79-001297 1 7. ACCEPT STREET DEDICATION - Tualatin Rural Fire Protection District - SW Ash
Avenue & SW Commercial Street.
(a) City Administrator recommended acceptance, explaining that this was a
needed housekeeping measure to complete the street dedication on Ash
Avenue.
(b) Motion by Councilman Cook, seconded by Councilwoman Stimler to accept
street dedication.
Approved by unanimous vote of Council.
18. GARBAGE RATE INCREASE
(a) City Administrator reported that Ordinance No. 78 -64, Section 8 requires
60 days advance notice for proposed rate changes, but allows the City
Administrator to set emergency rates with no advance notice period. He
went on to say that he expected the emergency rates to take effect on
February 1, 1979, and the rates as established by Council to take effect
on February 18, 1979.
This was followed by discussion of the Council.
Council to ratify rates after 60 days notice.
19. COMMUNITY DEVELOPMENT BLOCK GRANT PROPOSAL.
(a) City Administrator explained that there are Federal monies available for
projects and described research and discussion he had had throughout the
county. He recommended that Tigard join with the Cities of Sherwood and
Tualatin in seeking funds for the construction of Senior Citizen Centers.
He also recommended that Council take no action on this proposal and /or
resolution until citizen input could be solicited at the meeting on
January 22, 1979.
(b) Mayor Mickelson expressed his approval of the cooperative nature of the
proposed Senior Center project.
(c) Motion by Councilman Cook, seconded by Councilman Brian to delay action
on the resolution and have a hearing on January 22, 1979.
Approved by unanimous vote of Council.
20. APPROVE LONG -RANGE FISCAL PROJECTION - State Revenue Sharing Funds.
(a) City Administrator recommended approval.
(b) After discussion, Councilman Cook moved to approve, seconded by Councilman
Brian.

Gentlemen:
Over the 'last several months, .the City of Tigard and the Fire
District have - discussed the paving of -Ash Street in front of
the Tigard station. It is my understanding that the District
has agreed to pay for one -half of the street improvement, not
to exceed $500.00, on or before the end of the 1969 -70 fiscal
;
year.
•
On this basis, the.City is prepared to let a contract for the •
installation of a concrete curb, base rock and asphalt surface,
together with required sub- surface storm drain. Upon completion .
of the project, the City will adopt an Ordinance prohibiting
parking along the fire station side of,the street and install
signs to that effect.
If the Fire District Board of Commissioners is in concurrence
with this approach, please countersign. the space provided below
and return both copies to me. With the City Council's concurrence,
we will advertise for bids immediately and get the project under
• way.
