Where we're going: What will Tigard look like in 2017? In 1997,the citizen-based Vision Task Force developed the direction for our community and goals to be achieved by 2017. These principles continue to be the overall direction for our community. Following is our community's vision statement developed by the citizens'task force. We,as citizens of the Tigard community,are committed to shaping the community's future in agreement with the direction given through this on-going vision process. This process relies on citizen involvement and participation, and coordinated actions by the community's decision-makers. Tigard is a safe,dynamic community supported by coordinated and efficient public services. Funding for services is stable and recipients pay their share. Citizens are educated about how to access public services and understand their responsibility to participate as members of the community. There are a variety of opportunities for citizens of all ages to access education programs for life-long learning. Our community recognizes and accepts the responsibility each citizen has in promoting and supporting quality education. Small and local businesses thrive. Business owners are involved and take responsibility for the impacts their businesses have on the community. A community value"to respect open spaces and natural features"encourages access to these by our citizens. Many leisure time and recreational opportunities are available for our community. All of these elements work together to promote and protect Tigard's individual identity and quality of life. To achieve the community's vision,goals were developed in each of the following target areas. Below is a brief summary of progress in each target area. Community Character and Quality of Life Communication * Volunteers * Central Business District * Community Events Community Aesthetics * Community Diversity * Community Participation • In response to citizen interest, distribution of the Cityscape was increased from 9 to 12 times per year and the Focus on Tigard cable television program was discontinued due to increase costs without increased viewership. • Volunteers contributed 21,621 hours in 2005. A new volunteer activity was the translation of several informational bro- chures into Spanish. • Seventeen citizens participated in the new Citizen Leadership Series to gain information and develop leadership skills. • A new Enhanced Neighborhood Program began development in the fall. • Fifth Tuesday was initiated giving residents an open forum to talk with Council members. • The Heritage Fest, an afternoon of dance and music,provided an opportunity to showcase the community's diverse cultures. Growth & Growth Management Growth Management * Urban Services * Affordable Housing * Economic Development • The Tigard Downtown Improvement Plan was adopted by Council. • An Urban Renewal Ballot Measure was adopted by Council and referred to voters for the May 2006 election. • Property on unincorporated Bull Mountain was annexed through property owner consents and non-remonstrance's. • Revision of the Comprehensive Plan and Development Code revisions were delayed and will be initialed in 2006. • The Comprehensive Plan update will incorporate a focus on the downtown and development of economic strategies for the community. February 2006 www.tigard-or.gov Page 7 it r-U City of Tigard Tigard Beyond Tomorrow Vision 2005 Annual Report, con't Public Safety Neighborhood Watch * Crime Prevention * Emergency Services * Emergency Preparedness • All existing Neighborhood Watch programs were contacted to determine their status and if assistance was needed. • The City formally became a member of the Office of Consolidated Emergency Management(OCEM)to better facilitate a county-wide coordinated response in emergencies. • Twenty-three citizens became Community Emergency Response Team members in 2005, bringing the total number of citizens trained to assist in an emergency to 46. • Tualatin Valley Fire and Rescue and the Tigard Police recieved many grants which provided more equipment,safety materials in Spanish, and a three-year pilot program to reduce home fires. Schools, Education & Youth Educational Opportunities I" Partnerships Lifelong Learning • Representatives of the Tigard-Tualatin School District met regularly with area service clubs,the Chamber and the Ministe- rial Association to facilitate a stronger connection between schools and the community. • The Tigard-Tualatin School District entered into discussions with Broadway Rose to form a partnership to use the CF Tigard "multi-purpose"building for a community space. • The City continued to connect individual students and student groups with volunteer projects. • Citizens organized and lobbied the legislature to change legislation to allow System Development Charges to be collected for schools. Efforts were not successful. • The City's Enhanced Neighborhood Program included a community connection to schools as a key component. Transportation and Traffic Traffic Safety * Traffic Flow * Alternative Transportation Modes • A comprehensive review of school zone signs throughout the city was done to ensure compliance with recent changes in the state law. • McDonald Street was widened at 99W to facilitate traffic through the intersection. • The Citizens'Transportation Financing Strategies Task Force recommended adoption of a local gas tax tied to improve- ments on 99W. • The City received a Transportation and Growth Management Grant(TGM)to prepare a Highway 99W Corridor Improve- ment and Management Plan. • Federal funding for the commuter rail project was secured. The project,scheduled for completion in 2008,will include a station east of Main Street. Tigard Beyond Tomorrow's vision includes a theme to promote and protect Tigard's individual identity. Our new logo is a first step to establish an identity reflecting what the city is becoming. = A graphic designer presented many concepts at Council meetings over the last six months. The design selected represents a consensus of the Council.
