certificate of Occupancy will be issued. I further understand that if
these conditions are not complied with fully, I may be served with a Summons

The plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2004
edition; and 2003 International Fire Code as amended by TVF &R. The submitted plans are
approved subject to the following conditions.
1. Each door in a means of egress from an occupancy of Group A or E having an occupant load
of 100 or more shall not be provided with a latch or lock unless it is panic hardware or fire
exit hardware. These doors are accommodating more than occupant load stated above
therefore panic hardware is required. 1008.1.9 OSSC
The opening force of doors along an accessible route shall be as follows:
1. Exterior doors: 81/2 pounds —force (lbf).
2. Interior doors: 5 pounds —force (lbf). 1109.9.9 OSSC
2. Exits and exit access doors shall be marked by an approved exit sign readily visible from any
direction of egress travel. Access to exits shall be marked by readily visible exit signs in
cases where the exit or the path of egress travel is not immediately visible to the occupants.
Exit sign placement shall be such that no point in an exit access corridor is more than 100
feet or the listed viewing distance for the sign, whichever is less, from the nearest visible exit

Where not all means of egress are accessible, directional signs shall be provided at
nonaccessible exits to indicate the route to the nearest accessible exit or area of rescue
assistance, as required in Sections 1108.4.12, 1109.15.2, 1109.15.3 and 1109.15.4.

3. All exit doors shall be openable from the inside without the use of a key or any special

5. The means of egress shall be provided with illumination of not less than 1 foot candle at the
floor level anytime the building is occupied. The means of egress illumination shall be
provided with a second source of power in case of primary power loss. 1006.2 OSSC
6. American with Disabilities Act (ADA): It shall be the responsibility of the Architect,
Engineer, Designer, Contractor, Owner and Lessee to research the applicability of the ADA
requirements for the structure. The City of Tigard reviews the plans and inspects the
structure only for compliance with Chapter 11 of the OSSC, which may not include all of the
requirements of the ADA.
7. Live Loads Posted: The live loads for which each floor has been designed to exceed 50 psf
shall be conspicuously posted by the owner in that part of each story in which they apply,
using durable metal signs, and it shall be unlawful to remove or deface such notices. The
occupant of the building shall be responsible for keeping the actual load below the allowable

8. Safety glazing including but not limited to: the following locations: Each unit of glazing
shall be permanently identified by the manufacturer. 2406 OSSC. Some of these locations
are as follows:
a. Glazing in ingress and means of egress doors.
b. Glazing in an individual fixed or operable panel adjacent to a door where the nearest
vertical edge is within a 24" arc of the door in a closed position and whose bottom
edge is less than 60" above the floor or walking surface except when there is an
intervening wall or other permanent barrier between the door and the glazing.
Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be
maintained on the jobsite. The plans shall be available to the Building Division inspectors
throughout all phases of construction. 106.3.1 OSSC
Certificate of Occupancy: No building or structure shall be used or occupied until the Building
Official has issued a certificate of occupancy 110.1 OSSC
Premises Identification: Approved numbers or addresses shall be provided for all new buildings
in such a position as to be plainly visible and legible from the street or road fronting the property.
When submitting revised drawings or additional information, please attach a copy of the enclosed
City of Tigard, Letter of Transmittal. The letter of transmittal assists the City of Tigard in
tracking and processing the documents.

The areas to be finished during this phase of construction are a�stfollows:' 1
1 Floor The gymnatorium (144), table and chair storage (146), platform storage
(147), baptistery (148), preparation room (149), gymnatorium storage
(152), and platform (145) will be installed; also in the lobby (101), the
main stairs leading to the second story will be installed.
2 Floor The audio control room located on the balcony (the balcony is not
included in the scope of work at this time) and the corridor (233) from the
north end of the main stairs to the south end of the lobby will also be
completed at this time.

WESTGATE BAPTIST CHURCH SANCTUARY
ADA access to the baptistery will be provided via a portable wheelchair lift stored
on the platform level. The lift will be positioned in front of the baptistery opening as
needed. Please see 2003 IBC 1108.4.4.

These revised sheets address the occupancy and egress analysis that you requested
(added to sheet A5.1 and A5.2). The only plan change required by this analysis to the
structural shell occurs at the egress doors at the North and South stairs which have been
increased in with to 3' -8" (shown on sheet A2.4)
Also, we have shown the Nursery area without doors between the spaces as we had
discussed. We may need to re -work this area a bit for the phase 2 submittal, but the
bearing wall will remain at the corridor as shown, and the overall occupancy will not change.
Please call to discuss this as needed.
