Structural observations occurred at the following stages during construction: 1. After placement of footing and wall reinforcing for the retaining wall and foundations along grid J, prior to pouring of concrete. 2. After first floor shear walls and second floor framing members were installed_ 3. After the roof decking was installed. To the best of our knowledge, non - conforming structural items noted in our reports have been resolved in general conformance with structural contract documents, specifications, or our instructions. Special Inspection reports submitted to our office by Carlson Testing Inc. were reviewed for the structural requirements. Observations by WDY, Inc. are performed to determine if the work is being performed in general conformance with the contract documents. The fact that any particular work has been observed does not waive the contractor's responsibility for the means and methods of construction, job site safety, or to comply with the contract documents. Structural observations performed by this office are not in lieu of special inspection requirements required by the governing code, building official or noted on the drawings. Disconnects for fan coils 1 and 2 need to be shown on the plan (NEC 420.102(B)). Sheet E5.1 — Detail 2 and 4 10. You can add to the three notes or I will red line it in: "All j -boxes and smoke detectors to remain accessible." 13. In regard to your response (no wet utilities entering at east end of building), that does not avoid the requirement. NEC 250.50 requires bonding "if available on the premises." Please make requested addition to Keyed Note 6. 14. On the plans you show bonds to_structural steel, water and gas. It is appropriate that you also show on the plans a bond to "other metal piping systems" per NEC 250.104. 15. Please provide copies of the fault current calculations from PGE. 17. As I understand your response, you will provide a complete detail, on the plans, of the grounding and bonding of the generator, battery power system and transfer switches. This is what I need. 21. The only load data I see for the elevator is under "Load Summary — MDP" which indicates a 40 amp load. This would seem to mean that the 125 amp breaker on the 100 amp circuit is :r9 beyond what would be required for motor starting current. Please provide electrical data on the elevator equipment and the disconnect module. Also either change the main feeder breaker to 100 amp or show me the calculations for oversizing it. 25. Sheet E6.1 — Details 1 & 2 — All grounding electrodes available on the premises shall be bonded together to form the grounding electrode system (NEC 250.50). There is more than one way to do this. If it is done within the service enclosure of 4MDP as shown in 2/E6.1, then another set of grounding electrode conductors would also have to be run from each electrode to the 2MDP service. Your bonding the two services together does not meet the requirements. You should be aware that there is an Oregon amendment to the NEC that allows another design for this type of grounding situation. It is in Oregon Administrative Rule No. 918- 305 -160 (Electrical Specialty Code), Sections 250.53(C), 250.64(C), and 250.64(F). Please revise grounding details for both services to comply with NEC 250 and Oregon amendments. 26. Sheet E6.1 — Detail 2 — There is a symbol I don't understand. It is just inside the service enclosure, where the conductors enter from the ground rods and Ufer. If this constitutes a break in the conductors it might not comply with NEC 250.64(C) (continuous grounding electrode conductor, without a splice...). Please advise what this symbol represents. The code reference is 430.102(B). A review of the text of the code does not require placing the disconnect on the plans. It does, however, require that the disconnecting means, when installed, be within sight of the motor location and the driven machinery. Our specification requires conformance with the provisions of the NEC. Since we cannot control all variables of the construction process, we rely upon the contractors judgment of the construction environment to place the disconnect in compliance with the NEC. We will place the disconnect on the plans as requested. This is not an extra cost item 10. Add General Note 16 to sheets E3.1 W, E3.2W, E3.2E and General Note 15 to sheet E3.1E. Note shall state, "All junction -boxes and smoke detectors to remain accessible." Reference specification item 16130- 3.02.A, "Locate boxes to ensure accessibility of electrical wiring."
