Dear Mr. Symes:
Following my onsite visit last Tuesday, April 20, with Janet Sehon, I came back
to my office and reviewed the project file. I find we are still awaiting your
response to the plans review dated February 18, 1993. No plans approval for this
project was issued, and we were not aware that construction was underway before
our recent visit. (Enclosed is another copy of the February 18 review.)
One of the purposes of the review process is to help assure compliance before a
project begins, to avoid costly or impossible corrections following construction.
The Senior and Disabled Services Division cannot license this facility if it includes
significant deficiencies.
I suggest you provide a written response and plan of corrections to all issues
identified in the review as soon as possible.
I contacted persons who do project review work in cooperation with the Oregon
Disabilities Commission, as agreed at the onsite visit. They would charge a fee
to do this. Darrell Ackerman, in the Salem area, appears to have lower charges
and would be in the area on other business the first week of May. His phone
number is 345 -2825. Portland area consultants are Bob Pike, phone 226 -3342 and
Jan Campbell, phone 796 -5210. There is no requirement any of these people be
consulted; a solution, however, must be found. Mrs. Lorinc's waiver request
regarding the living room steps to Katherine Labadie at the Senior and Disabled
Services Division was denied. The Division also cannot legally waive ADA

I also called Jim Jaqua at the local building codes agency. He stated they were s

checking to verify their review was for an SR -2 occupancy classification.

Dear Kathy:
This is a Fire and Life Safety Plan Review and is based on
the 1991 editions of the Uniform Fire Code (UFC) and those
sections of the Uniform Building Code (UBC) and Uniform
Mechanical Code (UMC) specifically referencing the fire
department, and other local ordinances and regulations.
Alarm plans for the above captioned project are
conditionally approved subject to the following:
1. Rate of rise heat detectors shall be installed in all
mechanical rooms.
2. After system has been completed, please provide 24
hour notification of anticipated acceptance tests. A
Deputy Fire Marshal from this office shall witness
all acceptance testing of this system. Installer
shall document such tests as in accordance with
National Fire Protection Association Standard 72A.
Documentation described in NFPA 72A shall be
submitted to this office for permanent filing.
Approval of submitted plans is not an approval of
omissions or oversights by this office or of non-
compliance with any applicable regulations of local
government.

Dear Kathy:
In response to your questions regarding fire resistive
construction for the existing portion of the above noted
building, I have reviewed the 1988 Editions of the
Building Code and consulted with Acting Building George
Steele. Our findings are the doors shall be solid core
(20 minute labeled will be acceptable) and capable of
resisting passage of smoke (equipped with smoke gaskets)
with self - closing device and latching hardware. UBC Tbl.

Dear Mr. Symes:
Plans for this project were reviewed for conformity with applicable codes
and are conditionally approved, subject to the items listed below being
satisfactorily addressed.
1. Door and window specifications are required to show compliance
with Oregon Structural Specialty Code (OSSC) Chapter 53.
2. Furnace is required to be enclosed by one -hour fire - resistive
occupancy separation. OSSC Sec.1312.
3. Furnace performance efficiency not provided. OSSC Sec. 5305(c)
4. Long roof joists and hip ridge rafters are over the allowable
span and stresses for their size and grade.
5. Toilet room doors do not meet A.D.A. guidelines for handicap
accessibility. Should have a net clear opening of 32 inches.
The toilet room grab bars behind the water closet should be
36 inches long. A 'handout' on the guidelines is enclosed.
Additional information on the above items may be submitted as addenda to the
original plans or you may submit revised plans. You may get the building
permit to begin construction on the project at your convenience.
We have not received plans for the building exit and emergency lighting,
smoke detector and alarm, automatic sprinkler, plumbing or mechanical
systems. Please submit plans, or have them submitted by sub - contractors.

Dear Katalin and Jozsef:
Enclosed with this letter you will find a calculation sheet showing the
computation that has been performed to determine the amount of the Traffic Impact
Fee (TIF) to be paid for the expansion noted above. The amount of the TIF is
$750.00.
You have two payment options available to you. The first is to pay the TIF at
the time you are issued a building permit. The second is to arrange for payment
over time by signing a promissory note. (If you wish to exercise this second
option please contact me for additional details.) Please note that you may
appeal the discretionary decisions made in determining the appropriate category
and the amount of the fee based on that category. A notice of appeal must be
received by the City Recorder no later than 3:30 p.m. on December 25, 1992
Although filed with the City Recorder, an appeal would be heard by the Washington
County Hearings Officer.
